【摘要】：產(chǎn)業(yè)結(jié)構(gòu)是指在其經(jīng)濟(jì)活動(dòng)中,某一區(qū)域內(nèi)各產(chǎn)業(yè)所表現(xiàn)出來(lái)的產(chǎn)業(yè)間以及產(chǎn)業(yè)內(nèi)部要素間的一些數(shù)量關(guān)系或經(jīng)濟(jì)聯(lián)系,它是經(jīng)濟(jì)結(jié)構(gòu)的重要組成部分,與經(jīng)濟(jì)增長(zhǎng)有著非常密切的關(guān)系。一方面,區(qū)域產(chǎn)業(yè)結(jié)構(gòu)重組已經(jīng)成為培育新的經(jīng)濟(jì)增長(zhǎng)點(diǎn)的重要戰(zhàn)略措施；另一方面,區(qū)域產(chǎn)業(yè)結(jié)構(gòu)的一些不良發(fā)展趨勢(shì)也已成為實(shí)現(xiàn)資源優(yōu)化配置與再配置、推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)高度化和合理化發(fā)展過(guò)程的絆腳石。 浙江省、福建省、廣東省作為海峽西岸戰(zhàn)略等區(qū)域戰(zhàn)略的主要實(shí)施載體,若能進(jìn)行合理的區(qū)域分工,區(qū)域產(chǎn)業(yè)間能協(xié)調(diào)發(fā)展,將拓展區(qū)域合作的功能,積極促進(jìn)海峽西岸的發(fā)展,也能使東南沿海三省成為擴(kuò)大對(duì)外開(kāi)放、加快經(jīng)濟(jì)發(fā)展的平臺(tái)。由此可見(jiàn),研究東南沿海三省的制造業(yè)產(chǎn)業(yè)結(jié)構(gòu)趨同問(wèn)題是十分必要的,不僅有助于完善產(chǎn)業(yè)結(jié)構(gòu)的理論體系,而且能為為各級(jí)政府部門制定產(chǎn)業(yè)政策提供一些事實(shí)和理論依據(jù),從而促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化。 本文通過(guò)比較分析目前國(guó)內(nèi)外學(xué)者較為常用的產(chǎn)業(yè)結(jié)構(gòu)趨同測(cè)量方法后,選擇了CMS模型作為分析工具,對(duì)東南沿海三省制造業(yè)結(jié)構(gòu)趨同現(xiàn)象進(jìn)行了實(shí)證分析。根據(jù)模型測(cè)算結(jié)果將浙江省、福建省和廣東省的制造業(yè)分為優(yōu)勢(shì)產(chǎn)業(yè)、潛力產(chǎn)業(yè)、弱勢(shì)產(chǎn)業(yè)、成熟產(chǎn)業(yè)四類后,得到了以下四個(gè)結(jié)論：第一,東南沿海三省之間確實(shí)存在著比較明顯的產(chǎn)業(yè)結(jié)構(gòu)趨同現(xiàn)象；第二,福建、廣東兩省在2004年至2011年間一直保持著制造業(yè)快速發(fā)展態(tài)勢(shì),并且產(chǎn)業(yè)結(jié)構(gòu)在不斷地完善；第三,浙江省的制造業(yè)大省優(yōu)勢(shì)正在逐漸減弱；第四,浙江省制造業(yè)中的大多數(shù)成熟產(chǎn)業(yè)正在逐漸成為廣東省和福建省制造業(yè)的優(yōu)勢(shì)產(chǎn)業(yè)和潛力產(chǎn)業(yè)。這種現(xiàn)象的發(fā)生主要有四方面原因,包括歷史遺留影響、企業(yè)規(guī)模結(jié)構(gòu)不合理、市場(chǎng)價(jià)格誤導(dǎo)、協(xié)調(diào)機(jī)制不完善。為此,本文提出了以下四條發(fā)展建議：第一,改造提升傳統(tǒng)優(yōu)勢(shì)產(chǎn)業(yè),發(fā)揮區(qū)域優(yōu)勢(shì)；第二,培育龍頭企業(yè),發(fā)展產(chǎn)業(yè)集群；第三,提高產(chǎn)業(yè)技術(shù)水平,增強(qiáng)自主創(chuàng)新能力；第四,培育發(fā)展各自的戰(zhàn)略性新興產(chǎn)業(yè)。
[Abstract]:Industrial structure refers to some quantitative relations or economic relations between industries in a certain region and among the elements of industry, which is an important part of economic structure. And economic growth has a very close relationship. On the one hand, the restructuring of regional industrial structure has become an important strategic measure to cultivate new economic growth points; on the other hand, some unhealthy development trends of regional industrial structure have become the realization of optimal allocation and re-allocation of resources. The stumbling block in the process of promoting the development of higher industrial structure and rationalization. Zhejiang Province, Fujian Province and Guangdong Province are the main carriers of regional strategies such as the strategy of the West Bank of the Straits. If a reasonable regional division of labor can be carried out and regional industries can develop in a coordinated manner, it will expand the function of regional cooperation. Actively promoting the development of the West Bank of the Straits can also make the three provinces along the southeast coast a platform for opening wider to the outside world and speeding up economic development. From this we can see that it is very necessary to study the convergence of manufacturing industry structure in the three southeast coastal provinces, which is not only helpful to improve the theoretical system of industrial structure, Moreover, it can provide some facts and theoretical basis for government departments at all levels to formulate industrial policies, thus promoting the optimization of industrial structure. After comparing and analyzing the common measurement methods of industrial structure convergence at home and abroad, this paper chooses CMS model as the analysis tool, and makes an empirical analysis on the phenomenon of structural convergence of manufacturing industry in three provinces along the southeast coast. According to the results of the model, the manufacturing industry of Zhejiang Province, Fujian Province and Guangdong Province is divided into four categories: advantage industry, potential industry, weak industry and mature industry. The conclusions are as follows: first, There is indeed a relatively obvious phenomenon of industrial structure convergence among the three provinces along the southeast coast. Second, Fujian and Guangdong provinces have maintained a rapid development trend of manufacturing industry between 2004 and 2011, and the industrial structure has been continuously improved. Third, The advantage of manufacturing industry in Zhejiang Province is gradually weakening. Fourth, most of the mature manufacturing industries in Zhejiang Province are becoming the dominant industries and potential industries of manufacturing industry in Guangdong Province and Fujian Province. There are four main reasons for this phenomenon, including historical influence, unreasonable scale structure, misleading market price and imperfect coordination mechanism. Therefore, this paper puts forward the following four development suggestions: first, to improve the traditional superior industries and give full play to regional advantages; second, to cultivate leading enterprises and develop industrial clusters; third, to improve the level of industrial technology and enhance the ability of independent innovation; Fourth, cultivate and develop their respective strategic emerging industries.
