【摘要】：沿海輸電線路面臨海岸線長、每年都要經(jīng)受2-5次熱帶氣旋襲擊的惡劣氣候條件。因此,沿海輸電線路改造項(xiàng)目重點(diǎn)是如何確保在極端惡劣氣候下輸電線路的可靠運(yùn)行。通過提高沿海輸電線路改造項(xiàng)目管理水平,提高輸電線路的建設(shè)質(zhì)量,以抵抗極端惡劣氣候的襲擊是本文研究解決的重點(diǎn)問題。本文采用理論研究與案例分析相結(jié)合的方法,首先分析了沿海輸電線路改造項(xiàng)目的內(nèi)容及特點(diǎn),主要包括：設(shè)備的更新改造、線路的維護(hù)和升級改造、防止污染、保護(hù)環(huán)境改造等,沿海輸電線路改造在管理具有全局性、技術(shù)性、和復(fù)雜性等的特點(diǎn),詳細(xì)論述沿海輸電線路改造的注意事項(xiàng)。分析了沿海輸電線路改造項(xiàng)目管理模式及管理中存在的諸多問題,包括改造項(xiàng)目管理的組織管理問題、規(guī)劃設(shè)計(jì)問題和現(xiàn)場管理問題等,然后提出了提高沿海輸電線路項(xiàng)目管理水平的對策包括：制定沿海輸電線路改造規(guī)劃、嚴(yán)格執(zhí)行設(shè)計(jì)審查、規(guī)范業(yè)主項(xiàng)目管理及重視過程的策劃管理等。最后對廣東江門臺山廠220千伏線路抗風(fēng)加固項(xiàng)目改造中的管理問題進(jìn)行了實(shí)例分析。
[Abstract]:Coastal transmission lines face long coastline and suffer from 2-5 tropical cyclones every year. Therefore, the emphasis of the project is how to ensure the reliable operation of the transmission line in extreme bad weather. By improving the management level of the coastal power transmission line transformation project and improving the construction quality of the transmission line, it is the key problem to be solved in this paper to resist the attack of extreme bad weather. In this paper, the method of combining theoretical research with case analysis is used to analyze the contents and characteristics of the coastal transmission line reconstruction project, which mainly includes the renewal of equipment, the maintenance and upgrading of the line, and the prevention of pollution. Protection of the environment and transformation of coastal transmission lines are characterized by overall situation, technology and complexity in the management. The points for attention in coastal power transmission line transformation are discussed in detail. This paper analyzes the management mode of coastal power transmission line transformation project and the problems existing in the management, including the organization and management of the transformation project management, the planning and design problems, and the field management problems, etc. Then the countermeasures to improve the management level of coastal transmission line project are put forward, including making the coastal transmission line reconstruction plan, strictly carrying out the design review, standardizing the owner's project management and paying attention to the planning management of the process, etc. Finally, the management problems of 220 kV line wind reinforcement project in Jiangmen Taishan Plant, Guangdong Province are analyzed.
