長沙市國家級開發(fā)區(qū)工業(yè)低效用地潛力及再開發(fā)研究

【摘要】:作為城鎮(zhèn)發(fā)展和土地利用的重點區(qū)域,開發(fā)區(qū)在促進經(jīng)濟高速發(fā)展的過程中發(fā)揮了舉足輕重的作用。然而近年來我國速生型城鎮(zhèn)化和低端擴張型產(chǎn)業(yè)化等問題,在一定程度上造成土地利用的低效。為了解決這一問題,本文對長沙市開發(fā)區(qū)工業(yè)低效用地再開發(fā)利用進行了研究,主要研究工作和結(jié)果如下。 根據(jù)相關(guān)學術(shù)研究及相關(guān)政府部門的認定,對開發(fā)區(qū)低效用地的概念進行了初步界定,調(diào)查了長沙市四個國家級開發(fā)區(qū)部分工業(yè)企業(yè)的土地利用狀況。調(diào)查內(nèi)容主要包括土地開發(fā)程度、土地利用狀況、土地利用結(jié)構(gòu)等,并對調(diào)查數(shù)據(jù)進行統(tǒng)計和分析;對低效用地的特點進行了闡述,探討了開發(fā)區(qū)土地低效利用的原因。 開發(fā)區(qū)低效用地的集約利用總潛力測算結(jié)果表明,長沙經(jīng)開區(qū)的工業(yè)低效用地的集約利用總潛力面積和總潛力效益、總潛力指數(shù)均為最大。根據(jù)四個區(qū)的集約利用總潛力比較,土地集約利用面積潛力大的開發(fā)區(qū),總潛力效益和總潛力指數(shù)也并不一定大,這主要是受各園區(qū)平均出產(chǎn)強度不同,經(jīng)濟發(fā)展水平存在差異及園區(qū)規(guī)模大小的影響。 通過借鑒總結(jié)目前全國其他開發(fā)區(qū)具代表性的低效土地再開發(fā)利用模式,結(jié)合長沙市開發(fā)區(qū)實際情況,針對各類型低效用地,提出了合理布局產(chǎn)業(yè)結(jié)構(gòu),提升園區(qū)產(chǎn)業(yè)層次;嚴格規(guī)范園區(qū)土地的監(jiān)督管理,建立土地動態(tài)監(jiān)測機制;政府鼓勵和引導企業(yè)通過轉(zhuǎn)讓、出租土地等方式集約用地等再開發(fā)建議。
[Abstract]:As the key area of urban development and land use, the development zone plays an important role in promoting the rapid development of economy. However, in recent years, the problems of fast growing urbanization and low end expansion industrialization have resulted in low efficiency of land use to some extent. In order to solve this problem, this paper studies the development and reuse of industrial inefficient land in Changsha Development Zone. The main research work and results are as follows. According to the relevant academic research and the recognition of relevant government departments, the concept of inefficient land use in the development zone is preliminarily defined, and the land use status of some industrial enterprises in four national development zones of Changsha is investigated. The contents of the investigation mainly include the degree of land development, the situation of land use, the structure of land use, and the statistics and analysis of the survey data, and the characteristics of inefficient land use are expounded, and the reasons for the inefficient use of land in the development zone are discussed. The results show that the total potential area and the total potential benefit of the industrial inefficient land in Changsha Jingkai District are the largest. According to the comparison of the total potential of intensive utilization of the four districts, the total potential benefit and the total potential index of the development zone with great potential of land intensive use area are not necessarily large, which is mainly due to the difference in the average production intensity of each park. There are differences in the level of economic development and the impact of the size of the park. By summarizing the representative redevelopment and utilization mode of inefficient land in other development zones in China and combining with the actual situation of Changsha Development Zone, this paper puts forward a reasonable layout of industrial structure and promotes the industrial level of the park in view of the various types of inefficient land use. The supervision and management of the land in the park should be strictly standardized and the land dynamic monitoring mechanism should be established, and the government should encourage and guide enterprises to redevelop the land by means of transfer, lease of land, etc.
