大用戶(hù)直購(gòu)電模式經(jīng)濟(jì)學(xué)分析

【摘要】:電力工業(yè)是很重要的能源型產(chǎn)業(yè),在我國(guó)國(guó)民經(jīng)濟(jì)中所起的的作用很重要。電力工業(yè)由于其自身的技術(shù)性特點(diǎn),,規(guī)模效應(yīng)比較明顯,自然壟斷效應(yīng)也比較顯著。隨著外部環(huán)境的改變,以前的電力體制也不再適應(yīng)新的市場(chǎng)要求。電力改革的目的在電力行業(yè)中引入競(jìng)爭(zhēng)機(jī)制,打破電力行業(yè)中長(zhǎng)期形成的壟斷。大用戶(hù)直購(gòu)電是強(qiáng)調(diào)用電量很多的單個(gè)用戶(hù)可以直接從發(fā)電廠(chǎng)處購(gòu)電,而不需要經(jīng)過(guò)電網(wǎng)的轉(zhuǎn)售。開(kāi)展對(duì)大用戶(hù)直購(gòu)電的研究,對(duì)建立有效的電力競(jìng)爭(zhēng)市場(chǎng),促進(jìn)建立科學(xué)合理的電力市場(chǎng)運(yùn)行方法和機(jī)制,形成合理的電價(jià),推進(jìn)電力市場(chǎng)的電力建設(shè)有序發(fā)展都有很重要的意義。 論文主要對(duì)大用戶(hù)直購(gòu)電的競(jìng)爭(zhēng)性市場(chǎng)進(jìn)行了分析研究,采用的研究方法主要有理論與實(shí)際結(jié)合的方法,構(gòu)造模型分析方法和比較分析法。研究的內(nèi)容主要涉及大用戶(hù)直購(gòu)電的購(gòu)電模式對(duì)電力市場(chǎng)的影響,大用戶(hù)直購(gòu)電的過(guò)網(wǎng)服務(wù)費(fèi)的設(shè)計(jì),大用戶(hù)直購(gòu)電對(duì)發(fā)電企業(yè)產(chǎn)生的影響,大用戶(hù)直購(gòu)電對(duì)大用戶(hù)和小用戶(hù)的影響及大用戶(hù)直購(gòu)電對(duì)電網(wǎng)企業(yè)的影響,并得出了一些結(jié)論:大用戶(hù)直購(gòu)電在電力市場(chǎng)中引入了競(jìng)爭(zhēng),提高了社會(huì)福利;目前應(yīng)采取的直購(gòu)電模式是過(guò)網(wǎng)直購(gòu)模式;大用戶(hù)直購(gòu)電模式的實(shí)施會(huì)使電力市場(chǎng)中的參與體利益發(fā)生改變,但是整體上促進(jìn)了社會(huì)福利,利于市場(chǎng)良性發(fā)展。論文最后根據(jù)研究的結(jié)果,提出要建立合理的電價(jià)體制和直購(gòu)電運(yùn)行環(huán)境。
[Abstract]:Electric power industry is a very important energy industry, which plays an important role in our national economy. Because of its own technical characteristics, the scale effect and natural monopoly effect of electric power industry are obvious. With the change of external environment, the former power system is no longer adapted to the new market requirements. The purpose of electric power reform is to introduce competition mechanism into electric power industry and break the monopoly formed in power industry for a long time. Direct purchase of electricity by large users emphasizes that a single user who uses a lot of electricity can buy electricity directly from a power plant without having to resell it through the power grid. To carry out research on direct purchase of electricity to large users, to establish an effective competitive market for electricity, to promote the establishment of scientific and reasonable operation methods and mechanisms of electricity market, and to form a reasonable electricity price, It is of great significance to promote the orderly development of electric power market. In this paper, the competitive market of large customers direct purchase of electricity is analyzed and studied. The research methods are mainly the combination of theory and practice, the method of constructing model analysis and the method of comparative analysis. The content of the research mainly involves the influence of direct electricity purchase mode of large users on the electricity market, the design of the service charge for the direct purchase of electricity by large users, and the impact of direct purchase of electricity by large users on the power generation enterprises. The influence of direct purchase of electricity to large and small users and the influence of direct purchase of electricity to power grid enterprises by large users, and some conclusions have been drawn: the direct purchase of electricity by large users has introduced competition into the electricity market and improved social welfare; At present, the direct purchase mode should be the direct purchase mode over the network. The implementation of the direct purchase mode for large users will change the interests of the participants in the electricity market, but it promotes the social welfare as a whole and is conducive to the benign development of the market. Finally, according to the results of the research, it is proposed to establish a reasonable electricity price system and direct electricity operation environment.
