重慶供電公司工程項(xiàng)目人力資源規(guī)劃研究

【摘要】:本文在對項(xiàng)目人力資源管理理論進(jìn)行了研究和分析的基礎(chǔ)下,論述了重慶供電公司變電站改造項(xiàng)目的依據(jù),結(jié)合500千伏陳家橋變電站綜合自動化改造工程的項(xiàng)目實(shí)踐,確定了其項(xiàng)目人力資源規(guī)劃的制訂、實(shí)施、評估、反饋與修正,為500千伏陳家橋變電站綜合自動化改造工程提高工作質(zhì)量和工作效率,解決項(xiàng)目中執(zhí)行力低下,找到了好的方法和途徑。 本文的實(shí)際應(yīng)用價值:豐富工程中項(xiàng)目人力資源管理的內(nèi)容,擴(kuò)展項(xiàng)目管理的研究領(lǐng)域;為今后重慶供電公司變電站改造項(xiàng)目提供了人力資源規(guī)劃方面的理論依據(jù),對重慶供電公司變電站改造項(xiàng)目的科學(xué)管理規(guī)劃有很大幫助;可提高重慶供電公司變電站改造管理水平,對緩解重慶地區(qū)供電不足,提高重慶電網(wǎng)供電可靠性有重要的實(shí)際意義。 以往的變電站改造工程工作人員側(cè)重研究技術(shù)層面的理論和方法,從管理層面考慮較少。本文創(chuàng)新點(diǎn)在于,不僅將人力資源規(guī)劃放眼于公司,對公司的結(jié)構(gòu)、人力資源等進(jìn)行規(guī)劃研究,還對公司的項(xiàng)目管理進(jìn)行進(jìn)一步合理的人力資源規(guī)劃。使項(xiàng)目管理的組織結(jié)構(gòu)、人力與公司內(nèi)部的相協(xié)調(diào)、符合。 本文通過運(yùn)用項(xiàng)目管理人力資源規(guī)劃理論與方法對變電站改造工程進(jìn)行系統(tǒng)化,科學(xué)化的管理與規(guī)劃,提出了對重慶供電公司變電站改造項(xiàng)目人力資源規(guī)劃的改進(jìn),,并取得了良好的成果,主要結(jié)論如下: (1)通過對供電公司存在的員工工作效率低下、項(xiàng)目組成員不易管理、員工缺乏活力、缺少精通管理者、員工技能與崗位不符等問題進(jìn)行分析,找出這些問題下所隱藏的有關(guān)人力資源規(guī)劃的問題。并提出了針對以上問題的方案,使問題得到良好的解決。 (2)提出了對重慶供電公司組織結(jié)構(gòu)的調(diào)整,和針對具體項(xiàng)目的組織結(jié)構(gòu)設(shè)計(jì),以及人力資源的預(yù)測,完成了一個集企業(yè)總體和項(xiàng)目局部的人力資源規(guī)劃。通過以上規(guī)劃,在企業(yè)現(xiàn)階段執(zhí)行中得到了良好的效果和回報。 (3)在工程項(xiàng)目中實(shí)際應(yīng)用了項(xiàng)目人力資源規(guī)劃的理論,科學(xué)的制定了項(xiàng)目組織結(jié)構(gòu),并運(yùn)用相關(guān)預(yù)測法對項(xiàng)目所需人員進(jìn)行了預(yù)測和供給規(guī)劃。與以往采用傳統(tǒng)管理模式的項(xiàng)目相比,項(xiàng)目人員更易靈活管理、員工有更強(qiáng)的積極性。
[Abstract]:Based on the research and analysis of project human resource management theory, this paper discusses the basis of substation transformation project of Chongqing Power supply Company, and combines the project practice of 500 kV comprehensive automation transformation project of Chenjiaqiao substation. The formulation, implementation, evaluation, feedback and correction of the project human resource planning are determined to improve the work quality and work efficiency for the comprehensive automation transformation project of the 500 kV Chenjiaqiao substation, and to solve the problem of low execution power in the project. Good ways and means have been found. The practical application value of this paper is to enrich the content of project human resource management, expand the research field of project management, and provide the theoretical basis of human resource planning for substation transformation project of Chongqing Power supply Company in the future. It is of great help to the scientific management planning of substation transformation project of Chongqing Power supply Company, which can improve the management level of substation transformation of Chongqing Power supply Company and alleviate the shortage of power supply in Chongqing area. It is of great practical significance to improve the power supply reliability of Chongqing Power Grid. In the past, substation renovation engineering staff focused on the theory and method of technical level, but less on management level. The innovation of this paper is that not only the human resource planning is focused on the company, the structure of the company, human resources and so on are studied, but also the project management of the company is further reasonable human resource planning. Make the project management organization structure, manpower and company internal coordination, in line with. By using the theory and method of project management human resource planning to systematize and scientifically manage and plan substation transformation project, this paper puts forward the improvement of substation transformation project human resource planning of Chongqing Power supply Company. The main conclusions are as follows: (1) the efficiency of the employees in the power supply company is low, the members of the project team are not easy to manage, the employees lack vitality and lack of proficient managers. Analyze and find out the human resource planning problems hidden under these problems. And put forward the solution to the above problems. (2) put forward the adjustment of the organization structure of Chongqing Power supply Company, and the organizational structure design of specific projects, as well as the prediction of human resources. Completed a set of enterprise overall and project part of the human resources planning. Through the above planning, in the enterprise at this stage of the implementation of the good results and returns. (3) in the actual application of the project human resources planning theory, scientific formulation of the project organization structure, The related forecasting method is used to forecast and supply the personnel needed by the project. Compared with the traditional management mode, the project staff is more flexible and more active.
