成達公司LNG儲罐國產(chǎn)化探析

【摘要】:液化天然氣(LNG)作為一種清潔能源,在國家的能源戰(zhàn)略及民眾日常生活中起著舉足輕重的作用。國際上早在上個世紀五十年代開始興起LNG產(chǎn)業(yè)并在LNG進口國得到充分發(fā)展。目前,國外如日本、韓國、美國及歐洲等LNG進口國的LNG技術已經(jīng)比較成熟。而國內(nèi)LNG產(chǎn)業(yè)從上個世紀90年代才正式啟動,直到2006年正式建成第一個LNG接收站,且相關的關鍵技術受制于國外工程公司,導致整個LNG項目建設成本居高不下。作為天然氣缺乏的國家,隨著國民經(jīng)濟的發(fā)展,我國天然氣需求量也在逐年增加,因此國內(nèi)剛起步的LNG產(chǎn)業(yè)具有很大的發(fā)展空間。國內(nèi)LNG產(chǎn)業(yè)要持續(xù)、穩(wěn)定發(fā)展,必須走LNG國產(chǎn)化的道路。 在接收站的建設中,LNG儲罐作為LNG接收站中的關鍵存儲設備,LNG儲罐的技術含量高、建造復雜、施工要求高、周期長,儲罐的建設成本占整個接收站投資的40%,一直以來是投資方關注的焦點。目前國內(nèi)所建造的LNG儲罐基本處在依靠國外公司總承包的被動局面,但國內(nèi)工程公司在參與國外工程公司的LNG總承包項目中已經(jīng)積累了一些相關的LNG儲罐關鍵技術,使得LNG儲罐技術國產(chǎn)化成為可能。 中國成達工程有限公司(以下簡稱“成達公司”),作為國內(nèi)最早介入LNG接收站的工程公司,已經(jīng)成功為業(yè)主完成過接收站的概念設計、可行性研究工作,以及與外商共同承擔的EPC工程。LNG儲罐國產(chǎn)化包括項目前期準備、設計、采購、施工及使用維護等各方面的技術,其中設計、采購和施工技術最為關鍵。本文基于成達公司在LNG儲罐方面的經(jīng)驗積累,分析和總結(jié)了LNG儲罐國產(chǎn)化的重點和難點,并得出結(jié)論,成達公司在LNG儲罐方面實現(xiàn)國產(chǎn)化是可行的。運用項目管理知識,對LN儲罐建設過程中的設計、采購、施工等程序進行探析,最后對LNG儲罐國產(chǎn)化道路提出了建議和展望,以期早日實現(xiàn)LNG儲罐的完全國產(chǎn)化。 全文結(jié)構(gòu)如下: 第一章:概述。簡要概述本課題的研究背景、研究目標和意義、以及研究的主要內(nèi)容和方法。 第二章:成達公司簡介。介紹了成達公司的歷史沿革、目前的組織結(jié)構(gòu),發(fā)展狀況、在LNG行業(yè)方面的業(yè)績及所取得的成績、在EPC項目方面的經(jīng)驗。發(fā)展LNG國產(chǎn)化技術符合LNG工業(yè)和成達公司的發(fā)展需要。 第三章:LNG儲罐介紹及項目特點。介紹了LNG儲罐在接收站中所處地位,LNG儲罐的發(fā)展過程及LNG儲罐的主要類型。介紹了LNG儲罐的工作范圍,分析了LNG儲罐技術性強、建設周期長等特點。 第四章:成達公司LNG儲罐國產(chǎn)化可行性分析。分析了LNG儲罐國產(chǎn)化要點,分別從設計、采購、施工方面說明難點所在;然后介紹國內(nèi)LNG儲罐的國產(chǎn)化現(xiàn)狀。接著介紹了成達公司在LNG行業(yè)方面的業(yè)績及所取得的成果,最后分析成達公司實現(xiàn)LNG儲罐國產(chǎn)化是可行的。 第五章:成達LNG儲罐項目市場分析及策略。在總結(jié)成達公司在LNG儲罐項目方面所取得的成果基礎上,分析了目前LNG儲罐項目的市場競爭環(huán)境,采用SWOT分析方法分析成達在市場競爭中的優(yōu)勢、劣勢、機會和威脅,并相應提出應采取的策略,并對成達實現(xiàn)LNG儲罐國產(chǎn)化過程提出建議。 第六章:成達LNG儲罐國產(chǎn)化過程管理及風險防范;诔蛇_公司所積累的EPC項目管理經(jīng)驗和LNG項目業(yè)績,并以3萬立方米LNG儲罐的實施為例,探討如何實現(xiàn)LNG儲罐國產(chǎn)化建設全過程管理。運用項目管理知識對項目質(zhì)量、進度、費用如何實施控制進行了分析。最后,分析了在LNG儲罐項目實施過程中可能遇到的風險及建議采取的防范措施。
[Abstract]:Liquefied natural gas (LNG), as a kind of clean energy, plays an important role in national energy strategy and people's daily life. As early as 50s, LNG industry began to rise and developed in LNG importing countries. At present, the LNG technology of foreign countries such as Japan, Korea, the United States and Europe has already been compared with other countries. The domestic LNG industry was formally started in 90s of last century, and the first LNG receiving station was formally built in 2006, and the key technology related to the foreign engineering company was limited to the high cost of the whole LNG project construction. As a country lacking natural gas, with the development of the national economy, the demand for natural gas in China is also With the increasing year by year, the domestic LNG industry has great room for development. The sustainable development of LNG industry in China must take the road of LNG localization.
