裝備制造業(yè)產業(yè)技術創(chuàng)新聯(lián)盟績效評價研究

【摘要】:隨著全球化競爭的日益激烈與消費者需求的多樣化及個性化,對企業(yè)技術創(chuàng)新能力提出更高的要求,,單一企業(yè)的有限資源難以滿足企業(yè)重大技術創(chuàng)新的需求,企業(yè)在最大范圍內以有效的敏捷的方式整合技術資源成為企業(yè)生存和發(fā)展的關鍵,因而產業(yè)技術創(chuàng)新戰(zhàn)略聯(lián)盟(即“ITIA”Industrial Technology Innovation Alliance,ITIA)開始蓬勃發(fā)展。裝備制造業(yè)長期以來是我國的支柱性產業(yè),伴隨近幾年國內外經濟、政治形式的變化,我國裝備制造業(yè)發(fā)展取得一定的成績,但同時存在一系列的問題。技術結構不合理包括自主研發(fā)能力弱、產品結構不合理、設計與制造工藝技術能力弱等等;組織結構不合理包括企業(yè)規(guī)模小、產品設計與制造不能進行有機結合、金融企業(yè)參與受阻等問題。所以選擇ITIA的途徑,發(fā)展裝備制造產業(yè),提高其自主創(chuàng)新能力,使其在世界競爭中處于領先地位。 本文首先通過對ITIA及裝備制造業(yè)ITIA進行研究,找出裝備制造業(yè)聯(lián)盟中存在的問題,進而提出解決辦法;其次,從運行機制入手,包括伙伴選擇機制、資源投入機制及溝通協(xié)調機制,對機制進行指標選擇并建立評價模型;然后,綜合運行機制與外部環(huán)境對績效評價的影響,找出影響裝備制造業(yè)ITIA績效評價的運行投入及運行過程階段的評價指標,進而構建評價模型。影響聯(lián)盟運行投入階段的主要有伙伴選擇、資源投入機制;而影響聯(lián)盟運行過程階段的機制包括伙伴選擇、資源投入及溝通協(xié)調機制。再結合聯(lián)盟運行的外部環(huán)境選擇評價指標、構建評價模型,進而用灰色層次綜合評價法對其分析。 本文最后把運行機制及績效評價模型應用到沈陽特種專用數控機床ITIA,對聯(lián)盟進行績效評價分析,對本文的理論部分進的可行性、合理性、實踐性進行驗證。
[Abstract]:With the increasingly fierce competition of globalization and the diversification and individuation of consumer demand, higher requirements are put forward for the technological innovation ability of enterprises, and the limited resources of a single enterprise cannot meet the needs of major technological innovation of enterprises. The integration of technology resources in the most effective and agile way becomes the key to the survival and development of enterprises, so the strategic alliance of industrial technology innovation (ITIA) begins to flourish. Equipment manufacturing industry has been a pillar industry of our country for a long time. With the changes of economic and political forms at home and abroad in recent years, China's equipment manufacturing industry has made certain achievements, but there are a series of problems at the same time. The unreasonable structure of technology includes weak independent R & D capability, unreasonable product structure, weak technical ability of design and manufacturing process, etc. The unreasonable organizational structure includes the small scale of enterprises and the inability of product design and manufacture to combine organically. Financial enterprises participation blocked and other issues. Therefore, ITIA is chosen to develop the equipment manufacturing industry, improve its independent innovation ability, and make it a leading position in the world competition. In this paper, through the study of ITIA and ITIA in equipment manufacturing industry, the problems in equipment manufacturing alliance are found, and the solutions are put forward. Secondly, starting with the operational mechanism, including partner selection mechanism, The resource input mechanism and communication coordination mechanism are used to select the index and establish the evaluation model. Then, the impact of the comprehensive operation mechanism and the external environment on the performance evaluation is analyzed. This paper finds out the operation input and the evaluation index of the performance evaluation of ITIA in the equipment manufacturing industry, and then constructs the evaluation model. Partner selection and resource input mechanism are the main factors that influence the alliance operation input stage, while the mechanism that influences alliance operation stage includes partner selection, resource input and communication coordination mechanism. Combined with the evaluation index of the external environment of the alliance operation, the evaluation model is constructed, and then the grey level comprehensive evaluation method is used to analyze the evaluation model. Finally, the paper applies the operation mechanism and performance evaluation model to the special CNC machine tool of Shenyang, and analyzes the performance of the alliance, and verifies the feasibility, rationality and practicability of the theory of this paper.
