【摘要】：礦業(yè)權(quán)設(shè)置是落實(shí)國(guó)家整裝勘查區(qū)內(nèi)礦產(chǎn)資源勘查開(kāi)發(fā)的一個(gè)有效手段。為了保證礦業(yè)權(quán)最終擁有者的合法權(quán)益,在進(jìn)行礦業(yè)權(quán)的宏觀規(guī)劃時(shí),應(yīng)盡可能保證每一個(gè)礦業(yè)權(quán)設(shè)置的合理性。本文系統(tǒng)分析了礦業(yè)權(quán)設(shè)置方案編審的業(yè)務(wù)需求、定量與定性相結(jié)合的空間分析方法,基于GIS設(shè)計(jì)并實(shí)現(xiàn)了礦業(yè)權(quán)設(shè)置輔助系統(tǒng),以地理、地質(zhì)、物探、化探、礦產(chǎn)、遙感等基礎(chǔ)數(shù)據(jù)為支撐,靈活調(diào)用GIS組件功能接口實(shí)現(xiàn)分析功能,使用輔助系統(tǒng)"所見(jiàn)即所得"的交互式操作,可快速實(shí)現(xiàn)整裝勘查區(qū)范圍內(nèi)擬設(shè)探礦權(quán)、擬設(shè)采礦權(quán)的設(shè)置,以及全面的定量、定性的合理性分析,適用于礦業(yè)權(quán)設(shè)置方案的編寫(xiě)、評(píng)審等各個(gè)環(huán)節(jié)。應(yīng)用該系統(tǒng)出色地完成了全國(guó)第二批31片整裝勘查設(shè)置方案編審工作,實(shí)踐結(jié)果表明該系統(tǒng)不僅保證了整裝勘查區(qū)成果數(shù)據(jù)的質(zhì)量,還大大提高了工作效率。目前各省正在使用系統(tǒng)進(jìn)行我國(guó)第三批整裝勘查設(shè)置方案的編制,部分省份已將其用于轄區(qū)內(nèi)不同級(jí)別的礦業(yè)權(quán)設(shè)置方案的編制。
[Abstract]:The establishment of mining right is an effective means to carry out the exploration and development of mineral resources in the country's complete exploration area. In order to guarantee the legal rights and interests of the ultimate owners of mining rights, the rationality of the establishment of each mining right should be guaranteed as far as possible when the macro planning of mining rights is carried out. This paper systematically analyzes the business demand of mining right establishment scheme, and the spatial analysis method combining quantitative and qualitative analysis. Based on GIS, the auxiliary system of mining right setting is designed and realized, which is based on geography, geology, geophysical exploration, geochemical exploration, mineral resources. Based on the basic data such as remote sensing, the GIS component functional interface is flexibly called to realize the analysis function, and the interactive operation of the auxiliary system "what you see is what you get" can quickly realize the establishment of the prospecting right and the mining right in the whole exploration area. And comprehensive quantitative and qualitative rationality analysis, suitable for mining rights establishment scheme, review and other aspects. The application of the system has accomplished the compilation and review of the second batch of 31 pieces of integrated exploration plan in China. The practical results show that the system not only guarantees the quality of the data of the whole survey area, but also improves the working efficiency greatly. At present, the provinces are using the system to compile the third batch of integrated exploration and setup scheme in our country, and some provinces have already applied it to the compilation of the plan of mining right establishment of different levels in the area of jurisdiction.
