【摘要】：筆者所在的中國(guó)五礦集團(tuán)有限公司是世界五百?gòu)?qiáng)公司之一。該公司擁有國(guó)家冶煉工程總承包一級(jí)、房屋建筑工程總承包一級(jí)資質(zhì)以及多項(xiàng)專業(yè)技術(shù)資質(zhì)并擁有多項(xiàng)國(guó)際管理體系認(rèn)證。公司在不斷創(chuàng)造輝煌的同時(shí)也不能忽視公司潛在的危機(jī)：公司貸款逐年攀升,融資風(fēng)險(xiǎn)逐漸加大；公司資金日益緊張,貸款逐年攀升,資產(chǎn)負(fù)債率居高不下,財(cái)務(wù)風(fēng)險(xiǎn)不斷增大；公司對(duì)下屬分公司、項(xiàng)目部的經(jīng)濟(jì)控制僅限于收取管理費(fèi),經(jīng)濟(jì)控制權(quán)被架空；對(duì)于效益好的項(xiàng)目資金收不上來,對(duì)于效益不好的項(xiàng)目,公司還要補(bǔ)貼,進(jìn)少出多,負(fù)擔(dān)日益沉重；以前年度由項(xiàng)目部遺留下的訴訟案件,仍需要由公司處理賠付,公司與分公司、項(xiàng)目部權(quán)責(zé)不對(duì)等：施工企業(yè)對(duì)環(huán)境的影響越來越被關(guān)注,但并未引起公司的重視等。公司也多次引入湖南邦和、上�；蹣愕茸稍児緦�(duì)公司的運(yùn)營(yíng)管理進(jìn)行優(yōu)化,但是效果不是很理想。 文章提出了BT項(xiàng)目施工企業(yè)和諧發(fā)展綜合評(píng)價(jià)的觀點(diǎn)。強(qiáng)調(diào)BT項(xiàng)目施工企業(yè)發(fā)展既要關(guān)注企業(yè)自身利益,同時(shí)要關(guān)注利益相關(guān)者的利益,關(guān)注對(duì)環(huán)境的影響,利用績(jī)效評(píng)價(jià)的導(dǎo)向性作用,對(duì)企業(yè)及其管理者進(jìn)行綜合評(píng)價(jià),創(chuàng)造施工企業(yè)與利益相關(guān)者、與社會(huì)環(huán)境互利共盈的發(fā)展局面。 文章以株洲市職教城BT項(xiàng)目的績(jī)效評(píng)價(jià)體系研究為契機(jī),建立了施工企業(yè)績(jī)效綜合評(píng)價(jià)體系。本文倡導(dǎo)從構(gòu)建和諧社會(huì)的角度出發(fā),以績(jī)效三棱柱模式為指導(dǎo)思想,平衡記分卡為指導(dǎo)框架、使用財(cái)務(wù)指標(biāo)與非財(cái)務(wù)指標(biāo)相結(jié)合的評(píng)價(jià)指標(biāo)體系,注重配套制度與組織機(jī)構(gòu)建設(shè),建立適合施工企業(yè)長(zhǎng)遠(yuǎn)發(fā)展的績(jī)效評(píng)價(jià)體系。該體系可以為我國(guó)施工企業(yè)績(jī)效評(píng)價(jià)提供參考。
[Abstract]:The Chinese Minmetals Group Co., Ltd. is one of the top 500 companies in the world. This company has the national smelting project general contracting level, the housing construction project general contract first class qualification as well as the many specialized technical qualifications and has many international management system authentication. While creating brilliance, the company can not ignore the potential crisis of the company: the company loan is rising year by year, the financing risk is gradually increasing, the company capital is increasingly tight, the loan is rising year by year, the ratio of assets and liabilities is high, The financial risks are constantly increasing; the company's economic control over its subsidiaries and project departments is limited to the collection of management fees, and the economic control rights are set up; for projects with good benefits, funds cannot be collected, and for projects with poor benefits, the company will also subsidize them. The litigation cases left over by the project department in the previous year still need to be handled and paid by the company. The company and the branch and the project department are not equal in power and responsibility: the impact of construction enterprises on the environment has become more and more concerned. But does not cause the company's attention and so on. The company has also introduced Hunan Bonghe, Shanghai Huipu and other consulting companies to optimize the operation and management of the company, but the effect is not very satisfactory. This paper puts forward the viewpoint of comprehensive evaluation of harmonious development of BT project construction enterprises. It is emphasized that the development of BT construction enterprises should not only pay attention to the interests of the enterprises themselves, but also to the interests of the stakeholders and the impact on the environment, and make use of the guiding role of performance evaluation to comprehensively evaluate the enterprises and their managers. Create construction enterprises and stakeholders, and social environment mutually beneficial development situation. Based on the research on the performance evaluation system of the BT project in Zhuzhou Vocational Education City, this paper establishes a comprehensive performance evaluation system for construction enterprises. This paper advocates that from the point of view of building a harmonious society, using the performance triangular prism model as the guiding ideology, the balanced scorecard as the guiding framework, using the financial indicators and non-financial indicators to combine the evaluation index system. Pay attention to supporting system and organization construction, establish the performance evaluation system suitable for the long-term development of construction enterprises. The system can provide reference for performance evaluation of construction enterprises in China.
