【摘要】：中石油集團(tuán)公司業(yè)務(wù)涵蓋石油天然氣勘探開(kāi)發(fā)、煉油化工、集運(yùn)集輸?shù)龋@些都是高危行業(yè)，存在著大量復(fù)雜和不確定性因素，具有易燃易爆、高溫高壓、有毒有害等特點(diǎn)。近年來(lái)，中石油集團(tuán)公司安全生產(chǎn)事故呈現(xiàn)高發(fā)頻發(fā)事態(tài)，給應(yīng)急工作增加了難度。集團(tuán)公司應(yīng)急管理進(jìn)行的多年的嘗試，建立了一套應(yīng)急管理體系，并建立起來(lái)一些各有側(cè)重、各具特色的應(yīng)急平臺(tái)。應(yīng)急管理體系與應(yīng)急平臺(tái)融合對(duì)于整合現(xiàn)有資源，提高應(yīng)急管理工作效率，建立和健全統(tǒng)一指揮、功能齊全、反應(yīng)靈敏、運(yùn)轉(zhuǎn)高效的應(yīng)急機(jī)制，預(yù)防和應(yīng)對(duì)突發(fā)事件，減少突發(fā)事件造成的損失，，一直是集團(tuán)公司的目標(biāo)。 目前的應(yīng)急管理體系和應(yīng)急管理平臺(tái)還沒(méi)有做到有效整合。目前的應(yīng)急管理模式可以歸結(jié)為以下幾種模式：應(yīng)急聯(lián)動(dòng)指揮模式、信息管理系統(tǒng)模式、結(jié)合了圖像監(jiān)控的視頻會(huì)議模式、多種通訊方式相結(jié)合的應(yīng)急指揮通訊模式等。這些模式表現(xiàn)三個(gè)方面的不足：一是業(yè)務(wù)系統(tǒng)建設(shè)對(duì)科技應(yīng)用的指導(dǎo)性不夠；二是缺乏全國(guó)統(tǒng)一規(guī)劃，因地制宜的需求分析不夠；三是過(guò)度追求硬件設(shè)施投資，忽視軟件應(yīng)用,不能解決實(shí)際問(wèn)題。 中石油集團(tuán)公司的一些企業(yè)和部門(mén)已經(jīng)進(jìn)行了多方面的嘗試，應(yīng)急管理體系與平臺(tái)融合建設(shè)需要綜合考慮與各地區(qū)、各有關(guān)部門(mén)，已有系統(tǒng)和在建、計(jì)劃建設(shè)系統(tǒng)上的銜接等問(wèn)題；目前應(yīng)急管理體系與平臺(tái)融合不夠的根本原因可以概括為如下四個(gè)方面：（1）應(yīng)急管理平臺(tái)對(duì)體系支撐不夠；（2）應(yīng)急管理體系和平臺(tái)融合的保障機(jī)不完善；（3）應(yīng)急監(jiān)督考核制度制不健全；（4）缺少集團(tuán)公司應(yīng)急指揮中心，信息溝通存在問(wèn)題。 針對(duì)中石油集團(tuán)應(yīng)急管理中的問(wèn)題，加強(qiáng)應(yīng)急平臺(tái)建設(shè)、建立應(yīng)急管理體系和平臺(tái)融合的保障機(jī)制、健全應(yīng)急監(jiān)督考核制度體系措施、組建集團(tuán)公司應(yīng)急指揮中心等四個(gè)方面的措施。 中石油集團(tuán)公司應(yīng)急管理體系與平臺(tái)融合建設(shè)工作已經(jīng)初步完成，進(jìn)入了上線試運(yùn)行階段。應(yīng)急平臺(tái)的建設(shè)才處于起步階段。集團(tuán)公司做了很多嘗試，本論文中也做了更進(jìn)一步的研究，提出了針對(duì)性的解決措施。但是，這些措施尚未完全落實(shí)，還需要在實(shí)踐中檢驗(yàn)，并繼續(xù)完善。
[Abstract]:CNPC's business covers oil and gas exploration and development, oil refining and chemical industry, gathering and transportation, and so on. These are high-risk industries, which have a large number of complex and uncertain factors, such as flammable and explosive, high temperature and high pressure, toxic and harmful. In recent years, the high frequency of accidents in production safety of CNPC has increased the difficulty of emergency work. The group company emergency management has carried on the attempt for many years, has established a set of emergency management system, and has established some each has the emphases, each has the characteristic emergency platform. The integration of emergency management system and emergency platform can integrate existing resources, improve the efficiency of emergency management, establish and perfect unified command, complete function, sensitive response, efficient operation of emergency mechanism, prevention and response to emergencies, Reducing the loss caused by emergencies has been the goal of the group company. The current emergency management system and emergency management platform have not been effectively integrated. The current emergency management mode can be divided into the following modes: emergency linkage command mode, information management system mode, video conference mode combined with image monitoring, emergency command communication mode combined with various communication modes, etc. These models are inadequate in three aspects: first, the lack of guidance in the application of science and technology in the construction of business systems; second, the lack of a unified national plan and inadequate analysis of needs adapted to local conditions; and third, the excessive pursuit of investment in hardware facilities and the neglect of software applications. There is no solution to practical problems. Some enterprises and departments of CNPC have made various attempts. The integration of the emergency management system and the platform needs to be considered comprehensively with various regions, relevant departments, existing systems and ongoing construction. The connection of planning and construction system; The basic reasons for the insufficient integration of the emergency management system and the platform can be summarized as follows: 1) the emergency management platform does not have enough support for the system; 2) the emergency management system and the support machine for the integration of the emergency management system and the platform are not perfect. Lack of Group Company Emergency Command Center, There are problems in information communication. Aiming at the problems in the emergency management of CNPC, we should strengthen the construction of the emergency platform, establish the guarantee mechanism of the integration of the emergency management system and the platform, and perfect the system measures of the emergency supervision and examination system. Set up group company emergency command center and other four aspects of measures. The construction of the emergency management system and platform of CNPC has been preliminarily completed and has entered the stage of on-line trial operation. The construction of emergency platform is in its infancy. Group has made a lot of attempts, this paper also do a further study, put forward targeted solutions. However, these measures have not been fully implemented, but also need to be tested in practice, and continue to improve.
