中國(guó)石油集團(tuán)CD管理中心服務(wù)績(jī)效管理的改進(jìn)研究

【摘要】:管理學(xué)的核心內(nèi)容之一是人力資源管理,而績(jī)效管理則又是人力資源管理的重點(diǎn)。但當(dāng)前大部分國(guó)有企業(yè),還沒有完全認(rèn)識(shí)到績(jī)效管理的重要作用,績(jī)效管理的積極作用還未得到充分發(fā)揮。 本文對(duì)中國(guó)石油集團(tuán)公司的的處級(jí)后勤服務(wù)單位——CD管理中心績(jī)效管理體系進(jìn)行了診斷與評(píng)價(jià),總結(jié)其績(jī)效管理中存在的優(yōu)缺點(diǎn),進(jìn)而提出了完善措施。國(guó)有企業(yè)的后勤服務(wù),與政府等公共服務(wù)具有相似性,提供的都是服務(wù)產(chǎn)品?(jī)效管理的重點(diǎn)包括服務(wù)的費(fèi)效比、強(qiáng)調(diào)服務(wù)結(jié)果。就CD管理中心而言,雖然形式上有較為健全的人力資源體系,也圍繞組織目標(biāo)建立了KPI考核指標(biāo),但CD管理中心績(jī)效管理體系受制于計(jì)劃經(jīng)濟(jì)桎梏,仍處于發(fā)展階段。為此,筆者結(jié)合現(xiàn)代績(jī)效管理理論,對(duì)CD管理中心的績(jī)效管理體系進(jìn)行了改進(jìn)設(shè)計(jì),針對(duì)實(shí)際問題提出了對(duì)應(yīng)的改進(jìn)建議,包括:樹立科學(xué)合理的績(jī)效意識(shí)、運(yùn)用符合實(shí)際的績(jī)效考核辦法、針對(duì)組織情況,建立符合實(shí)際的科學(xué)的績(jī)效管理體系。 對(duì)于CD管理中心,從績(jī)效考核體制上特點(diǎn)上分析,上級(jí)單位、第三方獨(dú)立機(jī)構(gòu)、單位自身都是公共后勤服務(wù)的考核主體。除考核服務(wù)的效能外,績(jī)效考核應(yīng)包括受眾的滿意度、服務(wù)投入度等指標(biāo),要求體現(xiàn)服務(wù)、公平、回應(yīng)性等價(jià)值觀念。本文總體上講,其研究重點(diǎn)是對(duì)國(guó)有企業(yè)績(jī)效管理的改進(jìn)研究,但在研究過程中,又有機(jī)結(jié)合了公共后勤服務(wù)的業(yè)務(wù)特點(diǎn)。 本文的主要內(nèi)容包括:績(jī)效管理理論;獲得基礎(chǔ)數(shù)據(jù),現(xiàn)狀分析;找出不足;決策理論及方法;實(shí)施績(jī)效管理的保障措施及效果檢驗(yàn);結(jié)論及展望。 主要的研究方法包括:統(tǒng)計(jì)分析;SWOT決策分析。對(duì)于原始數(shù)據(jù),通過統(tǒng)計(jì)分析,找出特征和趨勢(shì),總結(jié)績(jī)效管理中存在的關(guān)鍵問題。通過SWOT決策分析方法,結(jié)合CD管理中心的組織特點(diǎn)、政策規(guī)范、企業(yè)文化,,選擇出最適合于CD管理中心的績(jī)效管理體系。 本案例來(lái)源于國(guó)有計(jì)劃經(jīng)濟(jì)企業(yè)的后勤輔助板塊。本文的分析思路及操作實(shí)踐,對(duì)于持續(xù)推進(jìn)國(guó)有企業(yè)的改革具有積極的借鑒意義。
[Abstract]:One of the core contents of management is human resource management, and performance management is the focus of human resource management. However, at present, most state-owned enterprises have not fully recognized the important role of performance management, and the positive role of performance management has not been fully played. This paper makes a diagnosis and evaluation of the performance management system of the department level logistics service unit of China National Petroleum Corporation (CNPC), CD Management Center, summarizes the advantages and disadvantages of its performance management, and puts forward some measures to improve it. The logistic service of state-owned enterprises is similar to the public service such as government, and all they provide are service products. Performance management focuses on the cost-effectiveness ratio of service, emphasizing service results. As far as CD management center is concerned, although there is a relatively sound human resource system in form and KPI evaluation index is established around organizational objectives, the performance management system of CD management center is still in the development stage because of the shackles of planned economy. Therefore, combining with the modern performance management theory, the author designs and improves the performance management system of CD management center, and puts forward corresponding suggestions for improvement in view of practical problems, including: establishing scientific and reasonable performance consciousness, The scientific performance management system is established according to the organizational situation by using the actual performance appraisal method. For CD management center, from the characteristics of performance appraisal system, superior units, third party independent organizations, units themselves are the main body of public logistics service. Besides the effectiveness of service, performance evaluation should include the satisfaction of the audience, the degree of service input and other indicators, which should embody the values of service, fairness, responsiveness, and so on. In general, this paper focuses on improving the performance management of state-owned enterprises, but in the process of research, it combines the business characteristics of public logistics service organically. The main contents of this paper include: performance management theory; access to basic data, current situation analysis; find out deficiencies; decision-making theory and methods; implementation of performance management measures and effectiveness test; conclusions and prospects. The main research methods include: statistical analysis SWOT decision analysis. For the original data, through statistical analysis, find out the characteristics and trends, and summarize the key problems in performance management. Through the SWOT decision analysis method, combining the organizational characteristics of CD management center, policy norms, corporate culture, select the most suitable performance management system for CD management center. This case comes from the logistic support plate of state-owned planned economy enterprises. The analysis and practice of this paper have positive significance for promoting the reform of state-owned enterprises.
