電力施工企業(yè)核心專業(yè)人才發(fā)展問題及對策研究

【摘要】:國有電力施工企業(yè)兼具電力行業(yè)與建筑施工行業(yè)的特點(diǎn),屬于技術(shù)密集型兼勞動(dòng)密集型企業(yè)。在企業(yè)的人力資源構(gòu)成中,核心專業(yè)人才是企業(yè)發(fā)展中的關(guān)鍵力量,他們在企業(yè)的發(fā)展中承擔(dān)著技術(shù)創(chuàng)新與進(jìn)步、工程項(xiàng)目經(jīng)營管理等核心任務(wù),是企業(yè)實(shí)現(xiàn)各項(xiàng)發(fā)展目標(biāo)的重要保證。正確認(rèn)識(shí)電力施工企業(yè)中核心專業(yè)人才的重要性和價(jià)值,能夠在員工中識(shí)別核心專業(yè)人才,用好核心專業(yè)人才,給予良好的平臺(tái),充分挖掘其潛力和能量,是實(shí)現(xiàn)企業(yè)長遠(yuǎn)發(fā)展戰(zhàn)略目標(biāo)的必要保證之一。 本文通過整理國內(nèi)外有關(guān)人才管理、評(píng)價(jià)、激勵(lì)及考核等方面的理論文獻(xiàn),分析電力施工企業(yè)在向“工程管理型”和“施工、運(yùn)維兩棲型”轉(zhuǎn)變的變革發(fā)展過程中可能存在的人力資源管理發(fā)展瓶頸,結(jié)合陽光電力工程公司核心專業(yè)人才管理工作實(shí)際,深入闡述電力施工企業(yè)核心專業(yè)人才發(fā)展現(xiàn)狀,對現(xiàn)存問題進(jìn)行診斷分析,并提出電力施工企業(yè)核心專業(yè)人才發(fā)展問題的解決對策,探索電力施工企業(yè)核心專業(yè)人才發(fā)展的新方法、新視角、新思路,推動(dòng)企業(yè)健康快速發(fā)展。 本文主要?jiǎng)?chuàng)新點(diǎn)如下:一是電力施工企業(yè)核心專業(yè)人才的構(gòu)成不僅僅包括技術(shù)管理人員,還應(yīng)包括經(jīng)營管理、項(xiàng)目管理人員和技能管理人員。擴(kuò)大了核心專業(yè)人才的幅面,有利于更加全面地、細(xì)致地、深入地了解核心專業(yè)人才管理中的問題,提出解決問題的辦法;二是以設(shè)立企業(yè)專業(yè)帶頭人的方式,為企業(yè)核心專業(yè)人才提供了一種新的職業(yè)發(fā)展通道,有助于激勵(lì)核心專業(yè)人才煥發(fā)更大的工作熱情和創(chuàng)新動(dòng)力;三是以陽光電力工程公司作標(biāo)本,剖析總結(jié)了電力施工企業(yè)核心專業(yè)人才發(fā)展問題的解決對策,對其他行業(yè)核心專業(yè)人才管理工作同樣具有重要參考價(jià)值。
[Abstract]:State-owned electric power construction enterprises have the characteristics of both electric power industry and construction industry, and belong to both technology and labor intensive enterprises. In the composition of human resources of enterprises, the core professionals are the key forces in the development of enterprises. In the development of enterprises, they undertake the core tasks of technological innovation and progress, management and management of engineering projects, etc. Is the enterprise realizes each development goal the important guarantee. To correctly understand the importance and value of the core professional talents in electric power construction enterprises, to identify the core professional talents among the employees, to make good use of the core professional talents, to provide a good platform, and to fully tap their potential and energy. It is one of the necessary guarantees to realize the strategic goal of long-term development of enterprises. In this paper, through sorting out the theoretical documents on talent management, evaluation, encouragement and examination at home and abroad, this paper analyzes the trend of electric power construction enterprises in "engineering management" and "construction". The bottleneck of the development of human resource management in the course of the transformation and development of amphibious operation and maintenance, combined with the reality of the management of the core professional talents of the Sunshine Electric Power Engineering Company, the present situation of the development of the core professional talents in the electric power construction enterprises is expounded in depth. The existing problems are diagnosed and analyzed, and the countermeasures to solve the problems of the development of the core professional talents in the electric power construction enterprises are put forward, and the new methods, new perspectives and new ideas for the development of the core professional talents of the electric power construction enterprises are explored to promote the healthy and rapid development of the enterprises. The main innovations of this paper are as follows: first, the composition of the core professional personnel of electric power construction enterprises includes not only technical management personnel, but also management, project management and skill management personnel. The expansion of the scope of the core professional personnel will be conducive to a more comprehensive, meticulous and in-depth understanding of the problems in the management of core professional talents and the proposal of solutions to the problems; second, the establishment of a professional leader in an enterprise. It provides a new career development channel for the core professional talents of enterprises, which is helpful to stimulate the core professionals to radiate greater enthusiasm and innovation power. Third, the Sunshine Power Engineering Company is used as a specimen. This paper analyzes and summarizes the solutions to the problem of the development of core professional talents in electric power construction enterprises, which is also of important reference value to the management of core professional talents in other industries.
