勝利油田礦區(qū)管理與服務(wù)模式研究

【摘要】:勝利油田重組上市以來,礦區(qū)的管理與服務(wù)與油氣主業(yè)分離,劃入了非上市部分,在管理層面上,對其定位、作用和關(guān)注度曾一度被弱化或邊緣化。同時(shí),隨著應(yīng)油而興城市的快速發(fā)展,油田的礦區(qū)管理與服務(wù)融入了很多城市社區(qū)的意義,油田廣大員工群眾高質(zhì)量的物質(zhì)和文化生活追求對礦區(qū)的管理與服務(wù)提出更高要求。 勝利油田礦區(qū)管理與服務(wù)伴隨著油氣勘探開發(fā)的全過程,先后經(jīng)歷了石油會戰(zhàn)初期的被動式管理與服務(wù)模式、二級單位獨(dú)自負(fù)責(zé)的分散式管理與服務(wù)模式、社區(qū)管理階段的集中化管理與服務(wù)模式和社區(qū)和專業(yè)化公司共同管理的專業(yè)化管理與服務(wù)模式,計(jì)劃經(jīng)濟(jì)體制下不同時(shí)期的礦區(qū)管理與服務(wù)模式適應(yīng)了當(dāng)時(shí)油田開發(fā)建設(shè)的需要。但長期受計(jì)劃經(jīng)營方式影響,目前的社區(qū)管理與服務(wù)中很大程度的存在著統(tǒng)得過死、多頭管理、負(fù)擔(dān)過重、資金短缺等諸多問題,影響了礦區(qū)管理與服務(wù)水平的進(jìn)一步提升,也制約油田的進(jìn)一步改革和發(fā)展。從產(chǎn)生問題的原因分析,既有制度層面的原因,也有觀念方面的因素。本文在尊重油田礦區(qū)建設(shè)和發(fā)展歷史的基礎(chǔ)上,結(jié)合勝利油田提出“百年創(chuàng)新,,百年勝利”愿景目標(biāo),以及“打造世界一流,實(shí)現(xiàn)率先發(fā)展”的發(fā)展要求,發(fā)現(xiàn)并認(rèn)識石油企業(yè)礦區(qū)建設(shè)特有的發(fā)展規(guī)律,借鑒其他石油企業(yè)的實(shí)踐做法,提出了合作共建的管理與服務(wù)模式,并分別對加強(qiáng)頂層設(shè)計(jì)、加強(qiáng)制度建設(shè)、完善運(yùn)行機(jī)制、落實(shí)費(fèi)用保障、改善隊(duì)伍結(jié)構(gòu)、建設(shè)服務(wù)品牌等具體實(shí)現(xiàn)途徑進(jìn)行了闡述。
[Abstract]:Since the reorganization and listing of Shengli Oilfield, the management and service of the mining area have been separated from the main oil and gas industry, which has been classified into the non-listed part. At the management level, its orientation, role and attention have been weakened or marginalized.At the same time, with the rapid development of Xingcheng city in response to oil, the management and service of oilfield mining area is integrated into the meaning of many urban communities, and the high quality material and cultural life of the vast number of employees in the oilfield pursue higher requirements for the management and service of the mining area.With the whole process of oil and gas exploration and development, the management and service of Shengli Oilfield mining area has experienced the passive management and service mode in the early stage of petroleum battle, and the decentralized management and service mode in which the secondary units are responsible alone.The centralized management and service mode in the stage of community management and the specialized management and service mode in the joint management of the community and specialized companies;The mining area management and service mode in different periods under the planned economy system met the needs of oilfield development and construction at that time.However, under the influence of the planned operation mode for a long time, there are many problems in the current community management and service, such as excessive control, long management, excessive burden, shortage of funds, and so on, which have affected the further improvement of the management and service level of the mining area.It also restricts the further reform and development of oil fields.From the analysis of the causes of the problems, there are both institutional and conceptual factors.On the basis of respecting the history of oil field construction and development, combining with Shengli Oilfield, this paper puts forward the vision goal of "hundred years of innovation, hundred years of victory" and the development requirement of "building world first class and realizing the first development".This paper finds out and understands the special development law of mining area construction of petroleum enterprises, draws lessons from the practice of other oil enterprises, puts forward the management and service mode of cooperative construction, and strengthens the top-level design, strengthens the system construction, and perfects the operation mechanism, respectively.The implementation of cost protection, improving the structure of the team, building service brands and other specific ways to achieve the elaboration.
