基于省際面板數(shù)據(jù)的中國鋼鐵行業(yè)全要素能源效率研究

【摘要】:能源是我國經(jīng)濟(jì)發(fā)展的重要基礎(chǔ),能源效率也在日益引起眾多關(guān)注,并且已經(jīng)成為能源政策研究的熱點(diǎn)問題之一。但是目前針對能源效率的研究大多數(shù)是從宏觀層面展開,或者是針對省級層面進(jìn)行研究,或者是針對國家層面的分行業(yè)研究,又或者是在省級層面上的分行業(yè)研究,而針對具體行業(yè)來進(jìn)行能源效率的研究比較少見。由于各個(gè)行業(yè)有著不同的生產(chǎn)要素稟賦,并且存在著生產(chǎn)結(jié)構(gòu)的差異,這樣各個(gè)行業(yè)也就存在著明顯的生產(chǎn)差異性,如果使用不同的行業(yè)作為相互參照的決策單元,進(jìn)行全要素能源效率的研究和比較,,就會(huì)出現(xiàn)系統(tǒng)性誤差,不便于為行業(yè)發(fā)展提供借鑒。 本文專門針對我國鋼鐵行業(yè),基于1991-2010年的省際面板數(shù)據(jù),采用非參數(shù)DEA模型對我國28省、市、自治區(qū)及四大經(jīng)濟(jì)區(qū)域的鋼鐵行業(yè)全要素能源效率進(jìn)行測算,探究我國鋼鐵行業(yè)發(fā)展的一般趨勢,同時(shí)采用MPI指數(shù)將全要素能源效率指數(shù)分解為三大指數(shù),回歸分析三類指數(shù)對全要素能源效率的影響,最終針對前面的分析提出提高我國鋼鐵行業(yè)全要素能源效率的建議。 通過對我國鋼鐵行業(yè)省際全要素能源效率的分析,結(jié)果表明我國鋼鐵行業(yè)全要素能源效率偏低,除個(gè)別省份一直處于生產(chǎn)前沿面,其他各省都相對偏低,其能源效率的提升空間巨大。從區(qū)域上來說,東部地區(qū)能源效率利用程度最高,其他區(qū)域偏低。通過對全要素能源效率的MPI分解回歸分析,發(fā)現(xiàn)技術(shù)效率是影響我國鋼鐵行業(yè)全要素能源效率提高的主要原因。最后結(jié)合分析,提出了促進(jìn)我國鋼鐵行業(yè)能源效率總體提升的策略。
[Abstract]:Energy is an important foundation of economic development in China. Energy efficiency is attracting more and more attention and has become one of the hot issues in energy policy research. However, most of the current researches on energy efficiency are carried out at the macro level, either at the provincial level, or at the national level, or at the provincial level. However, the research on energy efficiency for specific industries is rare. Because different industries have different factors of production, and there are differences in production structure, so there are obvious differences in production in different industries, if different industries are used as cross-reference decision-making units, The systematic error will appear in the research and comparison of the energy efficiency of all factors, which is not convenient to provide reference for the development of the industry. Based on the provincial panel data from 1991 to 2010, the non-parametric DEA model is used to measure the total factor energy efficiency of iron and steel industry in 28 provinces, cities, autonomous regions and four major economic regions of China. This paper probes into the general trend of the development of iron and steel industry in our country. At the same time, the total factor energy efficiency index is decomposed into three indexes by using MPI index, and the influence of the three indexes on the total factor energy efficiency is analyzed by regression analysis. Finally, the paper puts forward some suggestions to improve the energy efficiency of iron and steel industry in China. Based on the analysis of the inter-provincial energy efficiency of iron and steel industry in China, the results show that the total factor energy efficiency of China's iron and steel industry is on the low side, except for some provinces that have been on the front line of production, while the other provinces are relatively low. Its energy efficiency improvement space is huge. From the regional point of view, the eastern region of energy efficiency is the highest, other regions are low. Through the MPI decomposition and regression analysis of the total factor energy efficiency, it is found that the technical efficiency is the main reason for the improvement of the total factor energy efficiency in China's iron and steel industry. Finally, combined with the analysis, the paper puts forward the strategies to promote the overall energy efficiency of China's iron and steel industry.
