【摘要】：電力行業(yè)是關(guān)系國計民生的基礎(chǔ)能源產(chǎn)業(yè)，，電力行業(yè)的良好發(fā)展，能夠促進(jìn)國民經(jīng)濟(jì)的發(fā)展和社會進(jìn)步，并與社會經(jīng)濟(jì)和社會發(fā)展密切相關(guān)。然而，電力行業(yè)又是一個技術(shù)密集和資本密集型行業(yè)，電力建設(shè)項目通常投資金額巨大，對社會影響也較大。鑒于輸變電建設(shè)項目投資大、周期長、涉及面廣等多種不確定因素及特征，對輸變電建設(shè)項目進(jìn)行技術(shù)經(jīng)濟(jì)分析及評價，不僅能夠明確投資項目的技術(shù)可行性和經(jīng)濟(jì)合理性，最大限度地提高項目投資的綜合經(jīng)濟(jì)效益，而且有利于加強(qiáng)項目決策的科學(xué)性，正確引導(dǎo)項目的投資方向，控制項目的投資規(guī)模，促進(jìn)電力行業(yè)的良好發(fā)展。 本文以遼陽后堡66kV輸變電建設(shè)項目為研究對象，進(jìn)行了技術(shù)經(jīng)濟(jì)分析及評價。文章首先介紹了研究背景及意義，深入分析了國內(nèi)外在技術(shù)經(jīng)濟(jì)評價領(lǐng)域的研究現(xiàn)狀。然后闡述了技術(shù)經(jīng)濟(jì)分析及評價的基本理論知識。并應(yīng)用這些理論知識，分析了遼陽后堡66kV輸變電項目建設(shè)的必要性，從工藝技術(shù)方案、設(shè)備選擇方案、工程技術(shù)方案等幾個方面對該項目進(jìn)行了技術(shù)分析；從投資估算、盈利能力、清償能力方面進(jìn)行了經(jīng)濟(jì)性分析。最后，運(yùn)用綜合評價方法，對該項目進(jìn)行了技術(shù)經(jīng)濟(jì)綜合評價。
[Abstract]:The electric power industry is the basic energy industry related to the national economy and the people's livelihood. The good development of the electric power industry can promote the development of the national economy and social progress, and is closely related to the social economic and social development. However, power industry is also a technology-intensive and capital-intensive industry. In view of the uncertain factors and characteristics of transmission and transformation construction projects, such as large investment, long period and wide coverage, the technical and economic analysis and evaluation of transmission and transformation construction projects can not only make clear the technical feasibility and economic reasonableness of the investment projects. It can improve the comprehensive economic benefit of the project investment to the maximum extent, and is helpful to strengthen the scientific nature of the project decision, guide the investment direction of the project correctly, control the investment scale of the project, and promote the good development of the electric power industry. In this paper, the 66kV power transmission and transformation project in Houbao, Liaoyang, is taken as the research object, and the technical and economic analysis and evaluation are carried out. Firstly, the research background and significance are introduced, and the research status in the field of technical and economic evaluation at home and abroad is deeply analyzed. Then it expounds the basic theoretical knowledge of technical and economic analysis and evaluation. The necessity of construction of 66kV transmission and transformation project in Houbao, Liaoyang is analyzed, and the technical analysis of the project is carried out from the aspects of process technical scheme, equipment selection scheme, engineering technical scheme, and investment estimation, and so on. Profitability, the ability to pay off the economic analysis. Finally, the comprehensive evaluation method is used to evaluate the technology and economy of the project.
