【摘要】：液化天然氣(LNG)作為一種清潔能源,在國(guó)家的能源戰(zhàn)略及民眾日常生活中起著舉足輕重的作用。國(guó)際上早在上個(gè)世紀(jì)五十年代開始興起LNG產(chǎn)業(yè)并在LNG進(jìn)口國(guó)得到充分發(fā)展。目前,國(guó)外如日本、韓國(guó)、美國(guó)及歐洲等LNG進(jìn)口國(guó)的LNG技術(shù)已經(jīng)比較成熟。而國(guó)內(nèi)LNG產(chǎn)業(yè)從上個(gè)世紀(jì)90年代才正式啟動(dòng),直到2006年正式建成第一個(gè)LNG接收站,且相關(guān)的關(guān)鍵技術(shù)受制于國(guó)外工程公司,導(dǎo)致整個(gè)LNG項(xiàng)目建設(shè)成本居高不下。作為天然氣缺乏的國(guó)家,隨著國(guó)民經(jīng)濟(jì)的發(fā)展,我國(guó)天然氣需求量也在逐年增加,因此國(guó)內(nèi)剛起步的LNG產(chǎn)業(yè)具有很大的發(fā)展空間。國(guó)內(nèi)LNG產(chǎn)業(yè)要持續(xù)、穩(wěn)定發(fā)展,必須走LNG國(guó)產(chǎn)化的道路。 在接收站的建設(shè)中,LNG儲(chǔ)罐作為L(zhǎng)NG接收站中的關(guān)鍵存儲(chǔ)設(shè)備,LNG儲(chǔ)罐的技術(shù)含量高、建造復(fù)雜、施工要求高、周期長(zhǎng),儲(chǔ)罐的建設(shè)成本占整個(gè)接收站投資的40%,一直以來(lái)是投資方關(guān)注的焦點(diǎn)。目前國(guó)內(nèi)所建造的LNG儲(chǔ)罐基本處在依靠國(guó)外公司總承包的被動(dòng)局面,但國(guó)內(nèi)工程公司在參與國(guó)外工程公司的LNG總承包項(xiàng)目中已經(jīng)積累了一些相關(guān)的LNG儲(chǔ)罐關(guān)鍵技術(shù),使得LNG儲(chǔ)罐技術(shù)國(guó)產(chǎn)化成為可能。 中國(guó)成達(dá)工程有限公司(以下簡(jiǎn)稱“成達(dá)公司”),作為國(guó)內(nèi)最早介入LNG接收站的工程公司,已經(jīng)成功為業(yè)主完成過(guò)接收站的概念設(shè)計(jì)、可行性研究工作,以及與外商共同承擔(dān)的EPC工程。LNG儲(chǔ)罐國(guó)產(chǎn)化包括項(xiàng)目前期準(zhǔn)備、設(shè)計(jì)、采購(gòu)、施工及使用維護(hù)等各方面的技術(shù),其中設(shè)計(jì)、采購(gòu)和施工技術(shù)最為關(guān)鍵。本文基于成達(dá)公司在LNG儲(chǔ)罐方面的經(jīng)驗(yàn)積累,分析和總結(jié)了LNG儲(chǔ)罐國(guó)產(chǎn)化的重點(diǎn)和難點(diǎn),并得出結(jié)論,成達(dá)公司在LNG儲(chǔ)罐方面實(shí)現(xiàn)國(guó)產(chǎn)化是可行的。運(yùn)用項(xiàng)目管理知識(shí),對(duì)LN儲(chǔ)罐建設(shè)過(guò)程中的設(shè)計(jì)、采購(gòu)、施工等程序進(jìn)行探析,最后對(duì)LNG儲(chǔ)罐國(guó)產(chǎn)化道路提出了建議和展望,以期早日實(shí)現(xiàn)LNG儲(chǔ)罐的完全國(guó)產(chǎn)化。 全文結(jié)構(gòu)如下： 第一章：概述。簡(jiǎn)要概述本課題的研究背景、研究目標(biāo)和意義、以及研究的主要內(nèi)容和方法。 第二章：成達(dá)公司簡(jiǎn)介。介紹了成達(dá)公司的歷史沿革、目前的組織結(jié)構(gòu),發(fā)展?fàn)顩r、在LNG行業(yè)方面的業(yè)績(jī)及所取得的成績(jī)、在EPC項(xiàng)目方面的經(jīng)驗(yàn)。發(fā)展LNG國(guó)產(chǎn)化技術(shù)符合LNG工業(yè)和成達(dá)公司的發(fā)展需要。 第三章：LNG儲(chǔ)罐介紹及項(xiàng)目特點(diǎn)。介紹了LNG儲(chǔ)罐在接收站中所處地位,LNG儲(chǔ)罐的發(fā)展過(guò)程及LNG儲(chǔ)罐的主要類型。介紹了LNG儲(chǔ)罐的工作范圍,分析了LNG儲(chǔ)罐技術(shù)性強(qiáng)、建設(shè)周期長(zhǎng)等特點(diǎn)。 第四章：成達(dá)公司LNG儲(chǔ)罐國(guó)產(chǎn)化可行性分析。分析了LNG儲(chǔ)罐國(guó)產(chǎn)化要點(diǎn),分別從設(shè)計(jì)、采購(gòu)、施工方面說(shuō)明難點(diǎn)所在；然后介紹國(guó)內(nèi)LNG儲(chǔ)罐的國(guó)產(chǎn)化現(xiàn)狀。接著介紹了成達(dá)公司在LNG行業(yè)方面的業(yè)績(jī)及所取得的成果,最后分析成達(dá)公司實(shí)現(xiàn)LNG儲(chǔ)罐國(guó)產(chǎn)化是可行的。 第五章：成達(dá)LNG儲(chǔ)罐項(xiàng)目市場(chǎng)分析及策略。在總結(jié)成達(dá)公司在LNG儲(chǔ)罐項(xiàng)目方面所取得的成果基礎(chǔ)上,分析了目前LNG儲(chǔ)罐項(xiàng)目的市場(chǎng)競(jìng)爭(zhēng)環(huán)境,采用SWOT分析方法分析成達(dá)在市場(chǎng)競(jìng)爭(zhēng)中的優(yōu)勢(shì)、劣勢(shì)、機(jī)會(huì)和威脅,并相應(yīng)提出應(yīng)采取的策略,并對(duì)成達(dá)實(shí)現(xiàn)LNG儲(chǔ)罐國(guó)產(chǎn)化過(guò)程提出建議。 第六章：成達(dá)LNG儲(chǔ)罐國(guó)產(chǎn)化過(guò)程管理及風(fēng)險(xiǎn)防范�；诔蛇_(dá)公司所積累的EPC項(xiàng)目管理經(jīng)驗(yàn)和LNG項(xiàng)目業(yè)績(jī),并以3萬(wàn)立方米LNG儲(chǔ)罐的實(shí)施為例,探討如何實(shí)現(xiàn)LNG儲(chǔ)罐國(guó)產(chǎn)化建設(shè)全過(guò)程管理。運(yùn)用項(xiàng)目管理知識(shí)對(duì)項(xiàng)目質(zhì)量、進(jìn)度、費(fèi)用如何實(shí)施控制進(jìn)行了分析。最后,分析了在LNG儲(chǔ)罐項(xiàng)目實(shí)施過(guò)程中可能遇到的風(fēng)險(xiǎn)及建議采取的防范措施。
[Abstract]:Liquefied natural gas (LNG), as a kind of clean energy, plays an important role in national energy strategy and people's daily life. As early as 50s, LNG industry began to rise and developed in LNG importing countries. At present, the LNG technology of foreign countries such as Japan, Korea, the United States and Europe has already been compared with other countries. The domestic LNG industry was formally started in 90s of last century, and the first LNG receiving station was formally built in 2006, and the key technology related to the foreign engineering company was limited to the high cost of the whole LNG project construction. As a country lacking natural gas, with the development of the national economy, the demand for natural gas in China is also With the increasing year by year, the domestic LNG industry has great room for development. The sustainable development of LNG industry in China must take the road of LNG localization.
