【摘要】：本論文通過對電網(wǎng)施工企業(yè)安全生產體系的建設展開系統(tǒng)研究,旨在探討如何構建電網(wǎng)施工企業(yè)安全生產管理體系,實現(xiàn)電網(wǎng)施工企業(yè)的持續(xù)健康發(fā)展。研究完善電網(wǎng)施工企業(yè)的安全生產的風險管理理論體系具有重要的理論意義。電網(wǎng)施工企業(yè)施工建設有關工作是一個復雜的系統(tǒng),其有效運行與工程技術、經濟環(huán)境、社會環(huán)境、資源環(huán)境、國家產業(yè)政策、企業(yè)管理水平等密切相關。在安全生產管理方面,同時也存在諸多不確定因素,具有較高的風險性。如何有效地識別、度量和預警這些風險因素,并運用科學的管理過程對其實施系統(tǒng)管理成為關鍵問題。本論文研究電網(wǎng)施工企業(yè)施工過程中的風險識別及相關因素的分析,構建電網(wǎng)施工企業(yè)安全生產全管理體系,包括：安全生產風險及管理對策與制度建設。促進電網(wǎng)施工企業(yè)的持續(xù)發(fā)展具有重要現(xiàn)實意義。電網(wǎng)施工企業(yè)是城市配電網(wǎng)建設的主要力量,為促進能源合理利用和能源綜合利用,實現(xiàn)保護環(huán)境和可持續(xù)發(fā)展提供了重要保證。本論文將所建立的安全生產體系與黑龍江省哈爾濱市城區(qū)的特點相結合,探討系列應用問題,無論對黑龍江省電網(wǎng)施工企業(yè)的發(fā)展,還是對其他地區(qū)城市的同類型企業(yè)都具有支持與參考作用。
[Abstract]:Through the systematic research on the construction of safety production system in power grid construction enterprises, this paper aims to discuss how to construct the safety production management system of power grid construction enterprises and realize the sustainable and healthy development of power grid construction enterprises.It is of great theoretical significance to study and perfect the risk management theory system of power grid construction enterprises.The construction and construction work of power grid construction enterprises is a complex system, and its effective operation is closely related to engineering technology, economic environment, social environment, resource environment, national industrial policy, enterprise management level, and so on.In the aspect of production safety management, there are also many uncertain factors, which have high risk.How to identify, measure and warn these risk factors effectively, and how to use scientific management process to implement the system management has become a key problem.This paper studies the risk identification and analysis of relevant factors in the construction process of power grid construction enterprises, and constructs the whole management system of safety production of power grid construction enterprises, including: safety production risks, management countermeasures and system construction.It is of great practical significance to promote the sustainable development of power grid construction enterprises.Power grid construction enterprise is the main force in the construction of urban distribution network, which provides an important guarantee for the rational utilization of energy and the comprehensive utilization of energy, and the realization of environmental protection and sustainable development.This paper combines the established safety production system with the characteristics of Harbin, Heilongjiang Province, discusses a series of application problems, regardless of the development of Heilongjiang power grid construction enterprises,Or to other regional cities of the same type of enterprises have support and reference role.
