【摘要】：根據(jù)國(guó)家有關(guān)"走出去"政策,從本世紀(jì)初,中資企業(yè)將投資投向了石油、礦山等資源型項(xiàng)目。對(duì)于境外礦業(yè)項(xiàng)目,不僅包括礦山設(shè)施建設(shè),也包括輔助系統(tǒng)和基礎(chǔ)設(shè)施的投資,礦業(yè)項(xiàng)目需要資金多,周期長(zhǎng),單靠投資者的自有資金很難解決項(xiàng)目投資所需資金,利用項(xiàng)目融資解決境外礦業(yè)的投資問(wèn)題是當(dāng)前較好選擇之一。本文的主要研究?jī)?nèi)容有:(1)結(jié)合當(dāng)前礦業(yè)項(xiàng)目融資風(fēng)險(xiǎn)的管理理論,本文針對(duì)首鋼秘魯鐵礦新區(qū)的項(xiàng)目融資進(jìn)展情況進(jìn)行了綜合論述,對(duì)秘魯新區(qū)項(xiàng)目各階段風(fēng)險(xiǎn)進(jìn)行分析,并建立了相應(yīng)的風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系。(2)應(yīng)用AHP法對(duì)新區(qū)項(xiàng)目風(fēng)險(xiǎn)進(jìn)行了評(píng)價(jià),對(duì)風(fēng)險(xiǎn)評(píng)價(jià)等級(jí)進(jìn)行了評(píng)估。(3)分析了國(guó)家風(fēng)險(xiǎn)、社區(qū)風(fēng)險(xiǎn)、信用與金融風(fēng)險(xiǎn)、地質(zhì)風(fēng)險(xiǎn)、開(kāi)發(fā)風(fēng)險(xiǎn)、礦業(yè)權(quán)風(fēng)險(xiǎn)、獲準(zhǔn)與許可的風(fēng)險(xiǎn)、基礎(chǔ)設(shè)施風(fēng)險(xiǎn)、完工風(fēng)險(xiǎn)以及市場(chǎng)風(fēng)險(xiǎn),提出社區(qū)風(fēng)險(xiǎn)存在的原因和造成的影響,最后運(yùn)用風(fēng)險(xiǎn)評(píng)價(jià)結(jié)論研究風(fēng)險(xiǎn)的控制和處理。在項(xiàng)目融資模式下,結(jié)合首鋼秘魯鐵礦新區(qū)項(xiàng)目融資這種海外礦業(yè)項(xiàng)目風(fēng)險(xiǎn)管理的特點(diǎn),進(jìn)行了詳細(xì)的研究,并對(duì)對(duì)項(xiàng)目融資的風(fēng)險(xiǎn)理論進(jìn)行了分析和論述,建立了適合境外礦業(yè)項(xiàng)目的融資模式風(fēng)險(xiǎn)管理體系;同時(shí)從風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)價(jià)、風(fēng)險(xiǎn)控制和處理等幾個(gè)方面進(jìn)行研究與辨析,并對(duì)風(fēng)險(xiǎn)監(jiān)控和防范提出了一系列的有效措施,也為今后相關(guān)工作的開(kāi)展提供一個(gè)基本的研究模式和研究思路。
[Abstract]:Since the beginning of this century, Chinese enterprises have invested in oil and mining resources projects.For overseas mining projects, they include not only the construction of mining facilities, but also the investment of auxiliary systems and infrastructure. Mining projects require more capital and have a long period of time. It is difficult to solve the problem of investment in projects by relying solely on the investors' own funds.Using project financing to solve the investment problem of overseas mining industry is one of the better choices at present.The main research contents of this paper are as follows: (1) combined with the current management theory of mining project financing risk, this paper comprehensively discusses the progress of project financing in the new area of Shougang Iron Mine of Peru, and analyzes the risks of each stage of the project in the new area of Peru.The corresponding index system of risk evaluation is established. (2) AHP method is used to evaluate the project risk in the new area, and the risk evaluation grade is evaluated. 3) the national risk, the community risk, the credit and financial risk, the geological risk, the development risk, the risk of the country, the community risk, the credit risk and the financial risk, the geological risk and the development risk are analyzed.The risk of mining right, the risk of permission and license, the risk of infrastructure, the risk of completion and the risk of market are put forward, and the causes and effects of community risk are put forward. Finally, the risk control and treatment are studied by using the conclusion of risk evaluation.Under the project financing mode, combined with the characteristics of overseas mining project risk management, the project financing of Shougang Peruvian Iron Mine New area is studied in detail, and the risk theory of project financing is analyzed and discussed.It also provides a basic research model and train of thought for the related work in the future.
