【摘要】：經(jīng)濟全球化的熱潮是從二十世紀中葉開始席卷全球的，由于資本逐利的本性，國際資本伴隨著這個過程也加快了流動的速度；伴隨著這個過程的還有水體污染、大氣污染、土壤沙漠化和重金屬化等在世界范圍內(nèi)越來越來凸顯的環(huán)境問題，人們的生存環(huán)境受到挑戰(zhàn)的時候迫使大家對外商直接投資跟生態(tài)環(huán)境這兩者間的關(guān)系更加關(guān)注和研究，在這樣的現(xiàn)實情況下逐漸顯現(xiàn)了FDI與環(huán)境之間以前沒有被大家發(fā)現(xiàn)的關(guān)系。自從我國加入了WTO之后，由于產(chǎn)業(yè)梯度轉(zhuǎn)移規(guī)律的影響，遼寧省引入的外資規(guī)模越來越大，遼寧省的經(jīng)濟得到了迅速發(fā)展。但是，遼寧省雖然經(jīng)濟取得了比較快速發(fā)展，但是環(huán)境質(zhì)量越來越嚴重受到經(jīng)濟發(fā)展帶來的影響。因此本文主要通過對遼寧省這一現(xiàn)象的研究來分析遼寧省外商直接投資與環(huán)境污染的關(guān)系，從而達到對遼寧省FDI對環(huán)境所產(chǎn)生的影響準(zhǔn)確把握的目的。 由于東部沿海地區(qū)憑借著區(qū)位和政策等優(yōu)勢，在經(jīng)濟上得到比內(nèi)地地區(qū)快得多的發(fā)展，所以東部沿海地區(qū)的環(huán)境污染問題長久以來得到人們的關(guān)注比較多，但對于東部沿海以外欠發(fā)達地區(qū)的環(huán)境污染問題關(guān)注得比較少，遼寧省憑借豐富的資源和不斷改善的投資環(huán)境，使得遼寧省逐步承接了來自國外的一些資本的流入和東部沿海地區(qū)的部分產(chǎn)業(yè)轉(zhuǎn)移。化學(xué)工業(yè)是我國國民經(jīng)濟的基礎(chǔ)產(chǎn)業(yè)和支柱產(chǎn)業(yè)，也是遼寧省的重要產(chǎn)業(yè)之一，本文基于化工行業(yè)數(shù)據(jù)研究了遼寧省外商直接投資對環(huán)境的影響，通過研究發(fā)現(xiàn)確實存在由外商直接投資所導(dǎo)致的環(huán)境污染問題，這些問題與在外商直接投資給我國東部沿海一些城市和地區(qū)帶來的環(huán)境問題比較相似。關(guān)于外商直接投資對環(huán)境影響的機理研究已有很多，由于它們之間的內(nèi)在聯(lián)系比較復(fù)雜，所以直到現(xiàn)在為止沒有得出一個一致的結(jié)論。FDI會通過經(jīng)濟活動來加大對東道國污染物的排放；與此同時，F(xiàn)DI也可能會對東道國的環(huán)境帶來改善，主要表現(xiàn)在FDI的規(guī)模效應(yīng)、結(jié)構(gòu)效應(yīng)、技術(shù)效應(yīng)上；所以基于此，本文用數(shù)據(jù)和圖表分析了遼寧省化工行業(yè)FDI產(chǎn)生的這三種效應(yīng)，，在這個基礎(chǔ)之上，利用2001-2010年遼寧省化工行業(yè)實際利用FDI以及遼寧省化工行業(yè)工業(yè)三廢排放等數(shù)據(jù)，并在其他學(xué)者已建立的效應(yīng)模型上運用廣義最小二乘回歸分析法來研究分析，研究結(jié)果表明遼寧省化工行業(yè)FDI與該行業(yè)對遼寧省環(huán)境污染之間存在顯著的負相關(guān)關(guān)系，由此可得出遼寧省環(huán)境質(zhì)量并沒有隨著化工行業(yè)FDI的增加而變差，相反隨著FDI不斷流入遼寧省化工行業(yè)，使得遼寧省化工行業(yè)對環(huán)境的污染有所改善，針對這一結(jié)論，本文做了相應(yīng)的分析。 最后，基于化工行業(yè)的遼寧省環(huán)境效應(yīng)的實證分析和理論分析所得出的分析結(jié)果，從對遼寧省的產(chǎn)業(yè)結(jié)構(gòu)和外商投資結(jié)構(gòu)進行相應(yīng)調(diào)整、促進遼寧省的循環(huán)經(jīng)濟大力發(fā)展以及快速建立遼寧省的環(huán)境有償使用制度等幾個方面，本文給出了相應(yīng)的政策建議，通過這些政策建議來達到使遼寧省外商直接投資和環(huán)境之間的關(guān)系更加協(xié)調(diào)，促進遼寧省發(fā)展為綠色經(jīng)濟強省。
[Abstract]:The upsurge of economic globalization began to sweep around the world since the middle of the twentieth Century. Due to the nature of capital by profit, international capital has also accelerated the speed of flow with this process, with the process of water pollution, atmospheric pollution, soil desertification and heavy metals and so on in the world. The question, when people's living environment is challenged, compels people to pay more attention and Research on the relationship between foreign direct investment and the ecological environment. In such a reality, the relationship between FDI and the environment has not been found before. Since China added to WTO, the law of industrial gradient transfer The scale of foreign investment introduced in Liaoning province is becoming larger and larger, and the economy of Liaoning province has been developed rapidly. However, although Liaoning province has made rapid economic development, the environmental quality is more and more seriously affected by the economic development. Therefore, this paper mainly analyzes Liaoning province by the study of this phenomenon in Liaoning province to analyze the direct foreign trade of Liaoning province. The relationship between investment and environmental pollution is achieved, so as to achieve the goal of accurately controlling the impact of FDI on environment in Liaoning province.
