【摘要】:當(dāng)今時代,人才資源已成為最重要的戰(zhàn)略資源,企業(yè)之間的競爭歸根結(jié)底是人才的競爭。經(jīng)過多年的改革和發(fā)展,我國國有企業(yè)市場競爭力明顯增強(qiáng),在促進(jìn)經(jīng)濟(jì)社會發(fā)展中發(fā)揮著越來越重要的作用,國有企業(yè)要實(shí)現(xiàn)持續(xù)、健康的發(fā)展必須依靠人的積極性的調(diào)動和人才作用的發(fā)揮,必須高度重視人力資源的開發(fā)。青年人力資源作為企業(yè)最寶貴的資源,其蘊(yùn)含的巨大潛能能否得到有效開發(fā),將對企業(yè)的經(jīng)營發(fā)展起決定性作用。 益陽電業(yè)局作為國家電網(wǎng)公司下屬的國有大型供電企業(yè),當(dāng)前正處于加快建設(shè)“一強(qiáng)三優(yōu)”現(xiàn)代企業(yè)的關(guān)鍵時期,企業(yè)的改革發(fā)展迫切需要打造一支政治堅(jiān)定、紀(jì)律嚴(yán)明、業(yè)務(wù)精湛、執(zhí)行力強(qiáng)的高素質(zhì)員工隊(duì)伍。占企業(yè)職工總?cè)藬?shù)過半的廣大青年員工的職業(yè)精神、專業(yè)技能和綜合素質(zhì)的高低,將直接關(guān)系到企業(yè)競爭力的強(qiáng)弱。本文通過對益陽電業(yè)局青年人力資源現(xiàn)狀進(jìn)行調(diào)查和深入分析,結(jié)合當(dāng)前的政策環(huán)境得出開發(fā)青年人力資源的必要性,并進(jìn)行了系統(tǒng)的方案設(shè)計(jì),對該企業(yè)青年人力資源開發(fā)的指導(dǎo)思想和原則、目標(biāo)任務(wù)、具體內(nèi)容和階段安排進(jìn)行了詳細(xì)闡述。方案的實(shí)施將有利于為企業(yè)青年員工的快速成長、發(fā)揮才干搭建平臺、創(chuàng)造良好的環(huán)境,最終實(shí)現(xiàn)企業(yè)各項(xiàng)事業(yè)可持續(xù)發(fā)展和實(shí)現(xiàn)青年員工個人全面發(fā)展的雙贏目標(biāo)。
[Abstract]:Nowadays, talent resources have become the most important strategic resources, and the competition among enterprises is the competition of talents in the final analysis. After many years of reform and development, the market competitiveness of state-owned enterprises in our country has obviously strengthened, and they are playing an increasingly important role in promoting economic and social development. The healthy development must depend on the enthusiasm of human beings and the exertion of the role of talents, and must attach great importance to the development of human resources. As the most precious resource of enterprises, young human resources can be exploited effectively, which will play a decisive role in the development of enterprises. As a large state-owned power supply enterprise under the State Grid Company, Yiyang Electric Power Bureau is at present in the crucial period of speeding up the construction of the "one strong, three excellent" modern enterprises. The reform and development of the enterprises urgently need to create a firm political force and strict discipline. Highly qualified staff with consummate business and strong executive ability. The professional spirit, professional skills and comprehensive quality of the young employees, who account for more than half of the total number of employees in the enterprise, will directly relate to the strength of the competitiveness of the enterprise. Through the investigation and in-depth analysis of the present situation of youth human resources in Yiyang Electric Power Bureau, combined with the current policy environment, the necessity of developing youth human resources is obtained, and the systematic scheme design is carried out. The guiding ideology and principle, the target task, the concrete content and the stage arrangement of the youth human resource development in this enterprise are expounded in detail. The implementation of the scheme will be conducive to the rapid growth of young employees in enterprises, the ability to build a platform, create a good environment, and ultimately achieve the enterprise's various undertakings of sustainable development and achieve the win-win goal of individual comprehensive development of young employees.
