【摘要】：食品安全現(xiàn)在已經(jīng)成為影響人們健康的最主要的因素之一，世界各地每年都會有食品安全題發(fā)生，并由此造成了非常嚴(yán)重的后果，也正因?yàn)槿绱�，食品安全已�?jīng)成為當(dāng)今世界人們所普遍關(guān)注的問題。近幾年國內(nèi)出現(xiàn)了很多影響惡劣的食品安全問題，不僅是人們健康的最大威脅，同時也會引發(fā)社會問題和經(jīng)濟(jì)問題，因此改革現(xiàn)行食品安全監(jiān)管體制的呼聲越來越強(qiáng)烈。 本文以信息不對稱理論、無縫隙政府理論和創(chuàng)新理論為指導(dǎo)，從中山市食品安全監(jiān)管情況切入，對食品安全監(jiān)管問題與對策做了深入的研究。本文首先介紹了食品安全問題的研究背景和研究意義，總結(jié)了國內(nèi)外研究成果并闡述了本文的研究思路、基本觀點(diǎn)和研究方法。然后對研究涉及的“食品”、“食品安全”、“政府監(jiān)管”等概念進(jìn)行了界定，介紹了信息不對稱理論、無縫隙政府理論和創(chuàng)新理論，，并論述了政府實(shí)施食品安全監(jiān)管的必要性。之后分析了中山市食品安全監(jiān)管體制的特點(diǎn)，重點(diǎn)探討了食品安全問題的成因。然后對國內(nèi)外食品安全監(jiān)管模式進(jìn)行對比分析，歸結(jié)出國外食品安全監(jiān)管的有益啟示。在此基礎(chǔ)上提出本文的主要觀點(diǎn)，即通過對觀念、法律法規(guī)、體制機(jī)制、監(jiān)管主體、監(jiān)管工具進(jìn)行創(chuàng)新，實(shí)現(xiàn)政府食品安全監(jiān)管的創(chuàng)新。文章最后是總結(jié)和展望。 本文對食品安全政府監(jiān)管體制創(chuàng)新進(jìn)行了深入研究和探討，有針對性的提出了中山市食品安全監(jiān)管的創(chuàng)新策略，對于改善地區(qū)食品安全監(jiān)管現(xiàn)狀具有積極的意義，對于其他地區(qū)改善食品安全監(jiān)管具有較好的借鑒意義。同時食品安全監(jiān)管的創(chuàng)新策略研究對于減少食品安全事故發(fā)生、提高人們健康水平有重要作用,對于維護(hù)社會穩(wěn)定、構(gòu)建和諧社會等方面都具有積極的作用。
[Abstract]:Food safety has now become one of the most important factors affecting people's health, and food safety problems occur every year around the world, with very serious consequences, and that is why. Food safety has become a common concern in the world. In recent years, there have been many bad food safety problems in China, which are not only the biggest threat to people's health, but also lead to social and economic problems. Therefore, the voice of reforming the current food safety supervision system is becoming stronger and stronger. Under the guidance of asymmetric information theory, seamless government theory and innovation theory, this paper makes an in-depth study on the problems and countermeasures of food safety supervision from the perspective of food safety supervision in Zhongshan City. This paper first introduces the research background and significance of food safety issues, summarizes the research results at home and abroad, and expounds the research ideas, basic viewpoints and research methods. Then the concepts of "food", "food safety" and "government supervision" are defined, and the information asymmetry theory, seamless government theory and innovation theory are introduced. The necessity of food safety supervision by government is also discussed. Then, the characteristics of food safety supervision system in Zhongshan City are analyzed, and the causes of food safety problems are discussed. Then, the food safety supervision mode at home and abroad is compared and analyzed, and the beneficial enlightenment of foreign food safety supervision is summed up. On this basis, this paper puts forward the main points of view, that is, through the concept, laws and regulations, institutional mechanisms, regulatory bodies, regulatory tools to innovate, to achieve the innovation of government food safety supervision. The last part of the article is a summary and prospect. This article has carried on the thorough research and the discussion to the food safety government supervision system innovation, has proposed the Zhongshan city food safety supervision innovation strategy, has the positive significance to the improvement area food safety supervision present situation, For other regions to improve food safety supervision has a good reference significance. At the same time, the research on innovative strategies of food safety supervision plays an important role in reducing food safety accidents, improving people's health level, maintaining social stability and building a harmonious society.
