【摘要】：隨著世界經(jīng)濟的深入發(fā)展,全球能源消費逐漸攀升,經(jīng)濟發(fā)展對油氣資源需求的增長加速了油氣管道行業(yè)的發(fā)展,在今后15年內(nèi),世界管道總里程將以每年7%的增速增長,在相當長的一段時期內(nèi)全球油氣管道建設(shè)仍將持續(xù)處于高峰期。然而,自2008年全球金融危機以來,世界各國財政陷入困境,尤其是發(fā)展中國家單靠本國政府財政資金已經(jīng)不能滿足本國公共基礎(chǔ)設(shè)施需求增加的要求。財政資金匱乏與公共基礎(chǔ)設(shè)施需求增加之間的矛盾為私營部門進入公共基礎(chǔ)設(shè)施領(lǐng)域提供了機會,PPP模式正是通過公私合作的形式提供公共產(chǎn)品或服務(wù)的一種方式,既能解決政府部門資金匱乏的困境又能充分利用私人部門的技術(shù)和資金優(yōu)勢。 筆者在大量閱覽相關(guān)文獻的基礎(chǔ)上,通過深入研究分析PPP模式的定義、運作模式并對海外油氣管道PPP項目的可行性和適用性進行分析,最終旨在設(shè)計海外油氣管道PPP項目的運作模式以期為我國油氣管道企業(yè)進入海外市場提供決策建議。本文首先對PPP模式的基本內(nèi)涵進行了詳細分解,總結(jié)了我國海外油氣管道建設(shè)運營模式現(xiàn)狀及問題,分析了目前油氣管道行業(yè)的發(fā)展狀況并指出我國管道企業(yè)“走出去”的可能性；然后主要從理論基礎(chǔ)和現(xiàn)實條件兩方面分析了我國油氣管道企業(yè)運用PPP模式走出去的可行性,并通過設(shè)計海外油氣管道PPP項目的各參與方、資金和組織結(jié)構(gòu)、運作流程及利益分配等方面來構(gòu)建海外油氣管道PPP項目的運作模式;最后通過全面識別和分析海外油氣管道PPP項目的風險及風險分擔方式來進一步優(yōu)化和完善海外油氣管道PPP項目的運作模式,以期為我國管道施工企業(yè)走出去提供決策建議。本研究將PPP模式引入到我國油氣資源領(lǐng)域不僅是對PPP模式理論的有益補充,同時也為我國海外油氣管道工程項目的決策者是否運用該模式以及如何運用該模式提供了參考與借鑒,具有一定的理論與現(xiàn)實意義。
[Abstract]:With the further development of the world economy, the global energy consumption is gradually rising, and the growth of the demand for oil and gas resources accelerates the development of the oil and gas pipeline industry. In the next 15 years, the total mileage of the world pipeline will grow at an annual rate of 7%. Global oil and gas pipeline construction will continue to be at its peak for a long time. However, since the global financial crisis in 2008, countries around the world have been in financial difficulties, especially developing countries can no longer rely on their own government financial funds to meet the increasing demand for public infrastructure. The contradiction between the lack of financial resources and the increasing demand for public infrastructure provides an opportunity for the private sector to enter the field of public infrastructure. The PPP model is a way of providing public goods or services through public-private partnerships. It can not only solve the shortage of government funds, but also make full use of the technical and financial advantages of the private sector. On the basis of reading a lot of relevant documents, the author analyzes the definition and operation mode of PPP model, and analyzes the feasibility and applicability of PPP project in overseas oil and gas pipeline. The final purpose of this paper is to design the operation mode of overseas oil and gas pipeline PPP project in order to provide the decision suggestion for our country oil and gas pipeline enterprise to enter the overseas market. In this paper, the basic connotation of PPP model is decomposed in detail, and the present situation and problems of overseas oil and gas pipeline construction and operation mode in China are summarized. This paper analyzes the development situation of oil and gas pipeline industry and points out the possibility of "going out" for our country's pipeline enterprises, and then analyzes the feasibility of using PPP mode to go out of our country's oil and gas pipeline enterprises mainly from two aspects: theoretical basis and practical conditions. And through the design of overseas oil and gas pipeline PPP project participants, funds and organizational structure, operation process and distribution of benefits to build the overseas oil and gas pipeline PPP project operation model; Finally, through the comprehensive identification and analysis of overseas oil and gas pipeline PPP project risk and risk sharing way to further optimize and improve the overseas oil and gas pipeline PPP project operation mode, in order to provide our country pipeline construction enterprises to go abroad decision-making advice. The introduction of PPP model into the field of oil and gas resources in China is not only a useful supplement to the theory of PPP model. At the same time, it also provides a reference and reference for the decision makers of overseas oil and gas pipeline projects whether or not to use the model and how to use it, which has certain theoretical and practical significance.
