【摘要】：隨著社會(huì)經(jīng)濟(jì)的發(fā)展,對(duì)油氣資源需求越來越大,油氣產(chǎn)能建設(shè)項(xiàng)目也越來越多,因此工程建設(shè)項(xiàng)目后評(píng)價(jià)作為項(xiàng)目生命期中的重要組成部分,也更加受到重視。后評(píng)價(jià)能夠總結(jié)建設(shè)項(xiàng)目教訓(xùn),尋找項(xiàng)目建設(shè)中的不足,保證工程建設(shè)項(xiàng)目的科學(xué)性和合理性,為決策者提供參考,減小決策失誤幾率,有利于管理者提高決策質(zhì)量和管理水平。論文通過對(duì)國內(nèi)外后評(píng)價(jià)的研究進(jìn)行梳理,把握當(dāng)前后評(píng)價(jià)的研究程度,運(yùn)用不同研究方法對(duì)油氣產(chǎn)能建設(shè)項(xiàng)目進(jìn)行后評(píng)價(jià)研究。在對(duì)后評(píng)價(jià)理論的內(nèi)涵、特點(diǎn)、內(nèi)容、作用和方法的相關(guān)理論介紹的基礎(chǔ)之上,提出構(gòu)建油氣產(chǎn)能建設(shè)項(xiàng)目的后評(píng)價(jià)指標(biāo)體系,分別從油藏工程評(píng)價(jià)指標(biāo)、鉆采工程評(píng)價(jià)指標(biāo)、地面工程評(píng)價(jià)指標(biāo)、效益評(píng)價(jià)指標(biāo)和安全環(huán)保節(jié)能評(píng)價(jià)指標(biāo)方面對(duì)該項(xiàng)目進(jìn)行后評(píng)價(jià),之后以D81-斜90新區(qū)工程建設(shè)項(xiàng)目為例,從基本狀況、油藏特征、可研批復(fù)狀況和項(xiàng)目實(shí)施概況方面介紹了D81-斜90新區(qū)工程項(xiàng)目的基本情況,并從上述五個(gè)部分對(duì)項(xiàng)目進(jìn)行后評(píng)價(jià),最后對(duì)項(xiàng)目進(jìn)行綜合后評(píng)價(jià),提出對(duì)該工程項(xiàng)目后評(píng)價(jià)之后的結(jié)論。結(jié)果表明,該工程建設(shè)項(xiàng)目屬于基本成功項(xiàng)目。研究有助于為決策者提供決策依據(jù),提高管理水平。
[Abstract]:With the development of social economy, the demand for oil and gas resources is increasing, and the oil and gas productivity construction projects are more and more. Therefore, as an important part of the project life cycle, post-construction project evaluation has been paid more attention. Post-evaluation can sum up the construction project lessons, find out the deficiencies in the project construction, ensure the scientific and reasonable of the engineering construction project, provide reference for the decision makers, and reduce the probability of decision-making errors. It is good for managers to improve the quality of decision-making and management level. Through combing the research on the post evaluation at home and abroad, this paper grasps the research degree of the current post evaluation, and carries on the post evaluation research on the oil and gas productivity construction project by different research methods. On the basis of introducing the connotation, characteristics, contents, functions and methods of post-evaluation theory, a post-evaluation index system of oil-gas productivity construction project is put forward, which is based on reservoir engineering evaluation index and drilling and production engineering evaluation index, respectively. The evaluation index of surface engineering, benefit evaluation index and safety, environmental protection and energy saving evaluation index are carried out on the post evaluation of the project. Then taking the project construction project of D81-90 new area as an example, from the basic condition, reservoir characteristics, This paper introduces the basic situation of the project in D81-oblique 90 new area, and carries on the post-evaluation from the above five parts, and finally carries on the comprehensive post-evaluation to the project. The conclusion after the post-evaluation of the project is put forward. The results show that the project belongs to the basic success project. The research is helpful to provide decision-making basis and improve management level for decision-makers.
