治理視域下政府主導型食品安全監(jiān)管體系研究

【摘要】:食品安全監(jiān)管是當代中國經(jīng)濟社會發(fā)展和社會生活中的重要問題。以往的食品安全監(jiān)管以政府為中心并由政府組織實施,這種單一的監(jiān)管模式導致了許多食品安全問題。因而需要尋求新的視角,運用治理理論對之進行深入研究,以切實提高食品監(jiān)管的成效。 在中國,食品安全問題經(jīng)歷了一個發(fā)展過程。其大量萌發(fā)在改革開放后的歷史新時期。目前,中國的食品安全有了一定的改善,從數(shù)據(jù)來看中國在人均壽命和營養(yǎng)供給標準等方面均有不同程度的提升,這些成就與中國食品供應狀況的改善有著密切的關系。但是,由于食品檢測力度虛弱、相關法制不健全和管理體制不合理,再加上農(nóng)產(chǎn)品食物鏈頭污染嚴重,食品生產(chǎn)加工單位設備簡陋,工藝落后粗糙,超量或者非法使用各種制劑等因素,中國的食品安全形勢不容樂觀,在食品安全監(jiān)管方面依然任重道遠。 中國目前食品安全問題既有政府方面的成因,也有社會方面的成因。為切實解決食品安全問題,應當引進社會的力量,因而凸顯出建立政府主導型食品安全監(jiān)管體系的重要性。構(gòu)建這一體系,需要在借鑒國外行之有效的經(jīng)驗的基礎上,尋求健全政府主導監(jiān)管體系的新方略。 從政府方面看,要加強食品安全監(jiān)管法治建設,明確政府食品安全監(jiān)管職責定位,強化政府食品安全監(jiān)管組織協(xié)調(diào),建立和完善政府食品安全監(jiān)管問責制度;從社會方面看,應當保障消費者公民監(jiān)管參與,發(fā)揮第三方質(zhì)檢機構(gòu)作用,強化行業(yè)協(xié)會的自律機制。
[Abstract]:Food safety supervision is an important issue in the economic and social development and social life of contemporary China. In the past, the government was the center of the food safety regulation, which was implemented by the government, which led to a lot of food safety problems. Therefore, it is necessary to seek a new angle of view and apply governance theory to further study it in order to improve the effect of food supervision. In China, food safety has gone through a process of development. Its large number germinates in the new historical period after the reform and opening up. At present, China's food safety has been improved to a certain extent. From the data, China's life expectancy and nutrition standards have been improved to varying degrees. These achievements are closely related to the improvement of China's food supply. However, due to weak food testing, imperfect related legal system and unreasonable management system, coupled with the serious pollution of the head of the food chain of agricultural products, the poor equipment of food production and processing units, and the poor workmanship, Due to overdose or illegal use of various preparations, China's food safety situation is not optimistic, and there is still a long way to go in the area of food safety supervision. China's current food safety problems have both government and social causes. In order to solve the problem of food safety, the social forces should be introduced, which highlights the importance of establishing a government-led food safety supervision system. To construct this system, we need to seek a new strategy to perfect the government leading supervision system on the basis of drawing lessons from the effective experience of foreign countries. From the government's point of view, we should strengthen the construction of the rule of law in food safety supervision, define the responsibility of government food safety supervision, strengthen the coordination of government food safety supervision organizations, and establish and improve the accountability system of government food safety supervision. We should protect the participation of consumer citizen supervision, exert the role of third party quality inspection organization, and strengthen the self-discipline mechanism of trade association.
