濟南北郊熱電廠技改項目環(huán)境影響及節(jié)能效果評價研究

【摘要】:本文通過大量閱讀國內(nèi)外研究文獻,對熱電廠環(huán)境影響評價和節(jié)能效果的理論及其發(fā)展現(xiàn)狀進行深入研究,闡述了論文研究的背景和意義,介紹了項目的概況;以濟南北郊熱電廠技改項目環(huán)境狀況和節(jié)能情況為研究對象,通過建立環(huán)境影響和節(jié)能效果評價指標(biāo)體系并運用綜合評價的方法,對該工程的環(huán)境影響和節(jié)能效果評價進行了詳細(xì)的分析和研究,可為今后同類項目環(huán)境影響和節(jié)能效果評價提供理論依據(jù)及參考,以避免或降低在建設(shè)項目實施后對周圍地區(qū)的自然環(huán)境和社會環(huán)境所造成的不良影響,并且提高技改項目的節(jié)能水平,具有較為重要的學(xué)術(shù)價值和現(xiàn)實意義。 環(huán)境影響評價和節(jié)能效果評價主要依據(jù)綜合評價的原則以及當(dāng)前熱電行業(yè)形勢,結(jié)合實地調(diào)研的數(shù)據(jù),針對濟南北郊熱電廠的特點進行分析,根據(jù)實際情況選取指標(biāo),建立了針對濟南北郊熱電廠技改項目的環(huán)境影響和節(jié)能效果評價指標(biāo)體系。分別建立了基于組合權(quán)重的模糊綜合評價的環(huán)境影響評價模型,以及基于組合權(quán)重的理想點節(jié)能效果評價模型。將技改前后熱電廠的環(huán)境情況和節(jié)能情況分別進行對比分析和評價。通過采用定量與定性、自我分析與對比分析相結(jié)合的分析方法,總結(jié)了該工程在環(huán)境影響方面和節(jié)能方面存在的不足和值得借鑒的經(jīng)驗,針對需要改進的問題提出對策和建議。
[Abstract]:Through reading a large number of domestic and foreign research documents, this paper makes a deep research on the theory of environmental impact assessment and energy saving effect of thermal power plant and its development status, expounds the background and significance of the paper research, and introduces the general situation of the project. Taking the environmental condition and energy saving situation of the technical transformation project of Jinan North Jiao Thermal Power Plant as the research object, through establishing the evaluation index system of environmental impact and energy saving effect and using the method of comprehensive evaluation, The environmental impact and energy saving effect evaluation of the project are analyzed and studied in detail, which can provide theoretical basis and reference for environmental impact and energy saving effect evaluation of similar projects in the future. It is of great academic value and practical significance to avoid or reduce the adverse impact on the natural and social environment of the surrounding area after the implementation of the construction project and to improve the energy saving level of the technical reform project. The environmental impact assessment and the energy saving effect evaluation are mainly based on the principle of comprehensive evaluation and the current situation of the thermal power industry, combined with the field investigation data, the characteristics of the thermal power plant in the north suburb of Jinan are analyzed, and the indexes are selected according to the actual situation. The evaluation index system of environmental impact and energy saving effect for the technical reform project of Jinan North suburb Thermal Power Plant is established. The environmental impact assessment model based on the combined weight fuzzy comprehensive evaluation and the ideal point energy saving effect evaluation model based on the combination weight are established respectively. The environment and energy saving of thermal power plant before and after technical reform were compared and evaluated. By combining quantitative and qualitative analysis, self-analysis and comparative analysis, this paper summarizes the shortcomings and experiences of the project in terms of environmental impact and energy saving, and puts forward some countermeasures and suggestions for the problems that need to be improved.