In the construction of the receiving station, the LNG storage tank is the key storage equipment in the LNG receiving station. The technology content of the LNG storage tank is high, the construction is complicated, the construction requirement is high, the period is long, the construction cost of the storage tank accounts for 40% of the investment of the whole receiving station. It has always been the focus of the investors. The LNG storage tanks built before the eyes are basically in the foreign companies. In the passive situation of the general contract, the domestic engineering company has accumulated some key technologies of the LNG storage tank in the LNG general contracting project involved in foreign engineering companies, making the localization of the LNG storage technology possible.
China Chengda Engineering Co., Ltd. (hereinafter referred to as "Chengda Company"), as the first engineering company involved in the LNG receiving station in China, has successfully completed the conceptual design, feasibility study for the owner and the localization of the EPC engineering.LNG storage tank, which is jointly undertaken by the foreign businessmen, including the preparation, design, procurement, construction and construction of the project. Using the techniques of maintenance and other aspects, design, procurement and construction technology are the most important. Based on the experience accumulated in the LNG storage tank, this paper analyzes and summarizes the key and difficult points of the localization of the LNG storage tank, and draws a conclusion that Chengda Company is feasible in the localization of the LNG storage tank. Finally, some suggestions and prospects are put forward for the localization of the LNG storage tank, in order to realize the complete localization of the LNG storage tank at an early date.

The first chapter is an overview. A brief overview of the research background, research objectives and significance, as well as the main contents and methods of the research are outlined.
The second chapter is the introduction of Chengda Company. It introduces the historical evolution of Chengda Company, the current organizational structure, the development situation, the achievements and achievements in the LNG industry and the experience in the EPC project. The development of LNG localization technology is in line with the needs of the development of LNG industry and Chengda company.
The third chapter: the introduction of LNG storage tank and the characteristics of the project. The status of the LNG storage tank in the receiving station, the development process of the LNG storage tank and the main types of the LNG storage tank are introduced. The working range of the LNG storage tank is introduced, and the characteristics of the LNG storage tank are analyzed and the construction period is long.
The fourth chapter: the feasibility analysis of the domestically made LNG storage tank of Chengda Company. The main points of the localization of the LNG storage tank are analyzed, and the difficulties in the design, the purchase and the construction are explained respectively. Then the domestic status of the domestic LNG storage tank in China is introduced. Then the achievements and achievements of Chengda Company in the LNG industry are introduced, and the final analysis is made on Chengda Company. It is feasible to make the present LNG storage tank domestically made.
The fifth chapter is the market analysis and strategy of Chengda LNG storage tank project. On the basis of summarizing the achievements made by Chengda's LNG storage tank project, the market competition environment of the current LNG storage tank project is analyzed, and the advantages, disadvantages, opportunities and threats in the market competition are analyzed by SWOT analysis method, and the corresponding strategies are put forward accordingly. Suggestions are also made for Chengda to realize the localization process of LNG storage tanks.
The sixth chapter: the process management and risk prevention of the domestically made LNG storage tank. Based on the EPC project management experience and the performance of the LNG project accumulated by Chengda Company, and taking the implementation of the 30 thousand cubic meter LNG storage tank as an example, this paper discusses how to realize the whole process management of the domestic construction of LNG storage tank. The control is analyzed. Finally, the risks encountered in the implementation of LNG storage tank project and the preventive measures recommended are also analyzed.
