【摘要】：目前,我國(guó)沒(méi)有形成具體的輸配電價(jià)格形成機(jī)制,其價(jià)格是銷售電價(jià)與上網(wǎng)電價(jià)的差額來(lái)體現(xiàn)的,此差額僅能補(bǔ)償電網(wǎng)成本,對(duì)電網(wǎng)企業(yè)而言難有利潤(rùn)可言。這種輸配電價(jià)形成機(jī)制,造成目前“重發(fā)輕輸”——發(fā)電與輸配電資產(chǎn)投資比例失調(diào)的局面,嚴(yán)重影響了電網(wǎng)建設(shè)和電網(wǎng)企業(yè)的正常運(yùn)轉(zhuǎn)�；诖�,本文對(duì)輸配電價(jià)格監(jiān)管進(jìn)行研究,包括輸配電環(huán)節(jié)的技術(shù)、經(jīng)濟(jì)特性,電價(jià)監(jiān)管模型對(duì)比分析。同時(shí)結(jié)合華東電力市場(chǎng)現(xiàn)狀,構(gòu)建了改進(jìn)的輸配電價(jià)格監(jiān)管模型,針對(duì)可能引起的質(zhì)量下降問(wèn)題,設(shè)置了電能質(zhì)量因子。最后,通過(guò)重新定義電能質(zhì)量,設(shè)計(jì)了電能質(zhì)量的綜合評(píng)價(jià)方法并進(jìn)行了算例驗(yàn)證。
[Abstract]:At present, our country has not formed the concrete transmission and distribution price formation mechanism, its price is the sale electricity price and the Internet electricity price difference to reflect, this difference can only compensate the grid cost, has the profit to the grid enterprise to have the profit to speak of. The formation mechanism of transmission and distribution price has caused the imbalance of investment ratio between power generation and transmission and distribution assets, which has seriously affected the construction of power grid and the normal operation of power grid enterprises. Based on this, this paper studies the price regulation of transmission and distribution, including the technical and economic characteristics of transmission and distribution, and the comparative analysis of electricity price supervision model. At the same time, according to the current situation of electric power market in East China, an improved price supervision model of transmission and distribution is constructed, and a power quality factor is set up to solve the problem of possible quality decline. Finally, by redefining power quality, a comprehensive evaluation method of power quality is designed and verified by an example.