Due to the advantages of location and policy, the eastern coastal areas have developed much faster than the mainland, so the environmental pollution problem in the eastern coastal areas has long been paid more attention to, but less attention is paid to the environmental pollution in the underdeveloped areas outside the east coast, and Liaoning province relies on the abundance of abundance. The rich resources and the continuous improvement of the investment environment make Liaoning gradually undertake some capital inflows from abroad and part of the industrial transfer in the eastern coastal areas. Chemical industry is the basic industry and pillar industry of our national economy, and also one of the important industries in Liaoning province. This article is based on the data of chemical industry to study Liaoning. The influence of foreign direct investment on the environment has been found. It is found that there is a problem of environmental pollution caused by foreign direct investment. These problems are similar to the environmental problems brought about by foreign direct investment to some cities and regions along the eastern coast of China. The research on the mechanism of the direct investment to the environment has been very important. Many, because the internal relations between them are complex, so far no consensus has been made to conclude that.FDI will increase the emission of pollutants to host countries through economic activities; at the same time, FDI may also improve the environment of the host country, mainly on the scale effect, structural effect, and technical effect of FDI. Therefore, based on this, this paper uses data and charts to analyze the three effects produced by the chemical industry FDI in Liaoning province. On this basis, we use the data of the chemical industry of Liaoning province for 2001-2010 years and the industrial three waste emissions from the chemical industry of Liaoning Province, and the use of the generalized least two in the effect model established by other scholars. By means of regression analysis, the results show that there is a significant negative correlation between the chemical industry FDI of Liaoning province and the environmental pollution in Liaoning province. Therefore, the environmental quality of Liaoning province does not change with the increase of FDI in the chemical industry, on the contrary, with the continuous flow of FDI into the chemical industry of Liaoning Province, Liaoning Province The environmental pollution of chemical industry has been improved.
Finally, based on the empirical analysis and theoretical analysis of the environmental effects of the chemical industry, the results obtained from the analysis of the industrial structure and the foreign investment structure of the province of Liaoning, promote the vigorous development of the circular economy in Liaoning province and the rapid establishment of the compensation system for Liaoning Province in Liaoning Province. The corresponding policy suggestions are made to make the relationship between the foreign direct investment and the environment more coordinated in Liaoning Province, and to promote the development of Liaoning province into a strong green economy.
