管道公司油氣儲運技術(shù)服務(wù)項目中的組織機構(gòu)設(shè)置及人員配置研究

【摘要】:隨著我國油氣管道建設(shè)的快速發(fā)展,在國有企業(yè)內(nèi)部改制、增效的大社會背景下,油氣儲運技術(shù)服務(wù)作為一種新興的業(yè)務(wù),成為中國石油管道公司增加效益、保持穩(wěn)定的重要途徑。油氣儲運技術(shù)服務(wù)項目因其專業(yè)性強,從業(yè)人員有限,行業(yè)限制等原因,項目組織方式?jīng)]有經(jīng)驗可循。目前管道公司油氣儲運技術(shù)服務(wù)業(yè)務(wù)從總體的管理框架,到項目的組織結(jié)構(gòu)和崗位、人員配置,沒有制定統(tǒng)一的規(guī)范標準,因項目而異,隨意性強,造成項目人員組織困難,直接影響到業(yè)務(wù)的發(fā)展。本文根據(jù)組織結(jié)構(gòu)理論、崗位及崗位設(shè)置的相關(guān)理論,通過對管道公司現(xiàn)有油氣儲運技術(shù)服務(wù)管理部門和具體項目組織機構(gòu)設(shè)置及人員配置的分析對比,結(jié)合調(diào)研、訪談等方法,得出組織機構(gòu)設(shè)置的不規(guī)范,人員配置不合理是導(dǎo)致油氣儲運技術(shù)服務(wù)面臨困境的主要原因。 本文針對以上存在問題,結(jié)合管道公司現(xiàn)有人力資源現(xiàn)狀,對油氣儲運技術(shù)服務(wù)項目人力資源進行了優(yōu)化,提出了油氣儲運技術(shù)服務(wù)項目組織機構(gòu)優(yōu)化方案和人員配置優(yōu)化方案。文章最后,通過韓渭西煤層氣項目對提出的優(yōu)化方案進行了實踐,驗證優(yōu)化方案的實用性。
[Abstract]:With the rapid development of oil and gas pipeline construction in China, under the background of state-owned enterprises' internal restructuring and increasing efficiency, the technical service of oil and gas storage and transportation, as a new business, has become an increasing benefit of China Petroleum Pipeline Company.An important way to maintain stability.The technical service project of oil and gas storage and transportation has no experience in organizing the project because of its strong specialization, limited employees and limited industry.At present, the technical service business of oil and gas storage and transportation in pipeline companies ranges from the overall management framework to the organizational structure and post of the project, the staffing, and the lack of a unified standard, which varies from project to project and is arbitrary, resulting in difficulty in organizing the project personnel.Directly affect the development of business.According to the theory of organization structure, the theory of post and post setting, through the analysis and comparison of the existing management department of oil and gas storage and transportation technology service and the organization and personnel configuration of specific project in pipeline company, combined with investigation and investigation,It is concluded that the irregular setting of organization and unreasonable staffing are the main reasons for the difficult situation of technical service of oil and gas storage and transportation.In view of the above existing problems, combined with the current situation of human resources in pipeline companies, this paper optimizes the human resources of oil and gas storage and transportation technology service projects.The scheme of organization optimization and personnel allocation optimization for technical service project of oil and gas storage and transportation are put forward.Finally, through the practice of Han Weixi coalbed methane project, the practicability of the optimization scheme is verified.
