稀土中小企業(yè)技術(shù)創(chuàng)新戰(zhàn)略研究

【摘要】:近年來,稀土憑借其在特殊的元素組合特性,逐漸成為支持國家新能源、新材料、節(jié)能環(huán)保、電子信息等行業(yè),特別是國防軍事領(lǐng)域發(fā)展的重要戰(zhàn)略資源。我國的稀土資源儲量大、分布廣、礦物種類齊全,經(jīng)過50多年的發(fā)展,我國建立了較完整的稀土產(chǎn)業(yè)鏈和工業(yè)體系,逐步發(fā)展為世界最大的稀土生產(chǎn)、出口和消費大國。2009年國土資源礦產(chǎn)部門進(jìn)行專門的核查,公布我國的稀土資源已減少到1859.1萬噸,約占世界稀土總量的23%。2011年,中國的稀土冶煉產(chǎn)品產(chǎn)量為9.69萬噸,承擔(dān)了全球90%以上的稀土產(chǎn)品供應(yīng)量。但是,中國的稀土產(chǎn)品價格卻沒有賣出這個頭銜的價值,稀土價格持續(xù)低迷,國內(nèi)稀土企業(yè)的利潤空間在不斷縮小。當(dāng)前稀土的國際競爭主要集中在稀土產(chǎn)業(yè)的高附加值和高技術(shù)競爭上,中國稀土企業(yè)卻始終走在稀土產(chǎn)業(yè)鏈的中上游薄利邊緣,具有高附加值的高端技術(shù)領(lǐng)域大部分被國外的專利權(quán)所壟斷。面對稀土發(fā)展呈現(xiàn)的各種問題,加速稀土企業(yè)向科技型轉(zhuǎn)變,促進(jìn)稀土行業(yè)走可持續(xù)的發(fā)展道路成為國家重點關(guān)注的問題。因此,我國稀土企業(yè)可持續(xù)發(fā)展的突破點就是要實施技術(shù)創(chuàng)新戰(zhàn)略,掌握先進(jìn)的稀土生產(chǎn)應(yīng)用技術(shù),提高行業(yè)的整體技術(shù)水平。而在整個稀土行業(yè)中,中小企業(yè)占據(jù)了1/3以上,稀土中小企業(yè)的技術(shù)發(fā)展高度很大程度上影響整個行業(yè)的發(fā)展層次。因此,本文基于這樣的現(xiàn)實環(huán)境,致力于研究稀土中小企業(yè)如何選擇適宜的技術(shù)創(chuàng)新戰(zhàn)略來提升自己的創(chuàng)新能力,改變現(xiàn)有的市場地位。 稀土中小企業(yè)作為稀土行業(yè)的主體,仍存在規(guī)模還較小、組織一體化程度低、各方面實力較弱等不足。而進(jìn)行自主創(chuàng)新和模仿創(chuàng)新都需要雄厚的資金來支持企業(yè)研發(fā)或購買新技術(shù),以上不足導(dǎo)致其難以承受以上兩種創(chuàng)新戰(zhàn)略所需的投入。因此,本文提出現(xiàn)階段稀土中小企業(yè)技術(shù)創(chuàng)新戰(zhàn)略的首選,即技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟。這種合作創(chuàng)新的戰(zhàn)略模式,使得中小企業(yè)可以短時間內(nèi)獲得技術(shù)創(chuàng)新所需的資源,依托科研院所先進(jìn)的技術(shù)知識,在科技人員的組織與指導(dǎo)下順利開展技術(shù)創(chuàng)新活動,大大提高了稀土應(yīng)用技術(shù)研發(fā)的成功率。同時,聯(lián)盟內(nèi)成員之間的溝通與學(xué)習(xí),能夠增強(qiáng)企業(yè)的技術(shù)創(chuàng)新能力,為企業(yè)進(jìn)行自主技術(shù)創(chuàng)新奠定重要基礎(chǔ)。 本文圍繞這一主要問題,采用文獻(xiàn)研究方法對文獻(xiàn)進(jìn)行檢索、閱讀與分析,應(yīng)用技術(shù)創(chuàng)新理論、中小企業(yè)創(chuàng)新戰(zhàn)略等理論對稀土中小企業(yè)技術(shù)創(chuàng)新戰(zhàn)略進(jìn)行系統(tǒng)分析。比較分析稀土中小企業(yè)技術(shù)創(chuàng)新所面臨的特殊環(huán)境,以期達(dá)到目標(biāo)、環(huán)境與戰(zhàn)略相匹配的最佳效果。同時,運用定量研究方法,得到技術(shù)創(chuàng)新的重要影響因素,為稀土中小企業(yè)選擇與制定戰(zhàn)略做好全方位的準(zhǔn)備。本文以稀土中小企業(yè)作為研究主體,可以為稀土中小企業(yè)的發(fā)展提供一套完整的技術(shù)創(chuàng)新戰(zhàn)略選擇體系,對其確定技術(shù)創(chuàng)新戰(zhàn)略具有可行性指導(dǎo)意義。并且希望能為政府部門在制定相關(guān)政策法規(guī),促進(jìn)稀土中小企業(yè)技術(shù)創(chuàng)新發(fā)展研究提供重要的參考價值和理論依據(jù) 雖然我國稀土資源豐富,但稀土產(chǎn)業(yè)的發(fā)展水平仍較低,要想在全球市場上獲得競爭地位,就必須通過技術(shù)創(chuàng)新走科技含量高、環(huán)境污染小、可持續(xù)的發(fā)展道路。縱觀目前我國稀土中小企業(yè)的發(fā)展現(xiàn)狀,仍處于規(guī)模小、資源少、管理不規(guī)范的階段,要采取自主技術(shù)創(chuàng)新戰(zhàn)略或模仿創(chuàng)新戰(zhàn)略仍存在很大的困難,因此,進(jìn)行技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟是現(xiàn)階段稀土中小企業(yè)采取的主要技術(shù)創(chuàng)新戰(zhàn)略。在促進(jìn)企業(yè)內(nèi)部完善技術(shù)創(chuàng)新的同時,積極構(gòu)建完善的外部支持系統(tǒng),增強(qiáng)稀土中小企業(yè)的創(chuàng)新能力,促進(jìn)整個稀土行業(yè)的健康持續(xù)發(fā)展。
[Abstract]:In recent years, the rare earth elements in combination with its special characteristics, has gradually become the support of the national new energy, new materials, energy saving and environmental protection, electronic information and other industries, especially the important strategic resources for the development of national defense and military fields. China's rare earth reserves, wide distribution, mineral range, after 50 years of development, I China has established a relatively complete industrial chain of rare earth and industrial system, and gradually developed into the world's largest rare earth production, export and consumption country.2009 land resources mineral sector specialized verification, release of rare earth resources in China has been reduced to 18 million 591 thousand tons, accounting for the total rare earth 23%.2011 years, the output of rare earth smelting products China bear is 96 thousand and 900 tons, more than 90% of the world's supply of rare earth products. However, the price of rare earth products Chinese did not sell the value of the title, rare earth prices continued to slump, the domestic rare earth prices Industry profit margins are shrinking. The rare earth international competition is mainly concentrated in the rare earth industry with high added value and high technology competition, China rare earth enterprises are always in the edge of small profits in the upper reaches of the rare earth industry chain, with high value-added high-end technology is monopolized by most patents abroad. Facing various problems the development of rare earth, rare earth