【摘要】：本文從分析研究軍民結(jié)合產(chǎn)業(yè)屬性及成長機(jī)理入手,借鑒產(chǎn)業(yè)競爭力評價(jià)體系設(shè)計(jì)相關(guān)內(nèi)容,提出建構(gòu)涵蓋基礎(chǔ)發(fā)展能力、融合能力、產(chǎn)業(yè)成熟能力、保障支持能力、績效表現(xiàn)能力5大準(zhǔn)則層和19個(gè)因子層的軍民結(jié)合產(chǎn)業(yè)發(fā)展能力評測體系,并通過調(diào)研問卷、專家咨詢以及層次分析法對評價(jià)指標(biāo)權(quán)重賦值,建立評測模型。運(yùn)用評測模型對陜西軍民結(jié)合產(chǎn)業(yè)發(fā)展能力進(jìn)行實(shí)證評測。針對評測結(jié)果提出優(yōu)化和改進(jìn)陜西軍民結(jié)合產(chǎn)業(yè)發(fā)展路徑,指出應(yīng)通過進(jìn)一步推進(jìn)軍民關(guān)鍵技術(shù)融合、打造優(yōu)勢產(chǎn)業(yè)鏈、搭建載體平臺、構(gòu)建利益協(xié)調(diào)機(jī)制、設(shè)計(jì)差異化扶持政策體系等途徑以促進(jìn)陜西軍民結(jié)合產(chǎn)業(yè)的發(fā)展。
[Abstract]:Starting with the analysis and study of the industrial attributes and growth mechanism of the military-civilian combination, and drawing on the relevant contents of the industrial competitiveness evaluation system design, this paper puts forward that the construction covers the basic development ability, the fusion ability, the industry maturity ability, the guarantee support ability, and so on. The evaluation system of military and civil combined industry development ability of 5 criterion layers and 19 factor levels of performance ability. The evaluation model was established by questionnaire, expert consultation and analytic hierarchy process (AHP) to evaluate the weight of the evaluation index. This paper uses the evaluation model to evaluate the development ability of military and civilian industry in Shaanxi province. In view of the evaluation results, the paper puts forward to optimize and improve the development path of Shaanxi military-civilian integration industry, and points out that we should further promote the integration of military-civilian key technologies, build a superior industrial chain, build a carrier platform, and build a mechanism for coordination of interests. Design differentiation support policy system and other ways to promote the development of Shaanxi military-civilian industry.
