城市配電工程項(xiàng)目運(yùn)營風(fēng)險(xiǎn)預(yù)警研究

【摘要】:隨著城市配電規(guī)模的不斷擴(kuò)大以及用戶對供電質(zhì)量的不斷提高、用電的增多,所有的施工活動(dòng)都必須有施工過程及運(yùn)行維護(hù)的風(fēng)險(xiǎn)保障措施。凡重大施工項(xiàng)目和重要施工項(xiàng)目、危險(xiǎn)及特殊作業(yè)項(xiàng)目、惡劣氣候及惡劣條件下的施工作業(yè)項(xiàng)目,以及涉及人身安全和電網(wǎng)安全運(yùn)行的其他施工項(xiàng)目,必須編制含有安全施工技術(shù)措施的施工方案,并對施工方案的安全風(fēng)險(xiǎn)進(jìn)行評估,施工方案風(fēng)險(xiǎn)評估是評價(jià)當(dāng)施工方案失敗或不能按預(yù)期目標(biāo)實(shí)施的可能性和其后果的嚴(yán)重性,所以對配電工程建設(shè)項(xiàng)目運(yùn)行進(jìn)行實(shí)時(shí)預(yù)警是非常必要的,分析配電工程建設(shè)中存在的安全隱患,在事故發(fā)生前對城市配電工程項(xiàng)目進(jìn)行安全評估并優(yōu)化其運(yùn)營方式。實(shí)施風(fēng)險(xiǎn)預(yù)警分析和控制消除隱患,能夠保證城市配電的安全可靠運(yùn)行。對于主網(wǎng)的安全評估理論的研究已經(jīng)比較成熟,但是有關(guān)配電網(wǎng)的工程建設(shè)管理相關(guān)方面研究還不夠深入,這對于研究城市配電工程建設(shè)管理的復(fù)雜性和運(yùn)營風(fēng)險(xiǎn)分析顯得尤為重要。 本文基于風(fēng)險(xiǎn)理論,,通過建立自然風(fēng)險(xiǎn)指數(shù)平滑預(yù)測模型、行為風(fēng)險(xiǎn)灰色/回歸一層次預(yù)警模型,采用單因素風(fēng)險(xiǎn)預(yù)警法對保定配電工程項(xiàng)目運(yùn)營的自然風(fēng)險(xiǎn)、經(jīng)濟(jì)風(fēng)險(xiǎn)和行為風(fēng)險(xiǎn)進(jìn)行了評價(jià),并提出了減小項(xiàng)目運(yùn)營風(fēng)險(xiǎn)的措施。
[Abstract]:With the continuous expansion of the scale of urban distribution and the continuous improvement of the quality of power supply by users and the increase of electricity consumption, all construction activities must have the risk protection measures of construction process and operation and maintenance. All major construction projects and important construction projects, dangerous and special operations projects, construction projects under adverse weather and conditions, and other construction projects involving personal safety and the safe operation of the power grid, It is necessary to prepare a construction plan containing technical measures for safe construction and to assess the safety risks of the construction programme, which is to assess the seriousness of the possibility and consequences of the failure or failure of the construction programme to be carried out in accordance with its intended objectives, So it is very necessary to carry on the real-time early warning to the distribution engineering construction project operation, analyze the safety hidden danger existing in the distribution engineering construction, carry on the safety appraisal to the city distribution engineering project before the accident and optimize its operation mode. The implementation of risk early warning analysis and control to eliminate hidden dangers can ensure the safe and reliable operation of urban distribution. The research on the safety assessment theory of the main network has been mature, but the research on the engineering construction management related to the distribution network is not deep enough. This is particularly important for studying the complexity of urban distribution project construction management and operational risk analysis. Based on the risk theory, this paper establishes the natural risk index smoothing prediction model, the behavior risk grey / regression one level early warning model, and adopts the single factor risk early warning method to the Baoding distribution project operation natural risk. The economic risk and behavioral risk are evaluated, and the measures to reduce the operational risk of the project are put forward.
