我國食品安全問題的成因與對策研究

【摘要】:食品安全問題是社會的焦點、熱點問題,受到各界的高度關注,每年發(fā)生的食品安全事故所產(chǎn)生的嚴重后果,不僅造成了巨大的經(jīng)濟損失,而且嚴重影響了公共安全和民眾身體健康。因此,各國政府都將食品安全工作作為政府工作的重要內(nèi)容和民生之基,強化監(jiān)督管理,嚴防問題發(fā)生?梢哉f,在一定程度上,食品安全狀況成為衡量人們生活質(zhì)量、社會管理水平和國家法制建設的一個重要方面。但是近年來,我國食品安全狀況不容樂觀,食品安全事故頻發(fā),嚴重影響了和諧社會建設,損害了黨和國家形象。因此,本文按照食品安全問題及其現(xiàn)狀——食品安全問題出現(xiàn)的原因——解決對策這一邏輯順序?qū)Υ藛栴}進行了分析,希望能就此問題給政府決策提供參考。 本文圍繞食品安全問題的特征和食品安全監(jiān)管展開論述,首先通過國內(nèi)外多起重大食品安全事故進行分析,總結(jié)食品安全事故的共性和危害,然后重點對我國現(xiàn)行監(jiān)管模式和國內(nèi)外幾種典型監(jiān)管體系進行對比,分析我國現(xiàn)行監(jiān)管模式的問題和世界先進監(jiān)管模式特點,通過對比,找出我國食品安全問題出現(xiàn)的主客觀原因。最后,在總結(jié)公共政策分析、各種監(jiān)管模式和食品安全管理理論的基礎上,對我國食品安全工作提出自己的幾點建議。
[Abstract]:Food safety is the focus of the society, hot issues, highly concerned by all walks of life, every year food safety accidents have serious consequences, not only caused huge economic losses. And has seriously affected public safety and public health. Therefore, the governments of all countries regard food safety work as the important content of government work and the foundation of people's livelihood, strengthen supervision and management, and strictly prevent the occurrence of problems. To a certain extent, food safety has become an important aspect of measuring people's quality of life, social management level and the construction of national legal system. However, in recent years, the situation of food safety in China is not optimistic, food safety accidents occur frequently, which seriously affect the construction of a harmonious society and damage the image of the Party and the country. Therefore, this paper analyzes this problem according to the logical sequence of food safety problem and its present situation-the reason of food safety problem-solving countermeasure, and hopes to provide reference for government decision on this problem. In this paper, the characteristics of food safety problems and food safety supervision are discussed. Firstly, through the analysis of many major food safety accidents at home and abroad, the generality and harm of food safety accidents are summarized. Then it focuses on the comparison between the current regulatory model in China and several typical regulatory systems at home and abroad, analyzes the problems of the current regulatory model in China and the characteristics of the world's advanced regulatory model, and compares it with several typical regulatory systems at home and abroad. To find out the subjective and objective causes of food safety problems in China. Finally, on the basis of summarizing the analysis of public policy, various supervision models and food safety management theory, this paper puts forward some suggestions for food safety work in China.