In the construction of the receiving station, the LNG storage tank is the key storage equipment in the LNG receiving station. The technology content of the LNG storage tank is high, the construction is complicated, the construction requirement is high, the period is long, the construction cost of the storage tank accounts for 40% of the investment of the whole receiving station. It has always been the focus of the investors. The LNG storage tanks built before the eyes are basically in the foreign companies. In the passive situation of the general contract, the domestic engineering company has accumulated some key technologies of the LNG storage tank in the LNG general contracting project involved in foreign engineering companies, making the localization of the LNG storage technology possible.
China Chengda Engineering Co., Ltd. (hereinafter referred to as "Chengda Company"), as the first engineering company involved in the LNG receiving station in China, has successfully completed the conceptual design, feasibility study for the owner and the localization of the EPC engineering.LNG storage tank, which is jointly undertaken by the foreign businessmen, including the preparation, design, procurement, construction and construction of the project. Using the techniques of maintenance and other aspects, design, procurement and construction technology are the most important. Based on the experience accumulated in the LNG storage tank, this paper analyzes and summarizes the key and difficult points of the localization of the LNG storage tank, and draws a conclusion that Chengda Company is feasible in the localization of the LNG storage tank. Using project management knowledge, LN In the process of storage tank construction, the design, procurement, construction and other procedures are discussed. Finally, some suggestions and prospects are put forward for the localization of the LNG storage tank, in order to realize the complete localization of the LNG storage tank at an early date.

The second chapter is the introduction of Chengda Company. It introduces the historical evolution of Chengda Company, the current organizational structure, the development situation, the achievements and achievements in the LNG industry and the experience in the EPC project. The development of LNG localization technology is in line with the needs of the development of LNG industry and Chengda company.
The third chapter: the introduction of LNG storage tank and the characteristics of the project. The status of the LNG storage tank in the receiving station, the development process of the LNG storage tank and the main types of the LNG storage tank are introduced. The working range of the LNG storage tank is introduced, and the characteristics of the LNG storage tank are analyzed and the construction period is long.
The fourth chapter: the feasibility analysis of the domestically made LNG storage tank of Chengda Company. The main points of the localization of the LNG storage tank are analyzed, and the difficulties in the design, the purchase and the construction are explained respectively. Then the domestic status of the domestic LNG storage tank in China is introduced. Then the achievements and achievements of Chengda Company in the LNG industry are introduced, and the final analysis is made on Chengda Company. It is feasible to make the present LNG storage tank domestically made.
The fifth chapter is the market analysis and strategy of Chengda LNG storage tank project. On the basis of summarizing the achievements made by Chengda's LNG storage tank project, the market competition environment of the current LNG storage tank project is analyzed, and the advantages, disadvantages, opportunities and threats in the market competition are analyzed by SWOT analysis method, and the corresponding strategies are put forward accordingly. Suggestions are also made for Chengda to realize the localization process of LNG storage tanks.
The sixth chapter: the process management and risk prevention of the domestically made LNG storage tank. Based on the EPC project management experience and the performance of the LNG project accumulated by Chengda Company, and taking the implementation of the 30 thousand cubic meter LNG storage tank as an example, this paper discusses how to realize the whole process management of the domestic construction of LNG storage tank. The control is analyzed. Finally, the risks encountered in the implementation of LNG storage tank project and the preventive measures recommended are also analyzed.
