輸電服務峰谷分時定價方法研究

【摘要】:近年來我國經(jīng)濟快速發(fā)展,能源資源分布和各地能源需求的不均衡問題日益突出,迫切需要建立高效、可靠的能源運輸系統(tǒng)。電網(wǎng)是一種高效、便捷的能源運輸途徑,能夠把一次能源轉化成的電能,經(jīng)濟地、快速地傳送到負荷中心。方面電網(wǎng)投資巨大需要有科學、合理的輸電定價方法保證電網(wǎng)公司投資成本的回收;另一方面目前我國沒有獨立的輸電定價體系,輸電價格不能真實的反映輸電成本,難以起到反映供需關系、引導資源優(yōu)化配置的作用。因此在輸配分離的大背景下,研究獨立的輸電定價方法對于保障我國國民經(jīng)濟的可持續(xù)發(fā)展和推動電力市場的深化改革意義重大。 本文首先對現(xiàn)有的輸電定價方法和國內(nèi)外實踐進行了綜述分析,利用福利經(jīng)濟學比較了各種電價結構的優(yōu)缺點和適用性,對現(xiàn)有的基于邊際成本和綜合會計成本的兩大類輸電定價方法進行了總結,并比較了各種輸電定價方法的優(yōu)缺點。 在國內(nèi)外輸電服務價格理論與實踐的基礎上,針對我國跨省跨區(qū)輸電通道利用率較低的問題,本文提出了輸電服務峰谷分時定價方法,通過計算典型日24時刻輸電通道可用傳輸容量的變化情況,利用隸屬度函數(shù)將每天劃分為高峰、平段、低谷三個時段,求解非線性規(guī)劃問題優(yōu)化峰谷輸電價格比,在不同的時段設定不同的輸電價格,從而反映不同時間段的供需關系,引導用戶合理的使用輸電網(wǎng)絡資源,達到資源的優(yōu)化配置。 最后以IEEE30節(jié)點算例驗證了模型的合理性,算例分析表明,輸電服務峰谷分時定價方法能夠較好地提供價格信號和提高輸電通道的利用率。
[Abstract]:In recent years, with the rapid development of economy in China, the distribution of energy resources and the imbalance of energy demand are becoming more and more serious. It is urgent to establish an efficient and reliable energy transportation system. Power grid is an efficient and convenient way to transport energy. It can transfer primary energy to load center economically and quickly. On the other hand, there is no independent transmission pricing system in our country at present, and transmission price can not truly reflect transmission cost. It is difficult to reflect the relationship between supply and demand and guide the optimal allocation of resources. Therefore, under the background of separation of transmission and distribution, it is of great significance to study the independent transmission pricing method to ensure the sustainable development of our national economy and to promote the deepening reform of the electricity market. This paper firstly summarizes and analyzes the existing transmission pricing methods and domestic and foreign practices, and compares the advantages and disadvantages and applicability of various price structures with welfare economics. This paper summarizes the two kinds of transmission pricing methods based on marginal cost and comprehensive accounting cost, and compares the advantages and disadvantages of the various transmission pricing methods. Based on the theory and practice of transmission service price at home and abroad, a time-sharing pricing method for transmission service peak and valley is proposed to solve the problem of low utilization rate of transmission channels across provinces and regions in China. By calculating the change of available transmission capacity of typical transmission channels at 24 hours a day, the daily transmission price ratio is optimized by using membership function, which is divided into three periods: peak, flat and low, to solve the nonlinear programming problem. Different transmission prices are set in different time periods, which reflect the relationship between supply and demand in different time periods, guide users to use transmission network resources reasonably, and achieve optimal allocation of resources. Finally, the rationality of the model is verified by the example of IEEE30 node. The analysis of example shows that the time-sharing pricing method of transmission service peak and valley can provide price signal and improve the utilization of transmission channel.
