中國軌道交通裝備制造業(yè)開放式自主創(chuàng)新能力提升戰(zhàn)略

【摘要】:在經(jīng)濟(jì)一體化和創(chuàng)新全球化的國際大形勢下,中國軌道交通裝備制造業(yè)面對的一方面是日益激烈的全球競爭和日益復(fù)雜的全球?qū)I(yè)分工,另一方面是日益增加的合作機(jī)遇。與此同時(shí),顧客對產(chǎn)品需求的數(shù)量不斷增加、質(zhì)量不斷提高,產(chǎn)業(yè)發(fā)展進(jìn)入黃金期。在開放式環(huán)境下,中國軌道交通裝備制造業(yè)要想持續(xù)創(chuàng)新,必須沖破以往邊界,有計(jì)劃地將外部知識、技術(shù)資源與產(chǎn)業(yè)自身核心能力相結(jié)合,走出一條開放式自主創(chuàng)新的道路。 本文以中國軌道交通裝備制造業(yè)為研究對象,采用文獻(xiàn)分析法、理論與實(shí)證研究相結(jié)合、定量與定性分析相結(jié)合的方法,詳細(xì)分析了中國軌道交通裝備制造業(yè)開放式自主創(chuàng)新動因與機(jī)理,借助熵值法建立評價(jià)體系,結(jié)合實(shí)際數(shù)據(jù)和評價(jià)分析結(jié)果分析中國軌道交通裝備制造業(yè)開放式自主創(chuàng)新過程中存在的問題,從而提出中國軌道交通裝備制造業(yè)開放式自主創(chuàng)新能力提升戰(zhàn)略。首先,對中國軌道交通裝備制造業(yè)開放式自主創(chuàng)新進(jìn)行界定,在界定的基礎(chǔ)上從內(nèi)外兩個(gè)方面分析中國軌道交通裝備制造業(yè)開放式自主創(chuàng)新的動因,從起點(diǎn)、過程、保障三個(gè)方面分析中國軌道交通裝備制造業(yè)開放式自主創(chuàng)新內(nèi)在機(jī)理,并對中國軌道交通裝備制造業(yè)開放式自主創(chuàng)新模式進(jìn)行了闡釋;其次,基于熵值法建立中國軌道交通裝備制造業(yè)開放式自主創(chuàng)新能力評價(jià)指標(biāo)體系和評價(jià)模型,選取2008-2011年的產(chǎn)業(yè)數(shù)據(jù)進(jìn)行縱向評價(jià),將評價(jià)結(jié)果與其他國家該產(chǎn)業(yè)數(shù)據(jù)結(jié)合提出中國軌道交通裝備制造業(yè)開放式自主創(chuàng)新能力發(fā)展過程中存在的問題。問題主要存在于核心技術(shù)缺乏自主知識產(chǎn)權(quán)、新產(chǎn)品開發(fā)能力薄弱、關(guān)鍵零部件國產(chǎn)化水平低、研發(fā)投入有待提高、人力資源結(jié)構(gòu)單一五個(gè)方面:最后,參照實(shí)證分析結(jié)果,根據(jù)提出的問題,立足現(xiàn)實(shí),從人才、技術(shù)、制度、環(huán)境四個(gè)方面提出發(fā)展戰(zhàn)略,為中國軌道交通裝備制造業(yè)的發(fā)展提供借鑒。
[Abstract]:In the international situation of economic integration and innovation globalization, the equipment manufacturing industry of China rail transit is facing the increasingly fierce global competition and the increasingly complex global professional division of labor, on the other hand, the increasing opportunities for cooperation. At the same time, the quantity and quality of customers'demand for products are increasing, and the development of industry is entering golden period. In the open environment, if China's rail transit equipment manufacturing industry wants to innovate continuously, it must break through the past boundary, combine external knowledge, technical resources and industry's core competence in a planned way, and walk out a road of open independent innovation. This paper takes China's rail transit equipment manufacturing industry as the research object, uses the literature analysis method, the theory and the empirical research unifies, the quantitative and the qualitative analysis unifies the method, The motivation and mechanism of open independent innovation in China's rail transit equipment manufacturing industry are analyzed in detail, and the evaluation system is established by means of entropy method. Based on the actual data and evaluation results, the problems in the process of open independent innovation in China's rail transit equipment manufacturing industry are analyzed, and the strategy of promoting the open independent innovation capability of China's rail transit equipment manufacturing industry is put forward. First of all, it defines the open independent innovation of China's rail transit equipment manufacturing industry. On the basis of the definition, it analyzes the motivation of the open independent innovation of China's rail transit equipment manufacturing industry from the internal and external aspects, starting from the starting point and the process. This paper analyzes the internal mechanism of open independent innovation in China's rail transit equipment manufacturing industry from three aspects, and explains the open independent innovation mode of China's rail transit equipment manufacturing industry. Secondly, Based on entropy method, the evaluation index system and evaluation model of open independent innovation ability of China's rail transit equipment manufacturing industry are established, and the industrial data from 2008-2011 are selected for longitudinal evaluation. The evaluation results are combined with the industrial data of other countries to put forward the problems existing in the development of open independent innovation capability of China's rail transit equipment manufacturing industry. The main problems lie in the lack of independent intellectual property rights of core technology, weak ability of new product development, low level of localization of key parts, low investment in R & D, single human resource structure: finally, referring to the results of empirical analysis, According to the problems raised, this paper puts forward the development strategy from the aspects of talent, technology, system and environment, based on the reality, and provides a reference for the development of China's rail transit equipment manufacturing industry.
