【摘要】:成都天箭科技公司成立于2005年,是一家擁有獨(dú)立法人資格的有限責(zé)任公司,其主導(dǎo)產(chǎn)品大功率固態(tài)發(fā)射機(jī)為雷達(dá)和寬帶通訊產(chǎn)品的核心部件,目前已成功配套于多個(gè)重點(diǎn)型號(hào)項(xiàng)目。 經(jīng)過(guò)幾年的發(fā)展,公司人員已從成立之初的11人發(fā)展到現(xiàn)在的100多人,公司業(yè)務(wù)增長(zhǎng)迅速,從單一的項(xiàng)目研發(fā)到現(xiàn)在已成功地為中國(guó)空空導(dǎo)彈研究院、航天二院等多家單位的三十多項(xiàng)重點(diǎn)型號(hào)項(xiàng)目提供技術(shù)配套,另外還承擔(dān)了總裝的多項(xiàng)新品任務(wù)。到目前為止,公司已具備一定規(guī)模并且業(yè)務(wù)逐步走向正軌,正在進(jìn)入高速成長(zhǎng)期。同時(shí),隨著兩個(gè)型號(hào)項(xiàng)目的研制進(jìn)入定型批產(chǎn)階段,公司不僅要提供技術(shù)配套,而且還要提供生產(chǎn)配套,,公司的戰(zhàn)略也將從以研發(fā)為主轉(zhuǎn)變?yōu)檠邪l(fā)生產(chǎn)并重。 然而,公司的組織發(fā)展嚴(yán)重滯后于業(yè)務(wù)發(fā)展和規(guī)模擴(kuò)大,組織結(jié)構(gòu)仍然沿用創(chuàng)業(yè)初期的結(jié)構(gòu),已完全不能適應(yīng)公司戰(zhàn)略發(fā)展的需要。只有建立起與公司發(fā)展戰(zhàn)略相適應(yīng)、業(yè)務(wù)發(fā)展結(jié)構(gòu)相匹配的組織結(jié)構(gòu),建立起相應(yīng)的組織制度,才能真正保證公司的健康發(fā)展。因此,如何適應(yīng)公司戰(zhàn)略的調(diào)整,如何保障公司戰(zhàn)略的實(shí)施,構(gòu)建起與企業(yè)戰(zhàn)略相匹配的組織,是本文要完成的任務(wù)。 本文首先梳理了組織的概念及要素,定義了本文對(duì)組織的理解;同時(shí),對(duì)企業(yè)戰(zhàn)略與組織的關(guān)系,企業(yè)發(fā)展階段與組織的關(guān)系,流程型組織等相關(guān)理論進(jìn)行了簡(jiǎn)要地綜述,奠定了文章的理論基礎(chǔ);其次,介紹了公司成立背景、公司組成以及公司現(xiàn)狀,從行業(yè)特點(diǎn)、市場(chǎng)環(huán)境、技術(shù)特點(diǎn)和企業(yè)發(fā)展階段等內(nèi)外環(huán)境的因素分析了公司戰(zhàn)略轉(zhuǎn)型的背景,并提出了公司戰(zhàn)略發(fā)展的思路,為組織設(shè)計(jì)指明了方向;其后,分析了公司現(xiàn)行組織結(jié)構(gòu)的特點(diǎn),根據(jù)組織診斷的思路,從職能結(jié)構(gòu)、層次結(jié)構(gòu)、部門結(jié)構(gòu)、職權(quán)結(jié)構(gòu)四個(gè)方面找出了公司在組織結(jié)構(gòu)和組織運(yùn)行兩個(gè)方面存在的問(wèn)題;最后,基于前面分析的結(jié)果,提出了基于戰(zhàn)略發(fā)展要求和基于核心運(yùn)營(yíng)流程的組織設(shè)計(jì)思路,在組織設(shè)計(jì)一般原則和針對(duì)性原則的指導(dǎo)下,構(gòu)建了新的組織結(jié)構(gòu)并對(duì)新組織結(jié)構(gòu)的優(yōu)缺點(diǎn)加以評(píng)述。此外,還介紹了各主要部門的設(shè)置思路及其主要職責(zé)的描述。
[Abstract]:Founded in 2005, Chengdu Tianjian Technology Co., Ltd. is a limited liability company with independent legal personality. Its leading product, high power solid-state transmitters, is the core component of radar and broadband communication products. At present, has been successfully matched in a number of key model projects. After several years of development, the company's personnel have grown from 11 at the beginning of its establishment to more than 100 now. The company's business has grown rapidly, from a single project to now has successfully developed for the China Air-to-Air Missile Research Institute. The second Academy of Aerospace and other units of more than 30 key model projects to provide technical support, in addition to undertake the final installation of a number of new tasks. So far, the company has a certain scale and business gradually on track, is entering a high-speed growth period. At the same time, with the development of two types of projects entering the stage of final batch production, the company should not only provide technical support, but also provide production support, the strategy of the company will be changed from mainly to R & D production. However, the organizational development of the company lags behind the business development and scale expansion, the organizational structure still follows the structure of the initial stage of entrepreneurship, and can not meet the needs of the strategic development of the company. Only by setting up the organization structure which is suitable to the company's development strategy and matching the business development structure and establishing the corresponding organization system can the company's healthy development be ensured. Therefore, how to adapt to the adjustment of corporate strategy, how to ensure the implementation of corporate strategy, and how to build an organization that matches the corporate strategy is the task to be completed in this paper. This paper firstly combs the concept and elements of organization, defines the understanding of organization in this paper, at the same time, briefly summarizes the relationship between enterprise strategy and organization, the relationship between enterprise development stage and organization, process organization and so on. Secondly, it introduces the background, composition and current situation of the company, from the characteristics of the industry, the market environment, This paper analyzes the background of the strategic transformation of the company, and puts forward the idea of the strategic development of the company, which points out the direction of the organizational design, then analyzes the characteristics of the current organizational structure of the company, and analyzes the characteristics of the current organizational structure of the company. According to the thinking of organization diagnosis, the problems in organization structure and organization operation are found out from four aspects: function structure, hierarchy structure, department structure and authority structure. Finally, based on the results of previous analysis, Under the guidance of general principles and targeted principles of organizational design, a new organizational structure is constructed and the advantages and disadvantages of the new organizational structure are reviewed. In addition, it also introduces the main departments of the establishment of ideas and the description of the main responsibilities.
