【摘要】：能源作為經(jīng)濟(jì)社會(huì)的生命線,能為人類社會(huì)創(chuàng)造出不可估量的經(jīng)濟(jì)財(cái)富。將能源產(chǎn)業(yè)融入金融領(lǐng)域,讓能源為金融帶來(lái)更高的回報(bào),讓金融為能源提供更大的支持。陜西省作為能源大省,近年來(lái)能源金融已得到初步發(fā)展,但仍未形成能源勘探、生產(chǎn)、流通、交易的有效銜接,區(qū)域內(nèi)能源資源分散,能源利用率和產(chǎn)品附加值低,缺少可以整合能源資源的交易服務(wù)平臺(tái)。因此,建設(shè)陜西區(qū)域性能源金融中心具有十分重要的意義。本文首先論證了陜西區(qū)域性能源金融中心建設(shè)的必要性和可行性。從發(fā)展現(xiàn)狀、實(shí)證建模和機(jī)理分析等多角度論證建設(shè)必要性；并結(jié)合區(qū)域性能源金融中心建設(shè)實(shí)際修正波特的“鉆石模型”,利用因子分析法量化比較陜西省與其他西部地區(qū)能源金融競(jìng)爭(zhēng)力,從而論證建設(shè)可行性。隨后在此基礎(chǔ)上參考金融中心建設(shè)選址思路,用量化方法對(duì)陜西區(qū)域性能源金融中心建址進(jìn)行選擇。最后,本文在陜西區(qū)域性能源金融中心平臺(tái)上,設(shè)計(jì)了基于低碳經(jīng)濟(jì)發(fā)展模式的陜西省能源金融運(yùn)作路徑圖,并分析了金融工具在這些路徑中實(shí)現(xiàn)交易獲利的方式。該路徑圖立足低碳經(jīng)濟(jì)模式,主要結(jié)合“能源勘探—開采—生產(chǎn)—消費(fèi)—廢棄物處理”產(chǎn)業(yè)鏈,將各類與能源相關(guān)的上下游企業(yè)及其他經(jīng)濟(jì)主體聯(lián)系在一起,使金融服務(wù)滲透于能源產(chǎn)業(yè)全過(guò)程。建設(shè)陜西區(qū)域性能源金融中心是必要且可行的,基于量化指標(biāo)體系,可以選擇在西安和咸陽(yáng)建設(shè)該平臺(tái),并且在該平臺(tái)建成后,設(shè)計(jì)完善低碳經(jīng)濟(jì)模式下的陜西省能源金融運(yùn)作路徑,以實(shí)體的能源產(chǎn)業(yè)為基礎(chǔ),各參與主體通過(guò)及時(shí)公開、共享交易信息和數(shù)據(jù),提高能源交易效率,大幅節(jié)約交易成本,從而實(shí)現(xiàn)能源資源整合、金融服務(wù)領(lǐng)域拓寬、降低能源金融風(fēng)險(xiǎn)、有效聚攏資金、能源價(jià)格更加真實(shí)反映能源價(jià)值的多重目標(biāo)。
[Abstract]:As the lifeline of economic society, energy can create inestimable economic wealth for human society.Integrating the energy industry into the financial sector, making energy bring higher returns to finance and allowing finance to provide greater support for energy.As a major energy province, energy finance has been developing initially in recent years, but it has not formed an effective link between energy exploration, production, circulation and trade, and energy resources are scattered in the region, and the energy efficiency and added value of products are low.Lack of integration of energy resources trading services platform.Therefore, the construction of Shaanxi regional energy finance center has very important significance.This paper first demonstrates the necessity and feasibility of the construction of Shaanxi regional energy finance center.From the current situation of development, empirical modeling and mechanism analysis to demonstrate the necessity of construction, and combining with the construction of regional energy finance center to modify Porter's "diamond model".The factor analysis method is used to quantitatively compare the energy financial competitiveness between Shaanxi Province and other western regions in order to prove the feasibility of construction.On the basis of this, the location of Shaanxi regional energy finance center is selected by using quantitative method, referring to the idea of financial center construction site selection.Finally, on the platform of Shaanxi regional energy finance center, this paper designs a path map of Shaanxi energy finance operation based on low-carbon economic development model, and analyzes the ways in which financial instruments can realize trading profit in these paths.Based on the low-carbon economic model, the road map mainly combines the industrial chain of "energy exploration, mining, production, consumption and waste disposal", and connects all kinds of upstream and downstream enterprises and other economic entities related to energy.Make financial service permeate the whole process of energy industry.The construction of Shaanxi regional energy finance center is necessary and feasible. Based on the quantitative index system, we can choose to build the platform in Xi'an and Xianyang.Designing and perfecting the energy finance operation path of Shaanxi Province under the low carbon economy mode, taking the energy industry of the entity as the foundation, the participants can share the transaction information and data in time, improve the energy transaction efficiency, and save the transaction cost greatly.In order to realize the integration of energy and resources, broaden the field of financial service, reduce the risk of energy finance, gather funds effectively, energy price can reflect energy value more realistically.
