廣東省第三方食品檢驗(yàn)機(jī)構(gòu)問題研究

【摘要】:近年來,伴隨著民眾對(duì)食品安全問題的日益關(guān)注,與其他檢驗(yàn)檢測(cè)行業(yè)相比,構(gòu)建客觀、公正、權(quán)威、高效的第三方食品檢驗(yàn)檢測(cè)工作體系成為社會(huì)普遍而迫切的需求。廣東正在推進(jìn)的事業(yè)單位分類改革、轉(zhuǎn)變政府職能深化行政體制改革,以及在食品安全監(jiān)管領(lǐng)域推進(jìn)的大部制改革,為梳理和剖析廣東省第三方食品檢驗(yàn)機(jī)構(gòu)存在的問題,進(jìn)而探索完善其規(guī)范化發(fā)展路徑提供了重要契機(jī)。 當(dāng)前,,廣東省第三方食品檢驗(yàn)機(jī)構(gòu)發(fā)展走在全國(guó)前列,但也存在許多問題,嚴(yán)重制約了第三方食品檢驗(yàn)機(jī)構(gòu)的發(fā)展,如檢驗(yàn)機(jī)構(gòu)類型結(jié)構(gòu)、空間布局、管理體制不合理,內(nèi)部治理不規(guī)范,監(jiān)督管理不到位,行政色彩偏重,獨(dú)立性、權(quán)威性以及公信力不強(qiáng),人員力量薄弱,資源分散等。針對(duì)這些問題,本文從理論和實(shí)踐兩個(gè)層面加以分析,并提出應(yīng)抓住改革良好契機(jī),通過完善管理模式、優(yōu)化設(shè)置路徑、強(qiáng)化能力建設(shè)等措施來促進(jìn)廣東第三方食品檢驗(yàn)機(jī)構(gòu)的發(fā)展。 在論文結(jié)構(gòu)上,本文主要分為五個(gè)部分:一是緒論,主要對(duì)選題背景、研究意義、研究方法與思路等進(jìn)行介紹;二是第三方食品檢驗(yàn)機(jī)構(gòu)的理論概述,主要介紹文中的核心概念及理論分析框架;三是廣東第三方食品檢驗(yàn)機(jī)構(gòu)的現(xiàn)狀及其分析;四是發(fā)達(dá)國(guó)家第三方食品檢驗(yàn)機(jī)構(gòu)的基本情況及其經(jīng)驗(yàn)啟示;五是促進(jìn)廣東第三方食品檢驗(yàn)機(jī)構(gòu)發(fā)展的政策建議。
[Abstract]:In recent years, with the increasing concern of the public on food safety, compared with other inspection and testing industry, the construction of an objective, fair, authoritative, efficient third-party food inspection and inspection work system has become a universal and urgent need. The reform of classification of institutions being promoted in Guangdong, the transformation of government functions and the deepening of the reform of the administrative system, as well as the large-scale reform in the field of food safety supervision, are aimed at sorting out and analyzing the problems existing in the third-party food inspection institutions in Guangdong Province. Thus, exploring and perfecting its standardized development path provides an important opportunity. At present, the development of third-party food inspection institutions in Guangdong Province is in the forefront of the country, but there are also many problems, which seriously restrict the development of third-party food inspection institutions, such as the type structure of inspection agencies, the spatial layout, and the unreasonable management system. Internal governance is not standardized, supervision and management is not in place, administrative color is biased, independence, authority and credibility is not strong, personnel strength is weak, resources are scattered, etc. Aiming at these problems, this paper analyzes them from the two aspects of theory and practice, and puts forward that we should seize the good opportunity of reform and optimize the path by perfecting the management mode. Strengthen capacity building and other measures to promote the development of third-party food inspection institutions in Guangdong. In the structure of the thesis, this paper is mainly divided into five parts: first, introduction, mainly to the background of the topic, research significance, research methods and ideas; second, the third party food inspection organization theory overview, This paper mainly introduces the core concepts and theoretical analysis framework of the article, third, the current situation and analysis of the third party food inspection organizations in Guangdong, and the basic situation and experience of the third party food inspection organizations in developed countries. Fifth, to promote the development of third-party food inspection institutions in Guangdong policy recommendations.
