新體系電信工程設(shè)計(jì)協(xié)調(diào)管理機(jī)制研究

【摘要】:鋼鐵工業(yè)是我國經(jīng)濟(jì)的支柱產(chǎn)業(yè)之一,隨著我國經(jīng)濟(jì)快速發(fā)展,大型鋼鐵基地建設(shè)項(xiàng)目與鋼鐵企業(yè)改造重組項(xiàng)目在全國范圍內(nèi)遍地開花。在近年來鋼鐵項(xiàng)目建設(shè)過程中,物料平衡與物料跟蹤、生產(chǎn)自動化、減員增效、節(jié)能高效生產(chǎn)等現(xiàn)代化生產(chǎn)目標(biāo)在項(xiàng)目建設(shè)前期階段逐漸得以重視,信息化建設(shè)是實(shí)現(xiàn)以上目標(biāo)的關(guān)鍵環(huán)節(jié),是大型鋼鐵建設(shè)項(xiàng)目不可缺少的部分。鋼鐵企業(yè)信息化建設(shè)覆蓋整個(gè)工程范圍,在投入使用后支撐整個(gè)鋼鐵企業(yè)的運(yùn)行,因此信息化建設(shè)的成敗至關(guān)重要。 信息化建設(shè)主要包括生產(chǎn)指揮系統(tǒng)、能源管理系統(tǒng)、ERP等內(nèi)容,具有投資額大、內(nèi)容繁雜、參與單位多、指令來源多、建設(shè)周期長等特點(diǎn)。本文中所述電信工程設(shè)計(jì)是其中的生產(chǎn)指揮系統(tǒng)及信息化機(jī)房設(shè)計(jì),,設(shè)計(jì)管理存在如下難點(diǎn):設(shè)計(jì)接收甲方多個(gè)管理單位的決策意見,決策意見存在不專業(yè)和相互矛盾的問題;電信工程設(shè)計(jì)按生產(chǎn)工藝和區(qū)域劃分,由多家設(shè)計(jì)院分別承攬?jiān)O(shè)計(jì),設(shè)計(jì)接口多容易產(chǎn)生設(shè)計(jì)錯誤;參與設(shè)計(jì)的專業(yè)多且信息化設(shè)計(jì)知識領(lǐng)域廣,技術(shù)更新快,各專業(yè)間交叉部分容易產(chǎn)生設(shè)計(jì)錯誤。電信工程中各部分相互關(guān)聯(lián),特別是全廠性電信工程設(shè)計(jì)直接指導(dǎo)和影響各單元電信工程設(shè)計(jì),因此其設(shè)計(jì)成敗至關(guān)重要。然而目前鋼鐵設(shè)計(jì)管理以工藝專業(yè)為主體,管理者不具有電信專業(yè)知識,對電信工程設(shè)計(jì)建設(shè)內(nèi)容與流程不清楚,存在協(xié)調(diào)管理的困難。 本研究以新體系電信工程為背景,對新體系電信工程設(shè)計(jì)管理過程進(jìn)行梳理,研究設(shè)計(jì)方管理者如何通過協(xié)調(diào)機(jī)制解決電信工程設(shè)計(jì)中的問題。本研究分析建立在對協(xié)調(diào)管理理論進(jìn)行深入學(xué)習(xí)的基礎(chǔ)上,探討適用于冶金企業(yè)電信工程設(shè)計(jì)協(xié)調(diào)管理的流程和具體方法。從甲方?jīng)Q策協(xié)調(diào)管理、不同設(shè)計(jì)單位間的協(xié)調(diào)管理和企業(yè)內(nèi)部協(xié)調(diào)管理三個(gè)方面進(jìn)行分析和論述,提出基于分級表的決策分析方法,將分級表結(jié)果作為甲方設(shè)計(jì)協(xié)調(diào)的主要依據(jù),設(shè)計(jì)協(xié)調(diào)管理流程和方法;分析協(xié)調(diào)會議在不同設(shè)計(jì)單位間進(jìn)行協(xié)調(diào)管理時(shí)的重要作用,規(guī)劃協(xié)調(diào)會議召開的時(shí)間、會議討論的內(nèi)容;利用企業(yè)現(xiàn)有制度和管理體系,通過溝通機(jī)制、約束機(jī)制實(shí)現(xiàn)設(shè)計(jì)方內(nèi)部協(xié)調(diào)管理;分析協(xié)調(diào)管理信息系統(tǒng)的重要作用,提供設(shè)計(jì)協(xié)調(diào)管理信息平臺的框架。
[Abstract]:The iron and steel industry is one of the pillar industries of our country's economy. With the rapid development of our country's economy, the large steel base construction projects and the steel enterprises' reconstruction projects are blooming all over the country. In recent years, in the process of iron and steel project construction, the modern production objectives, such as material balance and material tracking, production automation, staff reduction and efficiency, energy saving and efficient production, have been paid more and more attention in the early stage of the project construction. Information construction is the key link to achieve the above goals, is an indispensable part of large steel construction projects. The informatization construction of iron and steel enterprises covers the whole scope of the project and supports the operation of the whole iron and steel enterprise after being put into use, so the success or failure of the information construction is very important. Information construction mainly includes production command system, energy management system, ERP and so on. It has the characteristics of large investment, complicated content, many participating units, many command sources, long construction period, and so on. The telecommunication engineering design described in this paper is the production command system and the information computer room design. The design management has the following difficulties: the design receives the decision opinions of Party A's many management units, and the decision opinions are unprofessional and contradictory; Telecommunication engineering design is divided according to production process and area, and many design institutes are responsible for the design separately. The design interface is more likely to produce design mistakes, and there are many professionals involved in the design, and the field of information design knowledge is wide, and the technology is updated quickly. Design errors are likely to occur in the intersecting sections of various specialties. Each part of telecommunication engineering is related to each other, especially the whole plant telecommunication engineering design, which directly guides and influences the telecommunication engineering design of each unit, so the success or failure of its design is very important. However, at present, the main body of iron and steel design management is technology, the managers do not have the professional knowledge of telecommunications, the content and process of telecommunication engineering design and construction are not clear, and there are difficulties of coordinated management. Based on the background of the new system telecommunication engineering, this study combs the management process of the new system telecommunication engineering design, and studies how the designer managers solve the problems in the telecommunication engineering design through the coordination mechanism. Based on the in-depth study of coordination management theory, this paper discusses the process and concrete methods of coordinated management for telecommunication engineering design in metallurgical enterprises. This paper analyzes and discusses the decision coordination management of Party A, the coordination management among different design units and the internal coordination management of enterprises, and puts forward a decision analysis method based on hierarchical table. The results of the classification table are taken as the main basis for Party A's design coordination, and the design coordination management process and methods are analyzed. The important role of the coordination meeting in coordinating management among different design units is analyzed, and the time of the coordination meeting is planned. The content discussed in the meeting; using the existing system and management system of the enterprise to realize the internal coordination management of the designer through the communication mechanism and the constraint mechanism; analyzing the important role of the coordination management information system and providing the framework of the design coordination management information platform.
