超高壓輸電線路工程建設(shè)合同管理研究
[Abstract]:The construction contract of electric power engineering is the basis of the market-oriented operation of electric power enterprise. The effective management of construction contract is an important means to ensure the construction quality of transmission project. In foreign economic activities, the responsible persons of grass-roots electric power enterprises are not good at making decisions according to law and safeguarding their own legitimate rights and interests, which may lead to unnecessary economic losses. Therefore, strengthening the control of power contract management risk is not only the trend of the development of the domestic market economy and the reform of the electric power system, but also the only way to enhance the risk control level within the enterprise. Contract management involves all aspects of EHV transmission line power project management. This paper mainly analyzes the contract management process in transmission line project from the point of view of the contracting party, describes clearly the various contract management links running through the whole process of the project construction, and points out that the focus of the project management work is the contract management. At the same time, on the basis of analyzing the current situation of the management of EHV electric power contract, and according to the existing laws and regulations and some experiences accumulated in practice, using modern engineering management knowledge and information management technology, This paper puts forward how to manage the construction contract of transmission line project systematically. The research focuses on the possible deficiencies in the internal control of contract management, and then combs and summarizes the risk points, and puts forward the optimization scheme of contract management. Through combing the contract management process, standardizing the contract signing and performing, and combining the technical support of the information management system, the optimization plan continuously improves the ability of preventing contract risk. Finally, combined with the author's practical work experience, this paper expounds the management countermeasures in the contract management of an EHV transmission line project, emphasizes the role of internal audit, and promotes the perfection of the enterprise system and the internal control of the contract management. We hope to reduce the risk of contract and improve the efficiency of contract performance.