accelerated change from the enterprise of science and technology, promote the sustainable development of rare earth industry became the focus of national concern. Therefore, the breakthrough point of sustainable development of China's rare earth enterprises is to implement the strategy of technological innovation, master advanced rare earth production and application technology, improve the technical level of the industry in. The rare earth industry, small and medium-sized enterprises have occupied more than 1/3, the rare earth SMEs technology development affect the development level of the whole industry is largely due to the height, Based on such a realistic environment, this paper is committed to research on how to choose appropriate technology innovation strategy to enhance their innovation ability and change the existing market position.
Small and medium-sized enterprises as the main body of rare earth rare earth industry, there are still smaller scale, low degree of organizational integration, the strength is weak. The innovation and imitation innovation needs the abundant funds to support enterprise development or purchase of new technology, these shortcomings make it difficult to bear more than two kinds of innovative strategic inputs required. Therefore, this paper proposed stage rare earth SME technology innovation strategy choice, technology innovation and strategic alliances. The strategic mode of cooperation and innovation, so that SMEs can obtain technological innovation resources needed for a short period of time, relying on the Scientific Research Institute of advanced technology, successfully carry out technology innovation in science and technology personnel organization and guidance next, greatly improving the success rate of rare earth application technology research and development. At the same time, communication and learning between alliance members, can enhance the enterprise's technological innovation Force is an important foundation for enterprises to carry out independent technological innovation.
This paper focuses on the main problems, using literature research method of literature retrieval, reading and analysis, the theory of technology innovation, SME innovation strategy theory on technology innovation of small and medium-sized enterprises of rare earth were analyzed. Comparative analysis of special rare earth environmental technology innovation faced by small and medium enterprises, in order to achieve the goal, the best effect of environment and matching strategy. At the same time, the use of quantitative methods to obtain the important factors of technological innovation, for the rare earth SMEs choose and formulate the strategy make full preparations. The rare earth SMEs as the research subject, can provide a complete set of technology innovation strategic choice for the development of the system of rare earth SMEs, with practical guidance to determine the significance of its technological innovation strategy. And hope for government departments to formulate relevant policies and regulations, to promote the small and medium-sized enterprises of rare earth The study of technological innovation development provides important reference value and theoretical basis
Although China is rich in rare earth resources, but the level of development of rare earth industry is still low, in order to gain a competitive position in the global market, it must go through technical innovation with high technological content, low environmental pollution, the road of sustainable development. Now China's rare earth SME development is still at a small scale, resources small, irregular management stage, to take independent technology innovation strategy or imitation innovation strategy is still very difficult, therefore, technology innovation strategic alliance is the main strategy of technological innovation at this stage of the rare earth SMEs take. In promoting the internal improvement of technological innovation at the same time, and actively build the perfect external support system, enhancement of rare earth the small and medium-sized enterprise innovation ability, promote the healthy and sustainable development of the rare earth industry.
