湖南燃?xì)夤撅L(fēng)險(xiǎn)管理體系改進(jìn)研究

【摘要】:在當(dāng)今復(fù)雜的經(jīng)濟(jì)環(huán)境中,企業(yè)不可避免地要面對(duì)各種各樣的風(fēng)險(xiǎn),風(fēng)險(xiǎn)無(wú)處不在,風(fēng)險(xiǎn)與企業(yè)生存發(fā)展如影隨形,經(jīng)營(yíng)企業(yè)就是經(jīng)營(yíng)風(fēng)險(xiǎn)。國(guó)內(nèi)經(jīng)濟(jì)的快速發(fā)展推動(dòng)了能源需求量的提升,湖南燃?xì)夤卷槕?yīng)了湖南省天然氣行業(yè)的快速發(fā)展,快速成長(zhǎng)為一家擁有20億資產(chǎn)的中外合資企業(yè),但隨著能源分銷(xiāo)行業(yè)的不斷發(fā)展,湖南燃?xì)夤久媾R著諸多不確定性,管理層意識(shí)到需要不斷強(qiáng)化內(nèi)部管理有效應(yīng)對(duì)內(nèi)外部環(huán)境所帶來(lái)的挑戰(zhàn),從而保障企業(yè)持續(xù)、健康、穩(wěn)定發(fā)展,湖南燃?xì)夤窘梃b國(guó)內(nèi)外風(fēng)險(xiǎn)管理理論與實(shí)踐,開(kāi)發(fā)出具有湖南燃?xì)夤咎厣闹鲃?dòng)風(fēng)險(xiǎn)管理模型,并藉此模型作為載體在內(nèi)部開(kāi)始構(gòu)建風(fēng)險(xiǎn)管理體系,但在風(fēng)險(xiǎn)管理體系搭建過(guò)程中存在一定缺陷。 為幫助湖南燃?xì)夤窘鉀Q現(xiàn)有風(fēng)險(xiǎn)管理體系存在的問(wèn)題與不足,筆者運(yùn)用實(shí)證分析與文獻(xiàn)研究相結(jié)合的研究方式,提出了湖南燃?xì)夤撅L(fēng)險(xiǎn)管理體系的完善對(duì)策,即圍繞湖南燃?xì)夤撅L(fēng)險(xiǎn)管理體系建設(shè)的現(xiàn)狀、存在的四方面的核心問(wèn)題,結(jié)合理論和實(shí)踐研究的成果,就如何完善湖南燃?xì)夤撅L(fēng)險(xiǎn)管理體系提出建議,具體建議從風(fēng)險(xiǎn)管理組織完善、定位明確、職責(zé)梳理、風(fēng)險(xiǎn)管理模型優(yōu)化、相應(yīng)的風(fēng)險(xiǎn)管理配套工具開(kāi)發(fā)等方面進(jìn)行完善,提出了戰(zhàn)略風(fēng)險(xiǎn)防范、業(yè)務(wù)風(fēng)險(xiǎn)控制及危機(jī)事件應(yīng)對(duì)三大層次分層分類(lèi)開(kāi)展風(fēng)險(xiǎn)管理,風(fēng)險(xiǎn)管理體系與現(xiàn)有管理體系有效融合等建議,以完善湖南燃?xì)夤撅L(fēng)險(xiǎn)管理體系,并以具體重點(diǎn)風(fēng)險(xiǎn)描述和應(yīng)對(duì)的實(shí)證分析方式,對(duì)風(fēng)險(xiǎn)分層、分類(lèi)管理的理念進(jìn)行了示例性闡述。最后,筆者幫助企業(yè)明確了優(yōu)化后的風(fēng)險(xiǎn)管理體系落地的保障措施,并對(duì)未來(lái)的實(shí)施效果進(jìn)行預(yù)計(jì),期待通過(guò)體系的優(yōu)化,實(shí)現(xiàn)湖南燃?xì)夤救轿坏娘L(fēng)險(xiǎn)管理,為企業(yè)健康持續(xù)穩(wěn)定發(fā)展保駕護(hù)航。 在文章的最后,筆者提出了本文的研究結(jié)論,即企業(yè)風(fēng)險(xiǎn)管理理論的產(chǎn)生與發(fā)展順應(yīng)了企業(yè)管理需求,風(fēng)險(xiǎn)管理體系的建立要因企制宜,并且要對(duì)風(fēng)險(xiǎn)進(jìn)行多層面分類(lèi)管理,,同時(shí),要注重與企業(yè)現(xiàn)有管理體系的有效融合,只有如此,企業(yè)風(fēng)險(xiǎn)管理才能更加全面、更加有效地建立起來(lái),才能幫助企業(yè)成功應(yīng)對(duì)多重危機(jī),才能真正走向成熟、成功。
[Abstract]:In today's complex economic environment, enterprises inevitably have to face a variety of risks, the risk is everywhere, risk and enterprise survival and development, business risk is business risk. The rapid development of the domestic economy has promoted the promotion of energy demand. Hunan Gas Company has complied with the rapid development of the natural gas industry in Hunan Province, and has rapidly grown into a Sino-foreign joint venture with 2 billion assets. However, with the continuous development of the energy distribution industry, Hunan Gas Company is faced with many uncertainties. The management is aware of the need to constantly strengthen internal management to effectively deal with the challenges brought by the internal and external environment, so as to ensure the sustainability and health of the enterprise. With the steady development, Hunan Gas Company has developed an active risk management model with the characteristics of Hunan Gas Company based on the theory and practice of risk management at home and abroad. However, there are some defects in the process of setting up the risk management system. In order to help Hunan Gas Company solve the problems and shortcomings of the existing risk management system, the author puts forward the countermeasures to perfect the risk management system of Hunan Gas Company by combining the empirical analysis with the literature research. That is, according to the present situation of Hunan Gas Company's risk management system, the existing four core problems, combined with the results of theoretical and practical research, this paper puts forward some suggestions on how to perfect the risk management system of Hunan Gas Company. Specific suggestions are made to perfect the risk management organization, clear positioning, responsibility combing, optimization of risk management model, development of corresponding risk management tools, and so on, and strategic risk prevention is put forward. In order to perfect the risk management system of Hunan Gas Company, the business risk control and crisis events should be classified into three levels to carry out risk management, and the risk management system should be effectively integrated with the existing management system. In this paper, the concept of risk stratification and classified management is illustrated by the empirical analysis of key risk description and response. Finally, the author helps the enterprise to make clear the safeguard measures of the optimized risk management system, and predicts the effect of the implementation in the future, expecting to realize the comprehensive risk management of Hunan Gas Company through the optimization of the system. For the healthy and stable development of enterprises to protect. At the end of the article, the author puts forward the research conclusion of this paper, that is, the emergence and development of enterprise risk management theory conform to the demand of enterprise management, the establishment of risk management system should be adapted to the situation of enterprises, and risk should be managed in different levels. At the same time, we should pay attention to the effective integration with the existing enterprise management system, only in this way, the enterprise risk management can be more comprehensive, more effective set up, can help the enterprise successfully deal with multiple crises, can really move towards maturity and success.
