【摘要】:本文主要目的是研究開(kāi)灤煤業(yè)公司(以下簡(jiǎn)稱煤業(yè)公司)人力資源發(fā)展戰(zhàn)略。人力資源發(fā)展戰(zhàn)略是企業(yè)為了生存和發(fā)展需要,對(duì)人力資源進(jìn)行開(kāi)發(fā),是長(zhǎng)遠(yuǎn)性人力資源管理的專業(yè)謀劃和策略。其目的是提高員工隊(duì)伍整體素質(zhì),發(fā)現(xiàn)、培養(yǎng)和留住人才。在當(dāng)今經(jīng)濟(jì)全球化和市場(chǎng)競(jìng)爭(zhēng)日趨激烈的大環(huán)境下,人才是企業(yè)的重要資源,,人力資源戰(zhàn)略居于企業(yè)戰(zhàn)略中的核心地位,是企業(yè)完成戰(zhàn)略目標(biāo),贏得競(jìng)爭(zhēng)優(yōu)勢(shì)的關(guān)鍵所在。煤業(yè)公司要想在激烈的市場(chǎng)競(jìng)爭(zhēng)中占據(jù)主導(dǎo)地位,就必須深入研究人力資源發(fā)展戰(zhàn)略。針對(duì)課題的特點(diǎn),采用日常調(diào)研法、文獻(xiàn)資料法、定性與定量分析法以及SWOT分析等相結(jié)合的研究方法。 首先,本文分析國(guó)內(nèi)外人力資源發(fā)展現(xiàn)狀,闡述了與人力資源戰(zhàn)略相關(guān)的基礎(chǔ)理論,為本文煤業(yè)公司制定適合自身的人力資源發(fā)展戰(zhàn)略提供理論基礎(chǔ)。 其次,通過(guò)分析開(kāi)灤煤業(yè)公司人力資源戰(zhàn)略環(huán)境,發(fā)現(xiàn)了該公司人力資源管理方面存在的問(wèn)題。運(yùn)用SWOT模型分析了該公司實(shí)施人力資源發(fā)展戰(zhàn)略的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇和挑戰(zhàn),針對(duì)該企業(yè)人力資源現(xiàn)狀,定位其發(fā)展戰(zhàn)略目標(biāo),制定KL煤業(yè)公司人力資源發(fā)展戰(zhàn)略。 最后,為保障公司人力資源發(fā)展戰(zhàn)略順利實(shí)施,本文提出了優(yōu)化組織結(jié)構(gòu)、創(chuàng)新管控模式、開(kāi)展人力資源培訓(xùn)與開(kāi)發(fā),以及完善人員選聘、績(jī)效評(píng)價(jià),薪酬管理和企業(yè)文化建設(shè)等方案,為煤業(yè)公司人力資源發(fā)展戰(zhàn)略的實(shí)施奠定堅(jiān)實(shí)基礎(chǔ)。
[Abstract]:The main purpose of this paper is to study the human resource development strategy of Kailuan Coal Company (hereinafter referred to as Kailuan Coal Company). Human resource development strategy is the development of human resources in order to survive and develop, and it is the professional plan and strategy of long-term human resources management. Its purpose is to improve the overall quality of the workforce, to find, train and retain talent. In today's economic globalization and increasingly fierce market competition, talent is an important resource of enterprises, human resource strategy occupies the core position of enterprise strategy, is the key for enterprises to achieve strategic objectives and win competitive advantage. If the coal company wants to occupy the leading position in the fierce market competition, it must deeply study the human resource development strategy. According to the characteristics of the subject, this paper adopts the methods of daily investigation, literature, qualitative and quantitative analysis and SWOT analysis. First of all, this paper analyzes the current situation of human resources development at home and abroad, expounds the basic theories related to human resources strategy, and provides a theoretical basis for the coal companies to formulate human resources development strategies suitable for their own. Secondly, by analyzing the strategic environment of human resources in Kailuan Coal Company, the problems in human resource management of Kailuan Coal Company are found. This paper analyzes the advantages, disadvantages, opportunities and challenges of implementing the human resources development strategy by using SWOT model, aiming at the present situation of the human resources of the enterprise, positioning its development strategy goal, and formulating the human resources development strategy of KL Coal Company. Finally, in order to ensure the smooth implementation of the human resources development strategy of the company, this paper proposes to optimize the organizational structure, innovate the management and control mode, develop the human resources training and development, and improve the personnel selection and employment, performance evaluation. Salary management and corporate culture construction, etc., lay a solid foundation for the implementation of human resources development strategy of coal companies.
