冀能電力設(shè)計院績效管理改進研究

【摘要】:績效管理作為企業(yè)激勵機制的基礎(chǔ)與人力資源管理的關(guān)鍵,已逐漸成為企業(yè)廣泛運用的一種以開發(fā)人力潛能為中心的科學管理模式,收到普遍關(guān)注。隨著國家電力主輔改革塵埃落定,電力設(shè)計企業(yè)進行了重組,成立了綜合性的工程建設(shè)公司,這就使得眾多電力設(shè)計企業(yè)真正走入了競爭市場,如何利用績效管理的手段留住技術(shù)人才,吸引人才成了尤為重要的問題。 本文以績效管理理論為引導,采用文獻研究法和專家咨詢意見法相結(jié)合的研究方法,結(jié)合行業(yè)背景及關(guān)鍵發(fā)展因素,系統(tǒng)剖析了冀能電力設(shè)計院績效管理的存在的問題。同時大量查閱績效管理相關(guān)資料文獻,總結(jié)提煉績效管理管理相關(guān)理論,并對目前主流績效管理工具進行利弊分析,尋求方案設(shè)計的理論支撐。最后,結(jié)合目前冀能電力設(shè)計院發(fā)展及績效管理的新需求,在突出戰(zhàn)略,強化平衡的基礎(chǔ)上,采用平衡計分卡及關(guān)鍵業(yè)績指標兩個績效管理工具相結(jié)合的模式,對冀能電力設(shè)計院績效管理方案進行了再設(shè)計 本方案主要針對電力設(shè)計企業(yè)在績效管理活動中,績效管理的導入、管理工具的選擇、方案的制定及實施,進行有益的探索研究,尋求企業(yè)在績效管理方面有所突破。尋找一種適宜目前電力設(shè)計院績效管理的有效方案,提升企業(yè)戰(zhàn)略執(zhí)行力,提高企業(yè)綜合管理水平。
[Abstract]:As the foundation of enterprise incentive mechanism and the key of human resource management, performance management has gradually become a scientific management mode with the development of human potential as the center, which has received widespread attention. With the dust settled on the reform of national power supply, electric power design enterprises have been reorganized, and comprehensive engineering and construction companies have been set up. This has made many electric power design enterprises really enter the competitive market. How to use the means of performance management to retain technical talents and attract talents has become a particularly important issue. Guided by the theory of performance management, this paper systematically analyzes the existing problems of performance management in Jimeng Electric Power Design Institute with the combination of literature research method and expert advice method, combined with the background of the industry and key development factors. At the same time, a large number of related documents on performance management are reviewed, and the relevant theories of performance management are summarized and refined, and the advantages and disadvantages of the current mainstream performance management tools are analyzed, and the theoretical support of the scheme design is sought. Finally, according to the new demand of the development and performance management of Jimeng Electric Power Design Institute at present, on the basis of highlighting strategy and strengthening balance, the paper adopts the model of combining two performance management tools, namely balanced Scorecard and key performance indicators. The performance management scheme of Jineng Electric Power Design Institute has been redesigned. This scheme is mainly aimed at the introduction of performance management, the selection of management tools, the formulation and implementation of the scheme in the performance management activities of power design enterprises. Carry on the beneficial exploration research, seek the enterprise to have a breakthrough in the aspect of the performance management. To find an effective scheme suitable for the performance management of electric power design institute at present, to improve the execution ability of enterprise strategy, and to improve the level of enterprise comprehensive management.
