【摘要】：產(chǎn)業(yè)集聚區(qū)建設(shè)是加快河南發(fā)展、實(shí)現(xiàn)中原崛起的重要途徑。自2009年全省180個(gè)產(chǎn)業(yè)集聚區(qū)建立以來,產(chǎn)業(yè)集聚區(qū)建設(shè)一直是全省上下經(jīng)濟(jì)發(fā)展的中心工作。產(chǎn)業(yè)集聚區(qū)的基本要求是“四集一轉(zhuǎn)”,其中關(guān)于資源集約利用、功能集合構(gòu)建和促進(jìn)農(nóng)村人口向城鎮(zhèn)轉(zhuǎn)移的相關(guān)表述,則為產(chǎn)業(yè)集聚區(qū)的人力資源開發(fā)指明了發(fā)展方向。作為全省180個(gè)規(guī)范化產(chǎn)業(yè)集聚區(qū)之一,南陽新能源產(chǎn)業(yè)集聚區(qū)的發(fā)展非常迅速,做好產(chǎn)業(yè)集聚活動(dòng)中的人力資源開發(fā),不僅有利于產(chǎn)業(yè)集聚的快速發(fā)展,對(duì)提升區(qū)域人口集聚、經(jīng)濟(jì)增長、社會(huì)發(fā)展也起著重要作用。本文通過對(duì)南陽新能源產(chǎn)業(yè)集聚區(qū)關(guān)于人力資源開發(fā)方面的實(shí)地分析,對(duì)集聚區(qū)人力資源開發(fā)工作提出對(duì)策和建議。本文的結(jié)構(gòu)如下： 第一部分是論文綜述。介紹論文的選題背景、意義、理論依托、概念界定,闡述研究內(nèi)容與研究方法。第二和第三部分介紹南陽新能源產(chǎn)業(yè)集聚區(qū)企業(yè)人力資源開發(fā)的情況。簡要介紹該產(chǎn)業(yè)集聚區(qū)以及集聚區(qū)人力資源開發(fā)概況,并通過問卷調(diào)查等方法,對(duì)集聚區(qū)人口、企業(yè)用工情況、人才比例構(gòu)成等人力資源相關(guān)統(tǒng)計(jì)對(duì)象分析,對(duì)產(chǎn)業(yè)集聚區(qū)企業(yè)人力資源開發(fā)的總體狀況和部分典型企業(yè)情況進(jìn)行摸底,發(fā)現(xiàn)并總結(jié)產(chǎn)業(yè)集聚區(qū)人力資源開發(fā)方面存在的問題。第四部分對(duì)省內(nèi)外典型產(chǎn)業(yè)集聚區(qū)人力資源開發(fā)的政策、機(jī)制、運(yùn)作等方面的經(jīng)驗(yàn)進(jìn)行歸納總結(jié),為南陽新能源產(chǎn)業(yè)集聚區(qū)人力資源開發(fā)提供有益借鑒。第五部分為產(chǎn)業(yè)集聚區(qū)人力資源開發(fā)的思路。提出南陽新能源產(chǎn)業(yè)集聚區(qū)人力資源開發(fā)的指導(dǎo)思想與基本原則、主要目標(biāo),歸納南陽新能源產(chǎn)業(yè)集聚區(qū)人力資源開發(fā)的途徑。第六部分為研究結(jié)論和集聚區(qū)人力資源開發(fā)的對(duì)策建議。得出研究結(jié)論后,一方面從政府層面,包括提高認(rèn)識(shí)程度、優(yōu)化環(huán)境、提升管理水平、加快集聚區(qū)基礎(chǔ)設(shè)施建設(shè)等方面提出對(duì)策；另一方面從加快企業(yè)自身發(fā)展的層面,包括企業(yè)規(guī)模擴(kuò)張、人力資源管理、高級(jí)人才引進(jìn)等方向提出對(duì)策。同時(shí),本文還運(yùn)用了一些圖畫和表格,使文章在產(chǎn)業(yè)集聚區(qū)人力資源開發(fā)的表述和分析更為準(zhǔn)確,更具說服力。
[Abstract]:The construction of industrial agglomeration area is an important way to accelerate the development of Henan and realize the rise of Central Plains. Since the establishment of 180 industrial agglomeration zones in 2009, the construction of industrial agglomeration zones has been the central work of economic development in the whole province. The basic requirement of the industrial agglomeration area is "four sets and one turn", among which, the related expression of the intensive utilization of resources, the construction of the function set and the promotion of the rural population transfer to the cities and towns will point out the development direction of the human resources development in the industrial agglomeration area. As one of the 180 standardized industrial agglomeration areas in the province, the new energy industry agglomeration area in Nanyang is developing very rapidly. The development of human resources in industrial agglomeration activities is not only conducive to the rapid development of industrial agglomeration, but also to the promotion of regional population agglomeration. Economic growth, social development also plays an important role. Based on the field analysis of human resource development in Nanyang New Energy Industry agglomeration area, this paper puts forward some countermeasures and suggestions for the development of human resources in Nanyang New Energy Industry agglomeration area. The structure of this paper is as follows: the first part is a summary of the paper. This paper introduces the background, significance, theoretical support, concept definition, research content and research methods. The second and third parts introduce the situation of human resource development in Nanyang New Energy Industry agglomeration area. This paper briefly introduces the general situation of the industrial agglomeration area and the human resources development in the agglomeration area, and analyzes the related statistical objects of the human resources, such as the population of the agglomeration area, the employment situation of the enterprise, the proportion of human resources and so on by means of questionnaire investigation. The general situation of human resource development in industrial agglomeration area and the situation of some typical enterprises are mapped out, and the problems in the development of human resources in industrial agglomeration area are found and summarized. The fourth part summarizes the human resource development policy, mechanism and operation of typical industrial agglomeration areas in Nanyang, and provides a useful reference for the development of human resources in Nanyang New Energy Industry agglomeration area. The fifth part is the idea of human resource development in industrial agglomeration area. The guiding ideology and basic principles of human resource development in Nanyang new energy industry agglomeration area are put forward. The main objectives and the approaches to human resource development in Nanyang new energy industry agglomeration area are summarized. The sixth part is the conclusion of the research and the countermeasures and suggestions of the human resources development in the agglomeration area. After the conclusion of the study, on the one hand, from the government level, including raising the level of awareness, optimizing the environment, improving the management level, speeding up the construction of infrastructure in the agglomeration area, on the other hand, from the level of speeding up the development of enterprises themselves, Including enterprise scale expansion, human resources management, senior talent introduction and other directions to put forward countermeasures. At the same time, some pictures and tables are used to make the description and analysis of human resource development in industrial agglomeration area more accurate and persuasive.
