【摘要】：隨著我國石油缺口的不斷增大，我國石油企業(yè)海外業(yè)務得到迅速發(fā)展，業(yè)務范圍不斷擴展，為保障我國的石油供給安全作出了巨大貢獻然而，在我國石油企業(yè)海外業(yè)務拓展的同時，許多惡性突發(fā)事件頻繁發(fā)生，給我國石油企業(yè)帶來了很大的損失，嚴重影響我國石油企業(yè)海外業(yè)務的開展加強我國石油企業(yè)對海外突發(fā)公共事件的預警管理，對事件進行有效的防控就變的尤為重要據(jù)此，，我們通過以下方案對我國石油企業(yè)海外突發(fā)事件預警工作進行研究和探討： （1）前期準備這需要從理論準備和事實準備兩方面入手，論文以突發(fā)性公共事件和預警管理的相關理論為支撐，分析了我國石油企業(yè)海外面臨的突發(fā)公共事件以及預警管理現(xiàn)狀，并在此基礎上對石油企業(yè)海外突發(fā)公共事件預警管理存在的問題進行了闡述 （2）國外相關成果借鑒介紹了國外先進的預警管理體系和方法，并總結歸納出其預警管理經(jīng)驗對我國石油企業(yè)預警管理工作帶來的啟示 （3）構建海外突發(fā)事件預警管理系統(tǒng)結合我國石油企業(yè)自身特點，借鑒國外先進的預警管理經(jīng)驗，構建我國石油企業(yè)海外突發(fā)事件預警管理系統(tǒng) （4）提出預警管理系統(tǒng)的保障措施根據(jù)預警管理系統(tǒng)的運行特點提出了保障其有效運行的建議和措施對我國石油企業(yè)進行海外突發(fā)事件的有效防控，減小石油企業(yè)在海外業(yè)務開展中的損失具有重要的指導作用和意義
[Abstract]:With the increasing oil gap in our country, the overseas business of Chinese petroleum enterprises has been developed rapidly and the scope of business has been expanded, which has made a great contribution to the security of oil supply in our country. While the overseas business of our country's petroleum enterprises is expanding, many malignant emergencies occur frequently, which brings great losses to our petroleum enterprises. It seriously affects the development of overseas business of petroleum enterprises in China and strengthens the early warning management of overseas public emergencies by Chinese oil enterprises. Therefore, effective prevention and control of these incidents will become particularly important. We study and discuss the overseas emergency early warning work of Chinese oil enterprises through the following schemes: 1) early preparation which needs to start from both theoretical and factual preparation. Based on the related theories of sudden public events and early warning management, this paper analyzes the emergency public events and the current situation of early warning management in China's petroleum enterprises overseas. On this basis, the paper expounds the problems existing in the management of overseas public emergencies in petroleum enterprises, and introduces the foreign advanced early warning management system and methods for reference. And summarizes its early warning management experience to our country petroleum enterprise early warning management work brings enlightenment 3) constructs the overseas emergency early warning management system unifies our country petroleum enterprise own characteristic, draws lessons from the foreign advanced early warning management experience. Construction of overseas early warning Management system for Oil Enterprises in China (No. 4) put forward the safeguard measures of the early-warning management system. According to the operational characteristics of the early-warning management system, put forward some suggestions and measures to ensure its effective operation to the petroleum enterprises of our country. To carry out effective prevention and control of overseas emergencies, Reducing the loss of petroleum enterprises in overseas business has important guiding role and significance.
