【摘要】:文章基于DEA-SBM模型,測度了節(jié)能減排約束下工業(yè)行業(yè)的環(huán)境技術(shù)效率,檢驗(yàn)了環(huán)境技術(shù)效率的收斂性和門檻效應(yīng)。結(jié)果表明,我國工業(yè)行業(yè)環(huán)境技術(shù)效率總體偏低,但大多數(shù)行業(yè)環(huán)境技術(shù)效率都有不斷提高的趨勢,存在向環(huán)境技術(shù)前沿的追趕效應(yīng)。引領(lǐng)環(huán)境生產(chǎn)前沿的創(chuàng)新者始終是高新技術(shù)產(chǎn)業(yè)和清潔產(chǎn)業(yè),今后的結(jié)構(gòu)調(diào)整應(yīng)重點(diǎn)扶持與發(fā)展技術(shù)含量高的產(chǎn)業(yè)和清潔產(chǎn)業(yè)。收斂性檢驗(yàn)結(jié)果表明,低排放行業(yè)既存在絕對收斂又存在條件收斂,具有俱樂部收斂特征;全部行業(yè)和高排放行業(yè)不存在絕對收斂,但存在條件收斂,說明環(huán)境政策及扶持力度需要向高排放行業(yè)傾斜。環(huán)境規(guī)制強(qiáng)度與環(huán)境技術(shù)效率之間存在非線性的三重門檻特征,且對于不同行業(yè)作用有別,環(huán)境規(guī)制政策的制定應(yīng)避免陷入盲目提高環(huán)境規(guī)制強(qiáng)度的誤區(qū)。
[Abstract]:Based on the DEA-SBM model, this paper measures the environmental technical efficiency of the industrial industry under the constraint of energy saving and emission reduction, and tests the convergence and threshold effect of the environmental technical efficiency. The results show that the environmental technical efficiency of China's industrial industry is on the low side, but the environmental technical efficiency of most industries has a trend of continuous improvement, and there is a catch-up effect towards the frontier of environmental technology. The innovators leading the leading edge of environmental production are high and new technology industry and clean industry all the time. In the future structural adjustment should focus on supporting and developing high technology content industries and clean industries. The results of convergence test show that there is both absolute convergence and conditional convergence in low emission industries, which has the characteristics of club convergence, and there is no absolute convergence but conditional convergence in all industries and high emission industries. It shows that environmental policy and support should be inclined to high emission industry. There is a nonlinear triple threshold between the intensity of environmental regulation and the efficiency of environmental technology, and the function of environmental regulation is different for different industries. Therefore, the formulation of environmental regulation policy should avoid falling into the misunderstanding of blindly increasing the intensity of environmental regulation.
