【摘要】：近年來(lái)，國(guó)內(nèi)外食品安全問(wèn)題屢有發(fā)生。一直以來(lái)，我國(guó)進(jìn)口食品安全監(jiān)管部門(mén)在保障進(jìn)口食品安全方面發(fā)揮了重要作用，而面對(duì)日益復(fù)雜的進(jìn)口食品安全形勢(shì)、快速增長(zhǎng)的進(jìn)口食品貿(mào)易規(guī)模和消費(fèi)者不斷提高的食品安全要求，如何用科學(xué)手段加強(qiáng)進(jìn)口食品監(jiān)管，保證進(jìn)口食品安全是我們急需研究的課題。 為此，本文采用文獻(xiàn)研究、調(diào)查研究等方法，以天津口岸進(jìn)口乳品為研究對(duì)象，對(duì)目前進(jìn)口乳品監(jiān)管面臨的三個(gè)層面的問(wèn)題進(jìn)行了描述，對(duì)進(jìn)口乳品實(shí)施信息化管理的重要性和必要性進(jìn)行了分析，論述了進(jìn)口乳品監(jiān)管所要達(dá)到的目標(biāo)，提出要增強(qiáng)進(jìn)口乳品監(jiān)管的科學(xué)性和有效性，進(jìn)一步推動(dòng)服務(wù)型政府的建設(shè)，不斷完善和優(yōu)化各項(xiàng)管理機(jī)制，并且依托強(qiáng)有力的信息化手段支持，以信息化來(lái)推動(dòng)管理模式的創(chuàng)新。為保證進(jìn)口乳品安全，解決目前進(jìn)口乳品管理執(zhí)行中出現(xiàn)的問(wèn)題，文章對(duì)整合相關(guān)應(yīng)用系統(tǒng)，建立進(jìn)口乳品信息化管理系統(tǒng)和信息交流平臺(tái)提出了建設(shè)需求，，對(duì)進(jìn)口乳品實(shí)施信息化管理進(jìn)行了系統(tǒng)分析和設(shè)計(jì)。最后，文章建議要加大食品安全信息化管理研究力度，將研究成果向全國(guó)進(jìn)行推廣，以此實(shí)現(xiàn)進(jìn)口食品安全管理和信息化工作的目標(biāo)，為進(jìn)口食品安全監(jiān)管部門(mén)、企業(yè)和公眾提供高效、高質(zhì)量的服務(wù)，進(jìn)一步確保進(jìn)口食品的質(zhì)量安全。
[Abstract]:In recent years, food safety problems occurred frequently at home and abroad. For a long time, China's import food safety supervision department has played an important role in ensuring import food safety. In the face of the increasingly complex situation of import food safety, With the rapid growth of import food trade scale and the increasing requirement of food safety, how to strengthen import food supervision and ensure import food safety by scientific means is an urgent task for us to study. Therefore, by means of literature research, investigation and research, this paper describes the three levels of problems in the supervision of imported dairy products at Tianjin Port, taking the imported dairy products at Tianjin Port as the research object. This paper analyzes on the importance and necessity of implementing information management of imported dairy products, discusses the objectives to be achieved in the supervision of imported dairy products, and puts forward that the scientific and effective supervision of imported dairy products should be enhanced to further promote the construction of service-oriented government. Constantly improve and optimize the management mechanism, and rely on the powerful information means to promote the innovation of management mode. In order to ensure the safety of imported dairy products and solve the problems in the management and implementation of import dairy products, the paper puts forward the construction requirements for integrating relevant application systems, establishing information management system and information exchange platform for import dairy products. The information management of imported dairy products is analyzed and designed systematically. Finally, the article suggests that the research on food safety information management should be strengthened, and the research results should be popularized to the whole country, so as to realize the goal of import food safety management and information work, and to serve as the import food safety supervision department. Enterprises and the public provide efficient, high-quality services to further ensure the quality of imported food safety.
