【摘要】：市場(chǎng)經(jīng)濟(jì)中，價(jià)格是最有效的調(diào)節(jié)機(jī)制，，合理的電力定價(jià)機(jī)制，對(duì)于改變我國(guó)目前電力生產(chǎn)與消費(fèi)中能耗過(guò)高、污染嚴(yán)重的局面，具有舉足輕重的作用。因此，本文以“可持續(xù)發(fā)展視角下的綠色電力定價(jià)機(jī)制研究”為選題，從促進(jìn)節(jié)能減排和可再生能源電力發(fā)展的獨(dú)特綠色視角，對(duì)相關(guān)綠色電力定價(jià)機(jī)制進(jìn)行評(píng)析，就綠色電力定價(jià)機(jī)制存在的相關(guān)問(wèn)題進(jìn)行分析，提出一套促進(jìn)可持續(xù)發(fā)展視角下的綠色電力定價(jià)機(jī)制建議方案，具有非常重要的理論價(jià)值和實(shí)際意義。 本文在前人研究成果的基礎(chǔ)上，從促進(jìn)我國(guó)電力可持續(xù)發(fā)展出發(fā)并結(jié)合工作實(shí)際，對(duì)相關(guān)綠色電力定價(jià)機(jī)制進(jìn)行評(píng)析，就綠色電力定價(jià)機(jī)制存在的相關(guān)問(wèn)題進(jìn)行研究，提出可持續(xù)發(fā)展視角下的綠色電力定價(jià)機(jī)制建議方案。論文的主要研究?jī)?nèi)容包括: （1）基于可持續(xù)發(fā)展視角下的相關(guān)綠色電力定價(jià)機(jī)制評(píng)析。介紹我國(guó)現(xiàn)行的相關(guān)電價(jià)體制及運(yùn)行管理情況，從保障常規(guī)火力發(fā)電供給、節(jié)能、支持可再生能源發(fā)電的獨(dú)特綠色視角，對(duì)相關(guān)綠色電力定價(jià)機(jī)制進(jìn)行評(píng)析，分析相關(guān)綠色電力定價(jià)體系存在的問(wèn)題、缺點(diǎn)。 （2）基于可持續(xù)發(fā)展視角下的相關(guān)綠色電力定價(jià)機(jī)制優(yōu)化分析。針對(duì)我國(guó)相關(guān)電價(jià)機(jī)制存在的問(wèn)題，從促進(jìn)節(jié)能減排和可再生能源電力發(fā)展的綠色視角，對(duì)我國(guó)相關(guān)綠色電力定價(jià)機(jī)制進(jìn)行優(yōu)化分析。主要包括改進(jìn)煤電價(jià)格聯(lián)動(dòng)機(jī)制、優(yōu)化峰谷分時(shí)電價(jià)和可再生能源電價(jià)形成機(jī)制。 （3）基于可持續(xù)發(fā)展視角下綠色電力定價(jià)機(jī)制的宏觀制度保障分析。本文從立法保障機(jī)制、財(cái)政補(bǔ)貼法律機(jī)制、稅收激勵(lì)法律機(jī)制和金融激勵(lì)法律機(jī)制等方面分析了我國(guó)的制度現(xiàn)狀，并且提出了完善建議。
[Abstract]:In the market economy, the price is the most effective regulation mechanism, the reasonable electricity pricing mechanism, has the pivotal function to change the situation that the energy consumption is too high and the pollution is serious in the current electric power production and consumption of our country. Therefore, based on the research of green power pricing mechanism in the perspective of sustainable development, this paper analyzes the relevant green power pricing mechanism from the unique green perspective of promoting energy saving and emission reduction and renewable energy and electricity development. Based on the analysis of the problems existing in the green power pricing mechanism, a set of proposals for the green power pricing mechanism from the perspective of sustainable development is put forward, which is of great theoretical value and practical significance. In this paper, based on the previous research results, from the point of view of promoting the sustainable development of electric power in China and combining with the actual work, this paper evaluates the relevant green power pricing mechanism, and studies the related problems of the green power pricing mechanism. This paper puts forward the proposal of green power pricing mechanism from the perspective of sustainable development. The main contents of this paper are as follows: (1) A review of green power pricing mechanism based on sustainable development. This paper introduces the current relevant electricity pricing system and operation management in China. From the unique green perspective of ensuring the supply of conventional thermal power, saving energy and supporting renewable energy generation, the pricing mechanism of relevant green power is evaluated. The problems and shortcomings of the green power pricing system are analyzed. (2) the optimization analysis of the related green power pricing mechanism based on the sustainable development perspective. In view of the problems existing in the related electricity pricing mechanism in China, this paper optimizes and analyzes the pricing mechanism of the relevant green power in China from the green perspective of promoting energy saving and emission reduction and the development of renewable energy and electricity. It mainly includes improving coal and electricity price linkage mechanism, optimizing peak and valley time-sharing electricity price and renewable energy price formation mechanism. (3) Macro-system guarantee analysis of green power pricing mechanism based on sustainable development perspective. This paper analyzes the present situation of our country's system from the aspects of legislative safeguard mechanism, financial subsidy legal mechanism, tax incentive legal mechanism and financial incentive legal mechanism, and puts forward some suggestions for perfection.
