基于PDCA的電廠基建生產(chǎn)一體化質(zhì)量管理體系研究

【摘要】:近幾年電廠基建項(xiàng)目增多,五大電廠公司的裝機(jī)容量與日俱增,電廠設(shè)備供不應(yīng)求,加上基建工期縮短,導(dǎo)致設(shè)備出廠質(zhì)量及安裝、調(diào)試質(zhì)量受到影響,難以保證新機(jī)組投產(chǎn)后長(zhǎng)期安全穩(wěn)定運(yùn)行。在此基礎(chǔ)上,,本文提出了基建生產(chǎn)一體化管理理念和模式并進(jìn)行了實(shí)證研究。 本文在分析基建生產(chǎn)一體化的國(guó)內(nèi)外研究動(dòng)態(tài)的基礎(chǔ)上,引入質(zhì)量管理理論,對(duì)PDCA循環(huán)理論進(jìn)行重要闡述,列明其主要方法。同時(shí),闡述電廠實(shí)行基建生產(chǎn)一體化管理模式的主要背景,在詳細(xì)分析電廠基建工程項(xiàng)目質(zhì)量的構(gòu)成及其特點(diǎn)的基礎(chǔ)上,對(duì)一體化與基建、生產(chǎn)分開(kāi)管理模式相比能夠獲得的主要優(yōu)勢(shì)進(jìn)行分析,以此表明電廠實(shí)行基建生產(chǎn)一體化一體化管理模式的重要意義。 在相關(guān)理論基礎(chǔ)上,闡述電廠基建生產(chǎn)一體化管理體系設(shè)計(jì)的基本原則,并在構(gòu)建其管理平臺(tái)的基礎(chǔ)上,對(duì)企業(yè)文化、人力資源、財(cái)務(wù)運(yùn)營(yíng)、物流控制、戰(zhàn)略計(jì)劃、技術(shù)信息6個(gè)主要模塊進(jìn)行分別解析,以此構(gòu)建電廠基建生產(chǎn)一體化基本體系。對(duì)電廠工程項(xiàng)目質(zhì)量的形成及影響因素進(jìn)行重點(diǎn)分析,闡明電廠項(xiàng)目質(zhì)量的獨(dú)特性。之后,以PDCA循環(huán)為為導(dǎo)線,提出在計(jì)劃、實(shí)施、檢查、總結(jié)4個(gè)階段的方式方法,在此基礎(chǔ)上構(gòu)建電廠基建生產(chǎn)一體化質(zhì)量管理指標(biāo)體系。并以國(guó)華滄東電廠為案例,對(duì)提出的基建生產(chǎn)一體化管理體系的實(shí)施過(guò)程和有效性進(jìn)行了實(shí)證研究。同時(shí)運(yùn)用模糊評(píng)價(jià)方法進(jìn)行綜合模糊評(píng)價(jià),以此驗(yàn)證國(guó)華滄電的一體化效果。研究表明,加強(qiáng)基建生產(chǎn)一體化對(duì)于推進(jìn)基建與生產(chǎn)管理體系無(wú)縫鏈接,提高企業(yè)生產(chǎn)質(zhì)量和管理水平具有重要應(yīng)用價(jià)值和實(shí)踐意義。
[Abstract]:In recent years, the number of power plant infrastructure projects has increased, the installed capacity of the five major power plant companies has been increasing with each passing day, the supply of power plant equipment has outstripped demand, and the construction period has been shortened, which has resulted in the quality of equipment leaving the plant and installation, and the quality of commissioning has been affected. It is difficult to ensure long-term safe and stable operation after the new unit is put into production. On this basis, this paper puts forward the idea and mode of integrated management of capital construction and production, and carries on the empirical research. On the basis of analyzing the domestic and foreign research trends of the integration of capital construction and production, this paper introduces the theory of quality management, expounds the theory of PDCA cycle, and lists its main methods. At the same time, the paper expounds the main background of implementing the integrated management mode of capital construction and production in power plant, on the basis of the detailed analysis of the composition and characteristics of the quality of power plant capital construction project, the integration and capital construction are discussed. The main advantages that can be obtained compared with the production separation management model are analyzed, which indicates the importance of the integrated management mode of construction construction and production in power plants. On the basis of relevant theories, this paper expounds the basic principles of integrated management system design of power plant capital construction and production, and on the basis of constructing its management platform, on the basis of corporate culture, human resources, financial operation, logistics control, strategic planning, The six main modules of technical information are analyzed separately to construct the integrated basic system of power plant capital construction and production. The forming and influencing factors of power plant project quality are analyzed emphatically, and the uniqueness of power plant project quality is clarified. Then, taking the PDCA cycle as the lead, the paper puts forward the methods of planning, implementing, checking and summing up the four stages. On this basis, the integrated quality management index system of power plant capital construction production is constructed. Taking the case of Guohua Cangdong Power Plant as an example, this paper makes an empirical study on the implementation process and effectiveness of the proposed integrated management system of capital construction and production. At the same time, the fuzzy evaluation method is used to verify the integrated effect of Guohua Cang Power. The research shows that strengthening the integration of capital construction and production has important application value and practical significance for promoting seamless link between capital construction and production management system and improving production quality and management level of enterprises.
