【摘要】:項(xiàng)目的績(jī)效管理就是對(duì)項(xiàng)目的績(jī)效計(jì)劃、控制、調(diào)整和溝通的過(guò)程,對(duì)企業(yè)經(jīng)營(yíng)業(yè)績(jī)的管理有重要意義!笆濉笔菄(guó)家電網(wǎng)公司深化“兩個(gè)轉(zhuǎn)變”、推進(jìn)“三集五大”體系建設(shè)的關(guān)鍵時(shí)期,對(duì)于基層供電企業(yè),伴隨著電網(wǎng)和技術(shù)的飛速發(fā)展,“三集五大”帶來(lái)了績(jī)效管理模式的改變,如何設(shè)計(jì)和建立一套科學(xué)、實(shí)用、適應(yīng)企業(yè)戰(zhàn)略發(fā)展需要的績(jī)效管理體系,已成為電力企業(yè)管理的一個(gè)非常重要課題。 本文通過(guò)對(duì)項(xiàng)目管理及績(jī)效管理理論的分析研究,重點(diǎn)探討在“三集五大”項(xiàng)目中運(yùn)用績(jī)效管理方法和手段來(lái)提升該項(xiàng)目中員工的個(gè)人潛能,達(dá)到企業(yè)項(xiàng)目創(chuàng)新管理的目的。本文依據(jù)績(jī)效管理體系設(shè)計(jì)的基本原理,結(jié)合關(guān)鍵績(jī)效指標(biāo)法(KPI)、目標(biāo)管理法(MBO)等理論方法,以哈爾濱電業(yè)局“三集五大”項(xiàng)目為背景,在充分調(diào)查研究的基礎(chǔ)上,認(rèn)真分析“三集五大”項(xiàng)目績(jī)效管理現(xiàn)狀以及在項(xiàng)目績(jī)效管理中存在的問(wèn)題。充分運(yùn)用個(gè)案分析和文獻(xiàn)研究相結(jié)合的方法,指出了該公司績(jī)效管理過(guò)程中存在的問(wèn)題并提出了總體解決思路,依據(jù)績(jī)效管理體系設(shè)計(jì)的原則及科學(xué)的流程,最終設(shè)計(jì)出一套科學(xué)、合理的項(xiàng)目績(jī)效管理體系,為哈爾濱電業(yè)局“三集五大”項(xiàng)目績(jī)效管理,提高項(xiàng)目管理效率提供參考性建議。
[Abstract]:Project performance management is the process of project performance planning, control, adjustment and communication, which is of great significance to the management of enterprise performance. The 12th Five-Year Plan is a key period for the State Grid Company to deepen the "two transformations" and promote the construction of the "three sets and five major" system. For grass-roots power supply enterprises, with the rapid development of the power grid and technology, "three sets and five" has brought about the change of the performance management mode. How to design and establish a set of scientific, practical and suitable performance management system to meet the needs of the strategic development of enterprises has become a very important topic in the management of electric power enterprises. By analyzing the theory of project management and performance management, this paper focuses on the application of performance management methods and means in the "three sets and five" projects to enhance the individual potential of the employees in the project, and to achieve the purpose of enterprise project innovation management. According to the basic principle of the performance management system design, combining with the key performance index method (KPII), the objective management method (MBO) and other theoretical methods, this paper takes the "three sets and five" projects of Harbin Electric Power Bureau as the background, on the basis of full investigation and research. This paper analyzes the present situation of the project performance management and the problems in the project performance management. Using the method of case analysis and literature research, this paper points out the problems existing in the process of performance management of the company and puts forward the overall solution, according to the principles of performance management system design and scientific process. Finally, a set of scientific and reasonable project performance management system is designed, which provides reference suggestions for "three sets and five" project performance management and improving project management efficiency of Harbin Electric Power Bureau.
