【摘要】：面對(duì)我國(guó)工業(yè)化、城鎮(zhèn)化發(fā)展對(duì)礦產(chǎn)資源的強(qiáng)勁需求形勢(shì),開(kāi)發(fā)利用境外礦產(chǎn)資源是保障我國(guó)資源安全的必然要求。當(dāng)前,我國(guó)境外礦業(yè)投資既面臨難得的政策與市場(chǎng)機(jī)遇,也面臨國(guó)際礦業(yè)競(jìng)爭(zhēng)加劇、"走出去"便利化程度不足等挑戰(zhàn)。國(guó)際金融危機(jī)以來(lái),我國(guó)境外礦業(yè)投資發(fā)展迅速,呈現(xiàn)向發(fā)達(dá)國(guó)家和地區(qū)轉(zhuǎn)移,以油氣、鐵、銅等為主要目標(biāo)礦種,多元投資主體共同發(fā)展等特點(diǎn)。建議加強(qiáng)全球資源戰(zhàn)略研究與布局,健全境外礦業(yè)投資支撐服務(wù)體系,堅(jiān)持互利共贏的"走出去"模式,進(jìn)一步促進(jìn)我國(guó)境外礦業(yè)投資發(fā)展。
[Abstract]:Faced with the strong demand for mineral resources in China's industrialization and urbanization, the exploitation and utilization of overseas mineral resources is an inevitable requirement to ensure the safety of our country's resources.At present, China's overseas mining investment is facing not only rare policy and market opportunities, but also challenges such as the intensification of international mining competition and the insufficient facilitation of "going out".Since the international financial crisis, China's overseas mining investment has developed rapidly, showing the characteristics of transfer to developed countries and regions, taking oil and gas, iron and copper as the main target minerals, and the common development of multiple investors.It is suggested that the research and layout of global resources strategy should be strengthened, the supporting service system of overseas mining investment should be perfected, and the "going out" mode of mutual benefit and win-win should be adhered to to further promote the development of overseas mining investment in China.
