中石油西安銷售公司成品油物流優(yōu)化方案研究

【摘要】:隨著國際石油公司和地方石油企業(yè)進(jìn)入成品油終端的銷售領(lǐng)域,中石油銷售企業(yè)對(duì)市場(chǎng)的壟斷優(yōu)勢(shì)將會(huì)被慢慢削弱,失去壟斷地位的企業(yè)同時(shí)將失去壟斷利潤,為了應(yīng)對(duì)日益激烈的市場(chǎng)競(jìng)爭(zhēng),提升企業(yè)的盈利能力,打造企業(yè)的核心競(jìng)爭(zhēng)力,物流,這一企業(yè)不為人知的第三利潤源泉成為了企業(yè)最重要的新的利潤增長點(diǎn)。 在對(duì)中石油西安銷售公司物流現(xiàn)狀進(jìn)行了分析,了解了企業(yè)目前在物流方面存在的一系列問題。再此基礎(chǔ)上,對(duì)本文的核心內(nèi)容—成品油物流方案進(jìn)行了優(yōu)化設(shè)計(jì)。方案從企業(yè)實(shí)際出發(fā),借鑒了國外石油公司的經(jīng)驗(yàn),對(duì)中石油西安銷售公司物流優(yōu)化的內(nèi)容進(jìn)行了詳細(xì)的闡述和研究。在加油站庫存優(yōu)化、油庫庫存優(yōu)化、運(yùn)輸方式的選擇、運(yùn)輸路徑的優(yōu)化、物流配送中心布局的優(yōu)化、物流配送計(jì)劃的優(yōu)化方面使用了大量的數(shù)學(xué)方法,建立了0-1混合型的整數(shù)規(guī)劃模型,并利用企業(yè)實(shí)際運(yùn)營中的部分?jǐn)?shù)據(jù)進(jìn)行了計(jì)算對(duì)比,驗(yàn)證了物流優(yōu)化方案的效果。 在優(yōu)化方案設(shè)計(jì)的基礎(chǔ)上,對(duì)方案實(shí)施的具體支持措施進(jìn)行了分解,在調(diào)整運(yùn)輸距離和提高一次配送率上進(jìn)行了計(jì)算對(duì)比,對(duì)需求預(yù)測(cè)、信息化建設(shè)、地罐交接、鉛封管理方面進(jìn)行了詳細(xì)的闡述,指明了企業(yè)要實(shí)現(xiàn)成品油物流的最終優(yōu)化需要達(dá)到的條件和要求,并在組織保障、制度保障、專業(yè)化的人才引進(jìn)及培養(yǎng)等方面提供了思路,并結(jié)合本文的研究,對(duì)成品油物流未來的發(fā)展趨勢(shì)進(jìn)行了預(yù)測(cè),對(duì)下步物流管理工作提供了改進(jìn)意見和建議。 本文研究認(rèn)為,在現(xiàn)有管理體制下想要實(shí)現(xiàn)成品油物流的整體優(yōu)化是存在相當(dāng)?shù)碾y度,但在地市級(jí)的銷售企業(yè)中,可以在管理權(quán)限范圍內(nèi)適當(dāng)?shù)倪M(jìn)行物流業(yè)務(wù)流程的改進(jìn),加強(qiáng)管理信息系統(tǒng)的利用水平,通過引進(jìn)、培養(yǎng)專業(yè)化的物流復(fù)合型人才來循序漸進(jìn)的推進(jìn)企業(yè)成品油物流管理的水平,有步驟的打造成品油銷售企業(yè)新的利潤增長點(diǎn),占據(jù)市場(chǎng)競(jìng)爭(zhēng)的制高點(diǎn)。
[Abstract]:As international oil companies and local oil enterprises enter the field of sales of finished oil terminals, the monopoly advantage of CNPC sales enterprises over the market will be gradually weakened, and the enterprises that have lost their monopoly position will lose their monopoly profits at the same time. In order to cope with the increasingly fierce market competition, improve the profitability of enterprises, build the core competitiveness of enterprises, logistics, this unknown third profit source has become the most important new profit growth point. This paper analyzes the current logistics situation of PetroChina Xi'an sales Company, and finds out a series of problems in logistics. On this basis, the core content of this paper-product oil logistics program optimization design. Based on the actual situation of enterprises and the experience of foreign oil companies, the content of logistics optimization of CNPC Xi'an sales Company is elaborated and studied in detail. A lot of mathematical methods are used in the optimization of gas station inventory, oil depot inventory, transportation mode selection, transportation route optimization, logistics distribution center layout optimization, logistics distribution plan optimization. The 0-1 mixed integer programming model is established and compared with some data in the actual operation of the enterprise, and the effect of the logistics optimization scheme is verified. On the basis of optimizing the scheme design, the concrete supporting measures are decomposed, the transportation distance is adjusted and the primary distribution rate is increased, the demand prediction, the information construction, the transfer of the ground and tank are compared. The management of lead seal is described in detail, and the conditions and requirements of the enterprise to realize the final optimization of oil logistics are pointed out, and the ideas are provided in the aspects of organization guarantee, system guarantee, professional talent introduction and training, etc. Combined with the research in this paper, the future development trend of product oil logistics is forecasted, and suggestions for the next step logistics management are provided. In this paper, the author thinks that it is very difficult to realize the overall optimization of product oil logistics under the existing management system, but in the sales enterprises of prefectural and municipal level, the logistics business process can be improved appropriately within the scope of management authority. Strengthen the utilization level of management information system, promote the level of enterprise oil logistics management step by introducing and training specialized logistics compound talents, and build the new profit growth point of oil products sales enterprises step by step. Occupy the commanding point of market competition.
