【摘要】：為了實現原油出口多元化,哈薩克斯坦引進外資合作建設原油外輸管道與利用自有資金鞏固管道輸配能力相結合,已基本形成"西向、北向、東向"三向管道與"一港口"相結合的多元化原油出口格局。隨著哈國原油出口通道的新建及擴建,原油管道輸送及調配能力可以保證哈國90%自產原油的出口運輸。中哈原油管道新增油源主要來自西哈和濱里海油區(qū),未來實行統(tǒng)一管輸費后將在很大程度上提高獲取油源的競爭力。我國應力爭與哈國簽署長期輸油協(xié)議,以便于中哈原油管道安全平穩(wěn)地運行。
[Abstract]:In order to diversify the export of crude oil, Kazakhstan has basically formed a "westward and northward" direction by combining the introduction of foreign investment in the construction of crude oil export pipelines with the use of its own funds to consolidate the pipeline transmission and distribution capacity. Eastward "three-way pipeline" and "one port" combined with diversified crude oil export pattern. With the construction and expansion of Kazakh crude oil export channel, the transportation and blending capacity of crude oil pipeline can guarantee the export transportation of 90% of the crude oil produced by Kazakhstan. The new oil source for the Sino-Kazakh crude oil pipeline mainly comes from the Xiha and the Caspian Sea oil areas. After the implementation of the unified pipeline transportation fee in the future, the competitiveness of obtaining the oil source will be greatly improved. China should strive to sign a long-term oil transportation agreement with Kazakhstan so as to facilitate the safe and smooth operation of the crude oil pipeline between China and Kazakhstan.
